SUBJECT: RESOLUTION — CART RECYCLING PILOT PROGRAM
RECOMMENDATION:
City Council consider adopting a resolution authorizing the implementation of a three -
month Cart Recycling Pilot Program converting from recycle bins to roll out carts in two
residential recycle routes, and take any necessary action.
FUNDING SOURCE:
Allied Waste Services, Inc. will incur all direct costs associated with delivery,
implementation and data collection during the Cart Recycling Pilot Program.
BACKGROUND:
The proposed pilot program is an opportunity to asses Grapevine citizens' reaction to roll
out carts. The program involves approximately 2,200 homes and will help determine if
the residents like the carts; if the carts increase the amount of material being recycled; if
the carts cut down on the amount of litter blown around on windy days; and if there are
unforeseen problems that will need to be addressed if a full rollout program is
considered.
Staff recommends approval.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, AUTHORIZING A ROLL -CART
RECYCLING PILOT PROGRAM WITHIN THE CITY OF
GRAPEVINE, TEXAS AND PROVIDING AN EFFECTIVE
DATE
WHEREAS, on June 1, 1995, by passage of Ordinance No. 95 -35 the City of
Grapevine, Texas granted a franchise for solid waste services within the City (the
"Franchise ") to the franchisee; and
WHEREAS, on July 20, 2010, by passage of Ordinance No. 2010 -30 the City of
Grapevine, Texas extended the term of the franchise five (5) years commencing on
August 1, 2010; and
WHEREAS, Section 1 of the Franchise provides that the services provided are
subject to the restrictions set forth within the franchise and to the lawful exercise of
police power by the City's Charter, ordinance, or resolution; and
WHEREAS, the franchisee has offered to implement a roll -cart recycling pilot
program, which would include two residential recycle routes; and
WHEREAS, this proposed program will provide each residential account, within
the two residential recycle routes, with a 65- gallon and 95- gallon container option for
co- mingled recycling to be picked up weekly, along with all their other services; and
WHEREAS, the residential waste diversion and survey data will be collected by
the franchisee; and
WHEREAS, the proposed roll -cart recycling pilot program will provide an
opportunity to determine the recycling service option that best meets the needs of
residents; and
WHEREAS, City Staff will analyze the impact of this roll -cart recycling pilot
program and provide a recommendation regarding implementing the program
throughout the City.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS
Section 1. That all matters in preamble of this resolution are hereby
incorporated into the body of the resolution, as if fully stated herein and for all purposes.
Section 2. That the City Council hereby authorizes implementation of the
franchisee's proposed roll -cart recycling pilot program.
Section 3. That this Resolution shall take effect from and after the day of its
passage.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS on this the 15th day of November, 2011.
