All Conditional Use and Special Use Applications are assumed to be complete when filed and
will be placed on the agenda for public hearing at the discretion of the staff. Based on the size
of the agenda, your application may be scheduled to a later date.
All public hearings will be opened and testimony given by applicants and interested citizenry.
Public hearings may be continued to the next public hearing. Public hearings will not be
tabled.
Any changes to a site plan (no matter how minor or major) approved with a conditional use or
a special use permit can only be approved by city council through the public hearing process.
Any application for a change in zoning or for an amendment to the zoning ordinance shall
have, from the date of submittal, a period of four months to request and be scheduled on an
agenda before the Planning and Zoning Commission and City Council. If after said period of
four months an application has not been scheduled before the Commission and Council said
application shall be considered withdrawn, with forfeiture of all filing fees. The application,
along with the required filing fee may be resubmitted any time thereafter for reconsideration.
Delays in scheduling applications before the Planning and Zoning Commission and City
Council created by city staff shall not be considered a part of the four month period.

BEING a 16.835 acre tract of land in the J. Cates Survey, Abstract No. 315, the C. Clanton Survey,
Abstract No. 354 and the J. B. Fay Survey, Abstract No. 530 in the City of Grapevine, Tarrant
County, Texas and being a portion of those certain tracts of land as described (as First Tract) in deed
to A. C. Stone as recorded in Volume 2009, Page 23 of the Deed Records of Tarrant County, Texas
and that certain tract as described (as Second Tract) as recorded in Volume 2029, Page 374
D.R.T.C.T.;
BEGINNING at a 1/2" iron rod set with a ATQ Burks #5509" cap at the northeast corner of the street
right-of-way dedication of Stone Myers Parkway (75.00' right-of-way) as described in deed to the
City of Grapevine as recorded in Instrument #D205288779 D.R.T.C.T. and being at the most
northerly northwest corner of said Stone tract and also being in the southwesterly line of that certain

The public hearing is to consider an application submitted by International Airport Centers
LLC for property located at 2429 Stone Myers Parkway and proposed to be platted as Lot
1, Block 1, Stone Myers Addition. The applicant is requesting a conditional use permit to
allow the development of a 31,500 square foot office/warehouse with freight forwarding.
The property is owned by Estates of AC Stone, Audrey Stone and Bobby Don Myers and is
zoned "LI" Light Industrial. A copy of the site plan is on file with the Department of
Development Services.

Airport staff has reviewed the proposed application submitted by International
Airport Centers LLC requesting a conditional use permit to allow the development of a
31,500 square foot office/warehouse with freight forwarding within property located at
2429 Stone Myers Parkway and finds that the proposed use is compatible with airport
and aviation activities.
Given the location of the project, we would highly recommend that the Federal
Aviation Administration (FAA) be given an opportunity to review the proposed zoning
changes. Also, if this zoning change is granted, the applicant should be advised of
their obligation under Federal Aviation Regulation to notify the FAA of their intent and
to seek a FAA airspace review.

PROPERTY LOCATION AND SIZE:
The subject property is located at 2429 Stone Myers
Parkway is proposed to be platted as Lot 1, Block 1,
Stone Myers Addition. The property contains 16.83
acres and will have approximately 747 feet of
frontage along the proposed extension of Stone
Myers Parkway and approximately 759 feet of
frontage along proposed Runway Court.
REQUESTED CONDITIONAL USE AND COMMENTS:
The applicant is requesting a conditional use permit to allow the development of a 121.000
square foot warehouse with freight forwarding uses and outside storage
The applicant proposes to develop a 121,000 square foot warehouse structure that will be
utilized for freight forwarding. A proposed 31,500 square foot future expansion to the
warehouse area is also shown on the site plan. Two office areas totaling 18,000 square
feet are also proposed. Since the applicant will be storing on-site trailers as part of their
operation, a conditional use permit for outside storage is required. The outside area will
be screened with a solid masonry, screening wall. A separate 5,625 square foot
maintenance facility will be located near the northeast corner of the site which will be used
solely for maintenance of vehicles and equipment for the on-site business operation.
If the proposed warehouse is considered for approval this would be the first reading of an

