April, 2009 at 6:30 p.m. in the City Council Conference Room, Second Floor, 200 South

CALL TO ORDER
Mayor Tate called the workshop to order at 6:35 p.m.
ITEM 1. DISCUSS SCHEDULE, OPENING DAY, OAK GROVE BALLFIELD
COMPLEX
Parks & Recreation Director Doug Evans reviewed the schedule of activities for the City
Council for Opening Day at Oak Grove Ballfield Complex on Saturday, May 2, 2009.
There was no formal action taken by the City Council.
ITEM 2. DISCUSS COMMUNITY OUTREACH CENTER
Police Chief Eddie Salame and Deputy Superintendent Jim Chadwell presented an
overview of the City's and Grapevine-Colleyville Independent School District's partnering
together to provide a permanent Community Outreach Center. The proposal is for the
school district to provide the property and portable buildings adjacent to the Mustang-
Panther Stadium to be used as the Grapevine Outreach Center and the City would provide
the funding to finish out the buildings. The joint venture would provide an opportunity to
solidify the Police Department's presence in the area while affording the School District the
opportunity to provide services directly to an underserved area.

Mayor Tate called the meeting to order at 7:15 p.m.
ITEM 1. EXECUTIVE SESSION
Mayor Tate announced the City Council would conduct a closed session regarding:
(A) deliberate the appointment and employment of the Municipal Court Judge pursuant to
Section 551.074, Texas Government Code.
(B) conference with City Manager and Staff to discuss and deliberate commercial and
financial information received from business prospects the City seeks to have locate and
expand in the City; with which businesses the City is conducting economic development
negotiations under Section 551.087, Texas Government Code.
NOTE: Item (B) conference with City Manager and Staff to discuss and deliberate
commercial and financial information received from business prospects the City seeks to
have locate and expand in the City;with which businesses the City is conducting economic
development negotiations under Section 551.087, Texas Government Code was not
discussed in Executive Session.

Upon reconvening in open session in the Council Chambers, Mayor Tate asked if there
was any action necessary relative to the closed session. City Manager Bruno Rumbelow
stated there was no action necessary relative to personnel under Section 551.074, Texas
Government Code.
NOTE: City Council continued with the Regular City Council meeting in open session in
the City Council Chambers.

Mayor Tate called the meeting to order at 7:50 p.m.
INVOCATION AND PLEDGE OF ALLEGIANCE
Commissioner G. Martin delivered the Invocation and led the Pledge of Allegiance.
ITEM 1. PRESENTATION, PROCLAMATION SUPPORTING 2010 CENSUS

Mayor Tate presented a proclamation to Ms. Madeline Kelley, Partnership Specialist of
the U. S. Census Bureau-Dallas Regional Census Center, supporting the 2010 Census.
Ms. Kelley expressed appreciation to the Mayor and City Council for the proclamation
and the City of Grapevine for their support of the 2010 Census.
ITEM 1. PUBLIC HEARING,ZONING APPLICATION Z09-01 RODNEY THOMPSON,
RICHARD CHATFIELD AND WES JOHNSON
Mayor Tate declared the public hearing open.
Planner Albert Triplett reported Zoning Application Z09-01 had been filed by Rodney
Thompson, Richard Chatfield and Wes Johnson requesting rezoning of approximately 6.68
acres from "R-20" Single Family District Regulations to "R-7.5" Single Family District
Regulations. The subject property is located at 4370, 5412, 5500 and 5516 Roberts Road.
The concept plan depicts 23 lots with an average lot size of 10,068 square feet and 3.44
units per acre. It was noted that, if approved, it would require a 3/4 vote of the City Council
due to 30.69% of the surrounding property owners opposing the proposed rezoning.
Mr. Rodney Thompson requested favorable consideration of the application.
City Council questioned the zoning surrounding the property and it was noted that the
concept plan shows lot lines on the west and south that are aligned with the adjacent
property.
Mayor Tate invited guests present to comment regarding the application. The following
spoke in opposition to the proposed rezoning citing traffic congestion, noise, drainage,
quality of life impact and property values being affected:

Mr. Jeff Avery, 3063 Parr Lane, expressed his support of the proposed rezoning.
City Secretary Huff reported the Council and Commission had been copied the one letter of
support and the 14 letters of opposition for the rezoning.
Commissioner Szot, seconded by Commissioner G. Martin, offered a motion to close the
public hearing. The motion prevailed by the following vote:

ITEM 3. PUBLIC HEARING, SPECIAL USE APPLICATION SU09-03,CONDITIONAL
USE APPLICATION CU09-07 AND FINAL PLAT LOT 1, BLOCK 1, FIRST
BAPTIST CHURCH OF GRAPEVINE
Mayor Tate declared the public hearing open.
Planner Albert Triplett advised that First Baptist Church of Grapevine had filed Special Use
Application SU09-03, Conditional Use Application CU09-07 and application for the final plat
of Lot 1, Block 1, First Baptist Church of Grapevine Addition being a replat of a 0.521 acre
portion of Lot 1R, Block 1R, Classic Hummer Addition and a tract of 28.50 unplatted acres.
The subject property is located at 2301 William D. Tate Avenue. The special use
application requests a permit for a church and ten temporary buildings. The conditional
use application requests a 40 foot pole sign and a monument sign. The subject property is
zoned "CC" Community Commercial District Regulations. The site will be developed in
phases with the first phase being construction of the worship center, educational
classrooms and a gymnasium/fellowship hall. Ten temporary buildings for supplemental
classrooms and office space are requested for five years until future phases are complete.
The signs will be placed along William D. Tate Avenue.
Mr. Bryan Tucker requested favorable consideration of the application.
Council Member Coy questioned the location of the 40 foot pole sign and whether the
temporary buildings would meet City Code. Mr. Tucker responded that the sign was for
visibility from the freeway and that the buildings would meet City Code.
Mayor Tate invited guests present to comment regarding the application. No one wished to
speak. City Secretary Huff reported that the Council and Commission had been copied the
two letters of support for the application.
Commissioner Fry, seconded by Commissioner E. Martin, offered a motion to close the
public hearing. The motion prevailed by the following vote:

RECESS AND RECONVENE
Mayor Tate announced the Planning&Zoning Commission would recess to the Planning&
Zoning Conference Room to consider published business.
The City Council remained in session in the Council Chambers to consider published
business.
ITEM 4. PROFESSIONAL SERVICES CONTRACT, MHS PLANNING & DESIGN,
LOW WATER BOAT RAMP, MEADOWMERE PARK
Parks & Recreation Director Doug Evans requested approval of a professional services
contract with MHS Planning & Design in the amount of$42,075.00 for the low water boat
ramp at Meadowmere Park. Mr. Evans noted that the City had applied for and received a
Texas Parks &Wildlife Grant in the amount of$271,299.00 (75% of total project) and that
$90,000.00 (25% of total project) is available in the City's Capital Equipment Account.

CONSENT AGENDA
The next order of business for the City Council was to consider the consent agenda items,
which were deemed to need little or no discussion and were acted upon as one business
item. Mayor Tate asked if there was any member of the audience or the City Council who
wished to remove an item from the consent agenda for full discussion. There were none.
Item 5. Resolution, Interlocal Agreement, City of Murphy, Cooperative Purchasing
Administrative Services Director recommended approval of a resolution authorizing an
interlocal agreement with the City of Murphy, Collin County, for cooperative purchasing for
various goods and services commonly utilized by both entities.

Chairman Oliver reported the Planning & Zoning Commission voted 6-0 for approval of
Zoning Application Z09-01 filed by Thompson, Chatfield and Johnson with the stipulation
that the plat and layout of the property as presented with the case be incorporated into
deed restrictions. The subject property is being rezoned from "R-20"Single Family District
Regulations to "R-7.5" Single Family District Regulations and the property is located at
4370, 5412, 5500 and 5516 Roberts Road.

Grapevine Addition. The 29.128 acre property is located north of Classic Hummer
dealership and south of Dallas/Fort Worth Airport along State Highway 121. The property
is being platted for development of a church.
Council Member Spencer, seconded by Mayor Pro Tern Wilbanks, offered a motion to
accept the Commission's recommendation and approve the Statement of Findings and the
preliminary plat of Lot 1, Block 1, First Baptist Church of Grapevine Addition. The motion
prevailed by the following vote:

2.0 acre site is being platted to build a residence at 3218 Rolling Hills Lane.
Council Member Coy, seconded by Council Member Spencer, offered a motion to accept
the Commission's recommendation and approve the Statement of Findings and the final
plat of Lots 1 and 2, Block 1, Hartnett Addition. The motion prevailed by the following vote:

final plat of Lot 2, Block 1, North Main Addition. The 0.598 acre site located at 414 North
Main is being platted for construction of an office building and the property is zoned "PO"
Professional District Regulations.
Council Member Lease, seconded by Mayor Pro Tern Wilbanks,offered a motion to accept
the Commission's recommendation and approve the Statement of Findings and the final
plat of Lot 2, Block 1, North Main Addition. The motion prevailed by the following vote:
