SUBJECT: APPROVAL TO PURCHASE BRICK INSTALLATION SERVICES
FOR THE MAIN STREET PEDESTRIAN ENHANCEMENT
PROJECT
RECOMMENDATION:
City Council to consider award to purchase labor services for the installation of brick pavers
for the Main Street Enhancement Project.
FUNDING SOURCE:
Funds for this service are budgeted in account 178-78102-013 Main Street / Pedestrian
Improvements.
BACKGROUND:
In accordance with purchasing policy, Staff solicited written quotations for this purchase.
House Bill 3506 raised the formal bid limit requirement from $25,000 to$50,000. Effective
September 1, 2007, formal bids and advertisements are not required for purchases under
$50,000.
This purchase is for labor services to install brick pavers for the Main Street Enhancement
Project. Part of the project involves construction of historic brick crosswalks at all of the
street intersections on Main Street to enhance the historic atmosphere of the downtown
historic district. These crosswalks, in combination with sidewalk improvements at selected
locations in the Main Street corridor, will encourage pedestrians to experience the entire
downtown area. Council approved the purchase of the bricks on May 19, 2009 from Acme
Brick Company. This request is for the installation of the bricks.
In accordance with City purchasing policy, requests for quotations were sent to three
vendors. The lowest quotation received was from Manning Concrete. The offer from
Manning Concrete met all of the requirements for this project. A copy of the bid tabulation
is attached for review.
Staff recommends award to purchase installation and labor of the brick pavers for the Main
Street Installation Enhancement Project to Manning Concrete for a total amount of
$31,615.17
