All Conditional Use and Special Use Applications are assumed to be complete when filed and will be
placed on the agenda for public hearing at the discretion of the staff. Based on the size of the
agenda, your application may be scheduled to a later date.

hearings may be continued to the next public hearing. Public hearings will not be tabled.
Any changes to a site plan (no matter how minor or major) approved with a conditional use or a
special use permit can only be approved by city council through the public hearing process.
Any application for a change in zoning or for an amendment to the zoning ordinance shall have,
from the date of submittal, a period of four months to request and be scheduled on an agenda
before the Planning and Zoning Commission and City Council. If after said period of four months an
application has not been scheduled before the Commission and Council said application shall be
considered withdrawn, with forfeiture of all filing fees. The application, along with the required
filing fee may be resubmitted any time thereafter for reconsideration. Delays in scheduling
applications before the Planning and Zoning Commission and City Council created by city staff
shall not be considered a part of the four month period.

1. Please add the signature block to the elevation sheets; case
number CU12-20 and the address of 1034 Texan Trail to the
signature block of all sheets.
2. Please label sheet one (1) as the Master Site Plan and label sheet
two (2) as the Dimensional Control Site Plan and number the sheets
within the signature block consecutively.
3. Please add the building height to the updated lot summary.
4. Please match the building footprint and the parking configuration on
sheets one (1) and two (2).
5. Please remove the covered parking from within the building setback
area. Please provide a heavier weight line for the proposed
covered parking.
6. Please dimension the distance of the proposed building and
covered parking to the north, south, east and west property lines.
Please remove the contour lines from sheet two.
7. Please show the location of the two overhead doors on the sheet
two building footprint.
8. Please provide the dumpster screening device and gate elevation.
Please include the location of the dumpster screening device on the
south building elevation. Two heights, 25 -feet and 29 -feet are listed
for the highest point of the proposed structure on the elevation
sheet and the site data chart lists the building height as 20 -feet.
9. Please ghost in the location and the screening of the rooftop
mechanical equipment. All such equipment shall be screened from
public view.
10. Exterior walls, excluding doors and windows, within the "BP"
Business Park District are required to be 100% masonry (Section 54
of the City of Grapevine Zoning Ordinance). The masonry
calculations chart needs to reflect the masonry requirement.
11. Planter islands are required at the terminus of all rows of parking
and shall contain at least one tree. Please revise the parking layout
accordingly. Please provide an elevation of the proposed screening
fence.
12. Please provide details in laymen's terms (type, size, brand, sound
level) for the proposed outdoor speaker on sheet two and provide
the location of the speaker on the east elevation sheet.
13. Please note the following Fire Department comment. Please
direct all questions regarding the following comment to Randle
Frisinger at 817.410.8100:
Provide a fire hydrant with 100 -feet of a fire department
connection.
14 Please prominently display the following note and remove note #22:
Conditional use request CU12-20 is a request to amend the
previously approved site plan of CU11-21 (Ord. 2011-50) for
a planned business park, specifically to allow the
development of a 17,155 square foot medical office with
outdoor speakers.
15 For verification purposes and prior to making the final copies, please
email a PDF of the revisions by Tuesday. Mav 29 to
After staff has reviewed the revisions, the above comments must be
reflected in the final submittal, which is due by Thursday, May 31st
for the June 19th joint public hearing. Please submit the revised
documents to the Department of Development Services at 200 South Main
Street.
The revised submittal shall include:

punched, stapled and z -folded (fold the right edge to the left edge
and then fold the right edge in half to form a z -fold).

On Tuesday evening, June 19, 2012 at 7:30 P.M. in the City Council Chambers, 2nd Floor,
200 South Main Street, Grapevine, Texas, the City Council and Planning and Zoning
Commission of the City of Grapevine will hold a public hearing to consider the following
items:
Z12-05, CU12-18, PD12-03 - Broadstone Grapevine Apartments - submitted by Alliance
Realty Partners for property located at 300 West Glade Road and proposed to be platted
as Lot 1, Block 1, Broadstone Grapevine Addition. The applicant is requesting to rezone
16.263 acres from "PCD" Planned Commerce Development to "R -MF" Multifamily District
for the development of a 3 -story apartment complex. The applicant is also requesting a
conditional use permit for height and a planned development overlay to include but not be
limited to deviation from building length and building separation. The property is zoned
"PCD" Planned Commerce Development District and is owned by The Sallee Descendants

CU12-23 - Side Street Winery & Bodega — submitted by Side Street Winery & Bodega for

REQUESTED CONDITIONAL USE AND COMMENTS:
The applicant is requesting a conditional use permit to amend the previously approved site
plan of CU11-21 (Ord. 2011-50) for a planned business park specifically to allow for the
development of a 17,155 square foot medical office with outdoor speakers.
The applicant proposes the development of a 17,155 square foot medical office building on
a platted lot within the remaining undeveloped portion of the Grapevine Station Addition.
The percentage of required open space for this lot is 20%; 33% is provided. Required
parking for the proposed use is 63 -spaces; 68 -spaces are provided. One outdoor speaker
is proposed at the main entrance (along the east elevation) beneath a parking canopy.
The ambient music will be restricted to normal business hours and will not be played loud
enough to be heard at the property line.

