Comprehensive Zoning Ordinance, No. 82-73, same being Appendix D of the Code of
Ordinances as follows:
Section 60, Sign Regulations relative to the types permitted, gross surface area and
maximum height, for signage in the "R -MF -1" and "R -MF -2" Multifamily District, and any
other additions, deletions, or changes to various sections, articles and provisions contained
in said Ordinance No. 82-73.

The subject property is located 1400 State Highway
26, and is proposed to be platted as Lots 1-4, Block
1, Great Wolf Addition. The addition contains 51.36
acres and has approximately 1,633 feet of frontage
along State Highway 121, 528 feet of frontage along
East Northwest Highway, and 1,811 feet of frontage
along Coppell Road.
REQUESTED ZONE CHANGE, CONDITIONAL USE, SPECIAL USE AND COMMENTS:
The applicant is requesting a zone change to rezone 51.36 acres from "LI" Light Industrial
District to "CC" Community _Commercial District for a hotel and water park. The applicant
is also requesting a conditional use permit to establish a planned commercial center, and
to allow the possession, storage, retail sale and on -premise consumption of alcoholic
beverages (beer, wine, and mixed beverages) in conjunction with a restaurant, and to
exceed the maximum height requirement of 50 -feet. In addition, the applicant is requesting
a special use permit to allow for video games in excess of eight machines.
The applicant proposes to develop a multiphase hotel and water park project that will
initially be comprised of 400 rooms. A 400 -seat restaurant, 7,128 square foot arcade, and

10,196 square feet of meeting space is also part of the initial phase of development.
Room sizes range from 443 to 880 square feet. Two 20 -foot pole signs are also proposed.
The overall height of the hotel is approximately 104 feet. A planned second phase will
consist of an additional wing of 200 hotel rooms.
PRESENT ZONING AND USE:
The property is currently zoned "LI" Light Industrial District and is developed as a
manufacturing facility.
HISTORY OF TRACT AND SURROUNDING AREA:
The subject property was rezoned from 1-1" Light Industrial to "LI" Light Industrial District in
the 1984 City-wide rezoning. It was developed as Harris Graphics prior to the rezoning.
Trencor took over this property in 1984. A variance request BZA94-08 approved the
expansion of the existing building and allowed a variance to the City's masonry
requirements. Conditional Use Request CU95-11 (Ordinance No. 95-34) allowed the
development of a 120 foot by 200 foot concrete storage pad to the east of the existing
building. Conditional Use Request CU97-66 was approved by Council at their January 20,
1998 meeting and allowed for a monument sign with changeable copy as well as a
concrete storage area and testing pit. The property to the north was rezoned from "C-2"
Community Business and "R-1" Single Family to "PCD" Planned Commerce Development
District and "GU" Governmental Use District, respectively, in the 1984 City-wide rezoning.
The property to the west was rezoned from "C-2" Community Business District to "HC"
Highway Commercial District in the 1984 Citywide rezoning. At the January 18, 2005
meeting the property to the south was rezoned from "PID" Planned Industrial Development
District to "CC" Community Commercial District for future development. The property to
the west was rezoned from "SP" Site Plan District and "HC" Highway Commercial District
to "CC" Community Commercial District at the May 17, 2005 meeting.

manufacturing, transportation, communication and utilities; and cemeteries. The
applicant's proposal is an appropriate uses in this noise zone.

Dear Mr. Glass,
This letter is to verify that your request to rezone 51.36 acres from "Ll" Light Industrial District to "CC"
Community Commercial District for a hotel and water park, a conditional use permit to establish a
planned commercial center, and to allow the possession, storage, retail sale and on -premise
consumption of alcoholic beverages (beer, wine, and mixed beverages) in conjunction with a restaurant,
and to exceed the maximum height requirement of 50 -feet, and a special use permit to allow for video
games in excess of eight machines located at 1400 State Highway 26 and platted as Lots 1-4, Block 1,
Great Wolf Addition was approved by the City Council on February 21, 2006. Copies of Ordinances
2006-08, 2006-09, 2006-10 and a copy of the approved site plan are enclosed.
On February 21, 2006, the Planning and Zoning Commission recommended the City Council approve
the request.
Any changes to a site plan approved with a conditional use or a special use (no matter how
minor or major) can only be approved by city council through the public hearing process.
No Conditional Use Permit shall be valid for a period longer than one (1) year from the date on which
the City Council grants the Conditional Use, unless within such one (1) year period: (1) a Building Permit
is obtained and the erection or alteration of a structure is started, or (2) an Occupancy Permit is
obtained and a use commenced.
