ACKNOWLEDGEMENT
All Conditional Use and Special Use Applications are assumed to be complete when filed and
will be placed on the agenda for public hearing at the discretion of the staff. Based on the size
of the agenda, your application may be scheduled to a later date.
All public hearings will be opened and testimony given by applicants and interested citizenry.
Public hearings may be continued to the next public hearing. Public hearings will not be
tabled.
Any changes to a site plan (no matter how minor or major) approved with a conditional use or
a special use permit can only be approved by city council through the public hearing process.
Any application for a change in zoning or for an amendment to the zoning ordinance shall
have, from the date of submittal, a period of four months to request and be scheduled on an
agenda before the Planning and Zoning Commission and City Council. If after said period of
four months an application has not been scheduled before the Commission and Council said
application shall be considered withdrawn, with forfeiture of all filing fees. The application,
along with the required riling fee may be resubmitted any time thereafter for reconsideration.
Delays in scheduling applications before the Planning and Zoning Commission and City
Council created by city staff shall not be considered a part of the four month period.

1. Please add case number CU06-34 to all each sheets.
2. Please add a vicinity map.
3. Please revise the site plan to reflect the entire Lot 3, Block 1,
Farhat Brothers West Addition as recorded and use the correct
dimensions accordingly.
4. Please provide the maximum sign cabinet dimensions and revise the sign
notes portion on sheet A-2 to reflect the area within the sign cabinet.
5. Please add the following note:
Conditional use request, CU06-34 is a request to allow a 29 -foot tall
pole sign in conjunction with an existing retail center.
The above comments must be reflected in the revised submittal,
which is due by Friday, August 25 at 12:00 p.m. for the September 19
joint public hearing. Please submit the revised documents to the
Department of Development Services at 200 South Main Street.
The revised submittal shall include:
one (1) mylar of each sheet (minimum size 22" x 34")
one (1) colored version of the sign elevation and landscape plan on 11" x
17" or a digital version of the same
two (2) folded blackline copies of each sheet, (minimum size 22" x 34")
forty (40) reduced sorted (collated sets) copies at 11" x 17" three hole
punched, stapled and z -folded (fold the right edge to the left edge
and then fold the right edge in half to form a z -fold).
If these revisions are made and submitted at the correct time, you will be
scheduled for the next available agenda.

AMENDMENTS TO COMPREHENSIVE ZONING ORDINANCE 82-73
The City Council and the Commission will consider amendments and changes to the
Comprehensive Zoning Ordinance, No. 82-73, same being Appendix D of the Code of
Ordinances as follows: Section 12, Definitions relative to the definition of grade; grade
plane, height of building, height, story, story above grade, width of lot, and flag lot. Section
49, Special Uses relative to flag lots, and any other additions, deletions, or changes to
various sections, articles and provisions contained in said Ordinance No. 82-73.
After all parties have been given an opportunity to speak, the public hearing will be closed
and the Commission and the City Council will deliberate the pending matters. Please

We are the property owners immediately adjacent to this site. We own Mustang Ridge Apartment Moms, a Class A
348 -unit apartment community. We object to the proposed 2,5 -story sign because, being immediately adjacent to our
property, this sign would detract from potential residents from viewing our property while looking at such a sign. Such
a sign would be within fifty yards to the entrance of our community Second, our property hes not been allowed to
place such a tall sign on our property. We've even had problems putting up small bandit signs along Grapevine Milts
Parkway. It the City of Grapevine is not going to allow us to advertise adequately by granting us the ability to put a
comparable size sign, then we feel that this property owner should be treated the same. Additionally, the convenience
store to the south of this site does not have such a tail sign. Lestly, having this sign would obstruct the views of
certain residents at our property.

The subject property was rezoned in the 1984 City Rezoning from 1-1" Light Industrial to
"PID" Planned Industrial Development. The property was then rezoned in 1985 as apart of
the "Terra Tract" to "R -MF -1" Multifamily District, "R -MF -2" Multifamily District, "HCO"
Hotel/Corporate Office, "LI" Light Industrial, "CC" Community Commercial and "PID" Planned
Industrial Development. The property never developed
A conditional use permit CU98-01 (Ord. No. 98-37) was approved for the site to the
southeast in March 1998, allowing for the possession, storage, retail sale and off -premise
consumption of alcoholic beverages (beer and wine only) in conjunction with a
convenience store, fast food restaurant, car wash, gasoline sales and a 35 foot pole sign.
An amendment to the conditional use permit was approved in September 1998, CU98-39
(Ord. No. 98-111) that revised both the floor plan and the elevations and added a
monument sign to the site. To the east a conditional use permit, CU99-36 (Ord. No. 99-
108), for a restaurant with drive-through service and a 26 -ft. pole sign was approved in July
1999.
On the site to the south, conditional use permit CU01-07 (Ord. No.01-14), approved a
restaurant with drive through service in February 2001. A subsequent revision (CU04-35).
was approved by the Site Plan Review Committee at their October 27, 2004 meeting
relative to an outdoor patio seating area along with some minor fagade changes for a
coffee shop.

This letter is to verify that your request for a conditional use permit to allow a 29 -foot pole sign in
conjunction with an existing retail center on property located at 3549 Grapevine Mills Parkway and
platted as Lot 3, Block 1, Farhat Brothers West Addition was approved by the City Council on
October 17, 2006. A copy of Ordinance 2006-70 and a copy of the approved site plan are
enclosed.
On October 17, 2006, the Planning and Zoning Commission recommended the City Council
approve the request.
Any changes to a site plan approved with a conditional use ora special use (no matter how
minor or major) can only be approved by city council through the public hearing process.
No Conditional Use Permit shall be valid for a period longer than one (1) year from the date on
which the City Council grants the Conditional Use, unless within such one (1) year period: (1) a
Building Permit is obtained and the erection or alteration of a structure is started, or (2) an
Occupancy Permit is obtained and a use commenced.