Originally developed as a planned business park approximately 23.21 acres in size, the
current size of the business park is approximately 17.35 acres due to a 5.86 acre reduction
to accommodate a zone change request for the Grapevine Station multifamily development
approved at the September 20, 2011 meeting.
PRESENT ZONING AND USE:
The subject property is currently developed as a business park and is zoned "BP" Business
Park District.
HISTORY OF TRACT AND SURROUNDING AREA:
The subject property was zoned "C-2" Community Business District along the East
Northwest Highway frontage and "R-3" Multiple Family District prior to the 1984 City
Rezoning. The property to the north was zoned "C-2" Community Business District and 1-
1" Light Industrial District prior to the 1984 City Rezoning. The property to the east was
zoned 1-1" Light Industrial District and the property to the south and west was zoned "R-1"
prior to the 1984 City Rezoning. A request to rezone this property to "BP", Business Park
District for the future development of a business park was denied by Council on August 15,
2000 (Z00-10). The site was later rezoned to "BP" Business Park District in December,
2003 (Z03-09). At the February 17, 2004 meeting Council approved a conditional use
permit CU04-02 (Ord. 2004-15) to establish a 23 -acre Planned Business Park on the
subject property. At Council's June 21, 2005 meeting, two separate office project were
approved on the subject property conditional use request CU05-26 (Ord.05-46) relative to
development within the planned business park. A planned commercial center conditional
use request CU06-25 (Ord. 06-51) was established by Council at the July 18, 2006
meeting on the "CC" Community Commercial zoned property along Texan Trail along with
a bank with drive-through service (Northstar Bank). Conditional use request CU08-21 was
considered at the October 21, 2008 meeting which allowed for the extraction of 6.4 acres
from the planned business park to accommodate an apartment project (Z08-06 and PD08-
02) that was denied by Council without prejudice. Conditional use request CU11-21 (Ord.
2011-50) was approved at the September 20, 2011 meeting which allowed for a 5.86 acre
reduction to the size of the business park to accommodate a zone change request for the
Grapevine Station multifamily development.
SURROUNDING ZONING AND EXISTING LAND USE:

This letter is to verify that your request for a conditional use permit located at 1034 Texan
Trail and platted as Lot 1 RA1, Block 2A, Grapevine Station Addition to amend the
previously approved site plan of CU11-21 (Ord. 11-50) for a planned business park
specifically to allow for the development of a 17,155 square foot medical office with outdoor
speakers was approved by City Council on June 19, 2012 with the condition to eliminate
outdoor speaker(s). A copy of the approved site plan and Ordinance 2012-27 is enclosed.
On June 19, 2012, the Planning and Zoning Commission recommended the City Council
approve the request.
Any changes to a site plan approved with a conditional use or a special use (no
matter how minor or major) can only be approved by city council through the public
hearing process.
No Conditional Use Permit shall be valid for a period longer than one (1) year from the date
on which the City Council grants the Conditional Use, unless within such one (1) year
period: (1) a Building Permit is obtained and the erection or alteration of a structure is
started, or (2) an Occupancy Permit is obtained and a use commenced.
The City Council may grant one additional extension not exceeding one (1) year, upon
written application, without notice or hearing. No additional extension shall be granted
without complying with the notice and hearing requirements for an initial application for a
Conditional Use Permit.

2. TREES: Trees referred to in this Section shall be of a species common to
this area of Texas and shall.have an average spread of crown of greater than
fifteen (15) feet at maturity. Trees having a lesser average mature crown of
fifteen (15) feet may be substituted by grouping the same so as to create the
equivalent of a fifteen (15) feet crown of spread. Trees shall be of a
minimum of three (3) caliper inches when measured Six (6) inches above
ground, and shall be selected from the list of approved trees, maintained by
the Director of Development Services as approved by the Planning and
Zoning Commission.
3. SHRUBS & HEDGES: Shrubs shall be a minimum of two (2) feet in height
when measured immediately after planting. Hedges, where installed, shall
be planted and maintained so as to form a continuous, unbroken, solid,
visual screen which will be three (3) feet high within one (1) year after time of
planting.
4. VINES: Vines shall be a minimum of two(2) feet in height immediately after
planting and may be used in conjunction with fences, screens, or walls to
meet screening requirements as specified,
