ACKNOWLEDGEMENT
All Conditional Use and Special Use Applications are assumed to be complete
when filed and will be placed on the agenda for public hearing at the discretion of
the staff. Based on the size of the agenda, your application may be scheduled to a
later date.
All public hearings will be opened and testimony given by applicants and
interested citizenry. Public hearings may be continued to the next public hearing.
Public hearings will not be tabled.
Any changes to a site plan (no matter how minor or major) approved with a
conditional use or a special use permit can only be approved by city council
through the public hearing process.
Any application for a change in zoning or for an amendment to the zoning
ordinance shall have, from the date of submittal, a period of four months to
request and be scheduled on an agenda before the Planning and Zoning
Commission and City Council. If after said period of four months an application
has not been scheduled before the Commission and Council said application shall
be considered withdrawn, with forfeiture of all filing fees. The application, along
with the required filing fee may be resubmitted any time thereafter for
reconsideration. Delays in scheduling applications before the Planning and
Zoning Commission and City Council created by city staff shall not be considered
a part of the four month period.

Master Site Plan
• Please add case number CU15-33, case name, and the site address of
1700 State Highway 121.
• Please label the existing zoning of "CC" Community Commercial District
throughout the planned commercial center.
• Please include the proposed lot designation in the title block.
• Please add the following note for the request:
Conditional use request CU15-33 is a request to amend the
previously approved site plan of CU99-29 (Ord. 99-89) for a
planned commercial center, specifically to subdivide an existing
lot into two lots.
• Please label the refuse storage area.
• Please orient the plan with north at the top of the page.
• The Hampton Inn does not provide Fire Department access on the north
side of the building.
• Please dimension the distance of the canopy to the property lines adjacent
to the State Highway 121 Service Road and Bass Pro Drive. A 25 -foot
building setback is required from the property lines. Please dimension the
distance of the edge of the existing sign cabinet (or other existing on -
premise sign) to the nearest property line. The minimum required
distance is ten -feet.
• Please dimension the existing building to all existing and proposed
property lines. A 25 -foot rear yard setback adjacent to the north property
line is required as well as a 20 -foot internal side yard setback. Please
revise all plans accordingly.

• A front yard, rear yard and two side yard setbacks are required.
The concept plan needs to illustrate conformance to the area
regulations. Please designate the desired front yard adjacent to
Enchanted Way or Bass Pro Drive. The remaining front yard will
serve as a side yard on a street which requires a 15 -foot landscape
area (setback). Please label the required rear yard. Paving is not
permitted within the required front yard. Please revise accordingly.
• The conceptual lot layout must meet all Fire Department
regulations. Please contact the Deputy Fire Chief (Randle
Frisinger) at (817) 410-3482 for any questions regarding Fire
Department regulations.
Preliminary Engineering
• Please provide preliminary engineering plans to Paul Lee in Engineering.
Please contact Paul Lee at 817.410.3135 for any questions regarding the
plans.
Landscape Plan
• Please provide a landscape plan for the subject site (Lot 1A) which meets
the requirements of the Section 53 Landscaping Regulations.
The above comments must be reflected in the revised submittal, for
the next public hearing. Please submit the revised documents to the
Department of Development Services at 200 South Main Street.
The final revised submittal shall include:
One (1) Mylar (uncolored) of each sheet (minimum size 22" x 34")
Thirty (30) reduced sorted (collated sets) copies at 11" x 17" three hole
punched, stapled and z-folded(fold the right edge to the left edge
and then fold the right edge in half to form a z -fold).
If these revisions are made and submitted at the correct time, you will be
scheduled for the next available agenda.

On Tuesday evening, August 18, 2015 at 7:30 P.M. in the City Council Chambers, 2nd
Floor, 200 South Main Street, Grapevine, Texas, the City Council and Planning and Zoning
Commission of the City of Grapevine will hold a public hearing to consider the following
items:
CU15-29/SU15-03 — Round 1 — submitted by Round I for property located at 3000
Grapevine Mills Parkway and platted as Lot 1 R3, Block 1, Grapevine Mills. The applicant
is requesting a conditional use permit to amend the previously approved site plan for a
planned commercial center, specifically to allow the possession, storage, retail sales and
on -premise consumption of alcoholic beverages (mixed beverages, beer and wine) and a
special use permit to allow skill oriented games in excess of eight machines and eight
billiard tables in conjunction with a bowling alley entertainment complex. The property is
zoned "CC" Community Commercial District and is owned by Grapevine Mills Mall.
CU15-30 — A J's On Main — submitted by A J Gillinger for property located at 651 South
Main Street and platted as Lot 15R, Block 15, City of Grapevine. The applicant is
requesting a conditional use permit to amend the previously approved site plan with the
possession, storage, retail sales and on -premise consumption of alcoholic beverages
(mixed beverages, beer and wine), specifically to allow additional outside dining in
conjunction with a restaurant. The property is zoned "CBD" Central Business District and is
owned by A J Gillinger.
CU1 5-31 — Mesa Grill — submitted by Raul Reyes for property located at 1000 Texan Trail
#130 and platted - as Lot 1, Block 1, Grapevine Corner. The applicant is requesting a
conditional use permit to amend the previously approved site plan with the possession,
storage, retail sale and on -premise consumption of alcoholic beverages (beer, wine and
mixed beverages) in conjunction with a restaurant, specifically to revise the floor plan, allow
outside dining and outdoor speakers. The property is zoned "CC" Community Commercial
District and is owned by Grapevine Station LLC.
CUI 5-33 — Bethel Center— submitted by Florida Bethel for property located at 1700 State
Highway 121 and platted as Lot 1, Block 1, Bethel Center. The applicant is requesting a
conditional use permit to amend the previously approved site plan for a planned
commercial center, specifically to subdivide the lot into two lots. The property is zoned "CC"
Community Commercial District and is owned by Florida Bethel.
CU15-34 — Gaylord Paradise Springs Pool Complex — submitted by RHP Property GT

LP for property located at 1000 Gaylord Trail and platted as Lot 1, Block 1, Opryland
Fourth Addition. The applicant is requesting a conditional use permit to amend the
previously approved site plan for a planned commercial center in conjunction with a hotel
convention center and pool/waterpark complex, with the possession, storage, retail sale
and on -premise consumption of alcoholic beverages (beer, wine and mixed beverages),
specifically to allow the addition of an additional pool, water slides, play structure, pool
deck and cabanas. The property is zoned "PCD" Planned Commerce Development District
and is owned by RHP Property GT LP.
CU15-35 — White Line Storage — submitted by Deotte, Inc. for property located at 2850
State Highway 121 and platted as Lot 2, Block 1, Northpoint Addition. The applicant is
requesting a conditional use permit to allow for the development of a 116,450 square foot
public storage facility and a 32 foot pole sign. The property is zoned "CC" Community
Commercial District and is owned by Weldon Jaynes.
CU15-36 — History Maker Homes — submitted by Bennett Benner Partners for property
located at 1038 Texan Trail and proposed to be platted as Lot 2A2, Block 2A, Grapevine
Station. The applicant is requesting a conditional use permit to amend the previously
approved site plan for a planned business park, specifically to allow for the development of
a 28,050 square foot office/showroom. The property is zoned "BP" Business Park District
and is owned by Irving Homes.
CU15-37 — Ferrari's — submitted by Accent Graphics for property located at 1200 William
D Tate Avenue and platted as Lot 3R, Block 1, Towne Center Addition. The applicant is
requesting a conditional use permit to amend the previously approved site plan to allow a
20 foot pole sign. The property is zoned "CC" Community Commercial District and is
owned by Secchi Brothers.
After all parties have been given an opportunity to speak, the public hearing will be closed
and the Commission and the City Council will deliberate the pending matters. Please

REQUESTED CONDITIONAL USE PERMIT AND COMMENTS:
The applicant is requesting a conditional use permit to amend the previously approved site
plan of CU99-29 (Ord. 99-89) for a planned commercial center specifically to subdivide an
existing lot.
Originally approved in March 1998 as a convenience store with gasoline sales, off -premise
beer and wine sales, along with a 40 -foot pylon sign, the applicant proposes with this
request to subdivide the original lot into two lots—one 53,979 square foot lot (Lot 1A) which
will contain the convenience store, and a second lot, 35,200 square feet in size (Lot 1 B)
which will remain vacant, pending a future development request. Since this is a planned
commercial center, any proposed development on the newly created lot (1 B) will require a
conditional use permit subject to Council approval. All development criteria for Lot 1A has
been met.

PRESENT ZONING AND USE:
The property is currently zoned "CC" Community Commercial District with a planned
Commercial Center Designation and is undeveloped.
The subject property and all the surrounding properties were rezoned in the 1984 City
Rezoning from 1-1" Light Industrial to "PID" Planned Industrial Development. The subject
property, the property to the east, and the property to the north were all rezoned in 1996 to
"CC" Community Commercial. Conditional Use request CU97-24 was approved on the
subject property allowing the development of a Comfort Inn and the establishment of a
Planned Commercial Center for the Bethel Center Addition. CU99-03 was approved
allowing the development of two hotels on lots 2A and 2B which were never constructed.
Lot 1 of this addition has been developed as a convenience store with gasoline sales and
beer and wine sales. A conditional use request (CU99-29) was approved in June 1999 to
realigned lot lines and manipulate the sizes of several lots within the planned commercial
center. The property to the west was rezoned from "PID" Planned Industrial Development
to "CC' Community Commercial District in 1997 and is being developed as the Bass Prop
Shops.
SURROUNDING ZONING AND EXISTING LAND USE:
NORTH: "CC" Community Commercial District—undeveloped
SOUTH: "GU" Governmental Use District—D/FW International Airport
EAST: "CC" Community Commercial District—office development
WEST: "CC" Community Commercial District—International Parkway/State
Highway 121
The subject tract is located within "Zone C" Greatest Zone of Effect as defined on the
"Aircraft Sound Exposure: Dallas/Fort Worth Regional Airport Environs" map. In Zone C,
industrial and commercial uses that can tolerate a high level of sound exposure are
appropriate. The applicant's proposal is an appropriate uses in this zone.
MASTER PLAN APPLICATION:
The Master Plan designates the subject property as a Commercial land use. The
applicant's proposal is in compliance with the Master Plan.

To Whom It May Concern,
This letter is to verify that your request for a conditional use permit located at 1700 State Highway
121 and proposed to be platted as Lot 1A & 1 B, Block 1, Bethel Center to amend the previously
approved site plan for a planned commercial center specifically to subdivide an existing lot was
approved by the City Council on August 18, 2015. A copy of the approved site plan and ordinance
are enclosed.
On August 18, 2015, the Planning and Zoning Commission recommended the City Council approve
the request as stated above.
Any changes to a site plan approved with a conditional use or a special use (no matter how
minor or major) can only be approved by city council through the public hearing process.
No Conditional Use Permit shall be valid for a period longer than one (1) year from the date on
which the City Council grants the Conditional Use, unless within such one (1) year period: (1) a
Building Permit is obtained and the erection or alteration of a structure is started, or (2) an
Occupancy Permit is obtained and a use commenced.
The City Council may grant one additional extension not exceeding one (1) year, upon written
application, without notice or hearing. No additional extension shall be granted without complying
with the notice and hearing requirements for an initial application for a Conditional Use Permit.

Enclosed with this letter please find the following items being submitted for the purpose
of application for an amendment to the master development plan approved under case number
see you 99 — 53 as it pertains to lot one, blocks one, in the Bethel center addition.

3. Filing fee check for $600.00 (based on the 2.1866 acres in Lot 1);

5. Seven folded 24" x 36" copies of the proposed amended Master Development Plan.
The sole purpose of this request is to amend the Master Development Plan for CU 99-53
to show Lot 1 divided into two new lots, Lot IA and Lot 113. The conditional uses on the
property will simply be a continuation of the same uses now permitted under existing conditional
use approval CU 99-53, under the same requirements and conditions as originally approved.
This property is adjacent to State Highway 121, in an area which is primarily used for
retail, lodging, and other commercial uses, and is significantly distant from residential uses. The
continued conditional use will not cause any harm whatsoever to the value, use, or enjoyment of
the property in the neighborhood. In fact, by facilitating further high-quality development in the
Bethel Center Addition, the proposed amendment to the Master Development Plan for CU 99-53
will add significantly to the value, use, and enjoyment of other properties in the neighborhood.