ordinance since the applicant must appear before the Building Board of Appeals at their
November 13, 2006 meeting to consider the applicant's request to allow an eight -foot vinyl
coated chain link fence in the established front yard area for site security. If approved by
the Board, the request will return for a second reading at Council's November 21, 2006
meeting.
PRESENT ZONING AND USE:
The property is currently zoned "LI" Light Industrial District and is vacant.
HISTORY OF TRACT AND SURROUNDING AREA:
The Stone property was not zoned when it was a part of unincorporated Tarrant County.
When the property was annexed into the City on July 20, 1993, it was automatically zoned
"R-20" Single Family. The Stone property since its annexation has remained zoned "R-20"
Single Family and has remained undeveloped.
Located to the south, the original Pavestone property and other surrounding areas were
rezoned in the 1984 City Rezoning from "R-1" Single Family District to "PID" Planned
Industrial Development. Z95-15 (Ord. 95-94) rezoned 7.975 acres from "R-20" Single
Family District to "PID" Planned Industrial Development District. CU95-30 (Ord. 95-95) was
approved to allow.outside storage in conjunction with a manufacturing establishment. The
only development to occur in the area is the existing Pavestone development. Council
approved a revision to the Pavestone site plan at their November 18, 1997 joint public
hearing (CU97-57; Ord. 97-124) specifically allowing a reduction in overall square footage
of the future production facilities from 72,000 square feet to 55,403 square feet and
allowed the addition of a new mixer housed within a forty-two (42) foot high penthouse.
The property to the west, formerly a portion of the A.C. Stone tract was rezoned to the "LI",
Light Industrial District in November, 1996 (Case No. Z96-22, Ord. No. 96-91). The site
was subsequently developed as the Westport Business Park. The property to the east was
rezoned from "R-1" Single Family District to "PID" Planned Industrial Development District
during the 1984 City Rezoning. Zone Change Z98-19, approved in August, 1998, rezoned
the a portion of the A.C. Stone Tract from the "R-20", Single Family District to the "LI", Light
Industrial District for the development of Frank Parra Dodge. The property to the north was
rezoned from 1-1" Light Industrial District to "PID" Planned Industrial Development District
during the 1984 City Rezoning. Zone Change Z86-15 rezoned the property from "PID"
Planned Industrial Development District to "CC" Community Commercial District. At the
January 18, 2000 meeting the subject tract and surround area comprising some 90 acres
from "R-20" Single Family District and "LI" Light Industrial District to "CC" Community
Commercial District, "BP" Business Park District, and "CC" Community Commercial District
for future development.

SURROUNDING ZONING AND EXISTING LAND USE:
NORTH: "CC" Community Commercial District—vacant property and
Dallas/Fort Worth International Airport
SOUTH: "LI" Light Industrial District—vacant
EAST: Dallas/Fort Worth International Airport
WEST: "CC" Community Commercial District—Classic Hummer dealership
AIRPORT IMPACT:
The subject tract is located within "Zone B" Middle Zone of Effect as defined on the
"Aircraft Sound Exposure: Dallas/Fort Worth Regional Airport Environs" Map. In "Zone B"
the following uses may be considered only if sound treatment is included in building design:
multifamily apartments, motels, office buildings, movie theaters, restaurants, and personal
and business services. Single family residential and sound sensitive uses such as schools
and churches should avoid this zone. The applicant's proposal is an appropriate use in this
noise zone.
MASTER PLAN APPLICATION:
The Master Plan designates the subject property as an Industrial/Commercial land use.
The applicant's request is in compliance with the Master Plan.
THOROUGHFARE PLAN APPLICATION:
The Thoroughfare Plan designates Stone Myers Parkway as a Type E Collector with a
minimum 75 -foot right-of-way developed as four lanes.

