REQUESTED CONDITIONAL USE AND COMMENTS:
The applicant is requesting a conditional use permit to amend the previously approved site
plan of CU05-65 (Ord. 06-05) for a planned commercial center specifically to allow for the
development of an approximate 45,000 square foot fitness/workout center.
The applicant proposes to develop a 45,000 square foot fitness/workout center (L.A.
Fitness) at the Lone Star Crossing planned commercial center. Based on action taken by
the Council and Commission on previous projects on the subject property, the applicant
has prepared elevations for the fitness center paying particular attention to the eastern
elevation that can be viewed by traffic moving westbound on State Highway 121 such that
it blends well with the other projects approved at this center.

PRESENT ZONING AND USE:
The property is currently zoned "CC" Community Commercial District and is under
development.
HISTORY OF TRACT AND SURROUNDING AREA:
The subject and surrounding properties were rezoned in the 1984 City Rezoning from 1-1
Light Industrial District to "HCO" Hotel Corporate Office District and "PID" Planned
Industrial Development District. The subject property was rezoned (Z96-08) in June 1996
to "CC" Community Commercial District for a retail shopping development that never
occurred. The property to the west currently occupied by the Grapevine Mills Mall and its
associated outparcel development was rezoned in 1995 to "CC" Community Commercial
District to facilitate the development of the mall. Numerous conditional use requests have
been approved at this location since the development of the mall. The property to the
immediate north has recently begun development with the opening of an Ashley's Furniture
store. At the October 19, 2004 meeting, Council approved a conditional use permit (CU04-
32) for the establishment of a 15 -acre planned commercial center as well as the signage
necessary to serve the site. Two retail structures were a part of the request as the first
structures to be built on the site. Council partially approved at the February 15, 2005
meeting a conditional use permit and special use permit (CU05-05, SU05-01) on the
subject property for a restaurant and dance club (Midnight Rodeo/Hondo's Grill). The
applicant was required to modify the southern and eastern elevations for approval by the
Site Plan Review Committee. The Committee approved the revised elevations at their
February 23, 2005 meeting. At the January 17, 2006 meeting a conditional use permit was
approved (CU05-65) on the Lone Star Crossing planned commercial center site allowing
for a 10,101 square foot Cracker Barrel restaurant at the southeast corner of the site near
the intersection of State Highway 121 and Grapevine Mills Parkway.

AIRPORT IMPACT:
The subject tract is located within "Zone B" Middle Zone of Effect as defined on the
"Aircraft Sound Exposure: Dallas/Fort Worth Regional Airport Environs" map. In Zone B,

the following uses may be considered only if sound treatment is included in building design:
multi family apartments, motels, office buildings, movie theaters, restaurants, personal and
business services. Single family residential and sound sensitive uses such as schools and
churches should avoid this zone. The applicant's proposal is an appropriate use in this
noise zone.
MASTER PLAN APPLICATION:
The Master Plan designates the subject property as Commercial land use. The applicant's
proposal is in compliance with the Master Plan.
THOROUGHFARE PLAN APPLICATION:
The Thoroughfare Plan designates Grapevine Mills Parkway as a Type E, Collector with a
minimum 75 -foot right-of-way developed as four lanes.

This letter is to verify that your request for a conditional use permit to amend the previously
approved site plan of CU05-65 (Ord. 06-05) for a planned commercial center specifically to allow for
the development of an approximate 45,000 square foot fitness/workout center on property located
at 3200 Grapevine Mills Parkway and platted as Lot 2R, Block A, Grapevine Vineyard Addition was
approved by the City Council on May 16, 2006. A copy of Ordinances 2006-35 and a copy of the
approved site plan are enclosed.
On May 16, 2006, the Planning and Zoning Commission recommended the City Council approve
the request.
Any changes to a site plan approved with a conditional use or a special use (no matter how
minor or major) can only be approved by city council through the public hearing process.
No Conditional Use Permit shall be valid for a period longer than one (1) year from the date on
which the City Council grants the Conditional Use, unless within such one (1) year period: (1) a
Building Permit is obtained and the erection or alteration of a structure is started, or (2) an
Occupancy Permit is obtained and a use commenced.

Dear Mr. Stombaugh:
I am pleased to submit herewith our intended development of the LA Fitness Health Club. The
proposed site is to be located at 3200 Grapevine Mills Parkway and platted as Lot 2R, Block A,
Grapevine Vineyard Addition.
The access to the site location will be from two service entrances from Stars & Stripes Way East,
one service entrance from F.M. 2499 and one entrance from State Highway No. 121.
Water, Gas, Electric and Telephone service will connect to the existing lines along Stars &
Stripes Way East. Sanitary Sewer service will be provided by connecting to the existing
easement identified and existing on State Highway 121. Storm water drainage will be by means
of drainage easements existing and to be constructed connecting with the existing facilities.
The intended use of the proposed site is for a fitness center. LA Fitness is a well established
fitness center that operates around the country. It caters to everyone from singles to young
families to today's seniors. Recognizing this fact, LA Fitness has created sports clubs which
feature elliptical cross -trainers, multi-level aerobic programs, indoor cycling classes, kick boxing,
racquetball courts, full court basketball, swimming pools, saunas, spas, babysitting and more!
We believe that the addition of the LA Fitness to the Lone Star Crossing Retail complex will
benefit and enhance the area and community.