Staff recommends the City Council approve Conditional Use Request CU06-45 on the
second reading of this ordinance and take any other action necessary.
At their October 17, 2006 meeting, the Planning and Zoning Commission and the City
Council considered and approved, on the first reading of an ordinance, a conditional use
request submitted by Mr. Daniel Johnson for property addressed as 2429 Stone Myers
Parkway. Council approved a conditional use permit to allow freight forwarding uses
and outside storage of trailers in conjunction with a 121,000 square foot warehouse
complex. Due to the applicant's desire to provide security around the entire complex, a
request was made before the Building Board of Appeals at their November 13, 2006
meeting to allow an eight foot vinyl coated chain link fence in the established front yard
of the warehouse complex. The request was approved by the Building Board of
Appeals.

Dear Mr. Johnson,
This letter is to verify that your request for a conditional use permit to be located at 2429 Stone
Myers Parkway and platted as Lot 1, Block 1, Stone Myers Addition, to allow the development
of a 121,000 square foot warehouse with freight forwarding uses and outside storage, as
shown on the approved site plan was approved by City Council on November 21, 2006. A
copy of Ordinance 2006-81 is enclosed.
On October 17, 2006, the Planning and Zoning Commission recommended the City Council
approve the request.
Any changes to a site plan approved with a conditional use or a special use (no matter
how minor or major) can only be approved by city council through the public hearing
process.
No Conditional Use Permit shall be valid for a period longer than one (1) year from the date on
which the City Council grants the Conditional Use, unless within such one (1) year period: (1) a
Building Permit is obtained and the erection or alteration of a structure is started, or (2) an
Occupancy Permit is obtained and a use commenced.
The City Council may grant one additional extension not exceeding one (1) year, upon written
application, without notice or hearing. No additional extension shall be granted without
complying with the notice and hearing requirements for an initial application for a Conditional
Use Permit.

In accordance with the Application Requirements for Conditional Use and Site Plan
review, the following will summarize the proposed conditional use requests for the
above referenced property.
With reference to Section 31 — Light Industrial District the proposed use for
warehousing and storage are allowed in the Light Industrial District. Due to the
operational characteristics of the proposed facility and site, the following Conditional
Use items are requested:
1. Section 31 — Paragraph C — Item 1: Request to allow Freight Forwarding
Warehouse use.
• This proposed conditional use would not be harmful to the use of the
property and would allow for the intended operation of the facility.
• This proposed conditional use would be compatible, complementary and
supplemental to other similar property uses and businesses located in the
vicinity of the site.
• This proposed conditional use would enhance the value of the property by
allowing for practical flexibility in the time period allowed for storage or
warehousing of goods within the building.
2. Section 31 — Paragraph C — Item 4: Request to allow outside storage for
truck trailers with screening to be provided in accordance with Section 50.
• This proposed conditional use would not be harmful to the use of the
property and would allow for the intended operation of the facility.
• This proposed conditional use is similar to other property uses in the
vicinity of the site.
• This proposed conditional use would enhance the value of the property by
allowing for the practical use of the site for on site trailer storage which is
required for the operational characteristics of the proposed facility.
• The proposed trailer storage area has been located adjacent to DFW
Airport property which, in addition to the screen wall, serves as a practical
buffer area to the trailer storage area.
3. Section 31 — Paragraph C — Item 13: Request to allow accessory building for
maintenance of vehicles associated with the operation of the proposed
facility.
• This proposed conditional use would not be harmful to the use of the
property and would allow for the intended operation of the facility.
• This proposed conditional use would enhance the value of the property by
allowing for practical flexibility in the functional use of the site and would
support the operational characteristics required for the facility.
• The proposed accessory building has been located adjacent to DFW
Airport property which serves as a practical buffer area. The proposed
accessory building is also located near the rear corner of the subject
property, behind the primary building on the site which provides for further
screening and separation from the public streets adjacent to the property.
