An application was filed in the office of Historic Preservation requesting Historic
Preservation Commission approval for Certificate of Appropriateness #CA13 -59 on the
property addressed as 612 East Wall Street.
The application was filed by the owner of 612 East Wall Street for the Commission to hold
a public hearing relative to a request for Certificate of Appropriateness #CA13 -59 for
construction of a new home.
A public hearing regarding this application will be held by the Historic Preservation
Commission on Wednesday, July 24, 2013 at 6:00 PM, in the Grapevine Convention &
Visitors Bureau 2nd Floor Board Room, 636 South Main Street, Grapevine, Texas 76051.
Appendix G, Section 7.(C) of the Grapevine City Code requires that the Commission shall
deny, approve, or approve with conditions any Certificate of Appropriateness application
within 30 days of receipt of a completed application, determining whether the proposed
work is consistent with the regulations contained in this ordinance, in all applicable
ordinances, and in the zoning ordinance designating the Historic Landmark Districts. Upon
posted notice, and notification by regular mail at least five (5) days in advance to the
immediately adjacent property owners as that ownership appears on the last approved tax
roll, the Commission shall conduct a public hearing on the application, at which time an
opportunity is provided for proponents and opponents of the application to present their
views.
If you cannot or do not wish to attend the public hearing, the attached form is
provided for your convenience.

RECOMMENDATION:
Staff recommends the Historic Preservation Commission approve with conditions Certificate of
Appropriateness #CA13 -59 for the property located at 612 East Wall Street, legally described as
Block 101, Lot 3, College Heights Addition, City of Grapevine, to the Grapevine Historic
Preservation Ordinance 91 -73 (Appendix G — Grapevine Code of Ordinances), as amended for the
following items:
Renovate existing house and construct new addition to include new master bedroom with
bath, one -car garage on the first floor and two bedrooms, bath and media room on the
second floor;
as per attached plans with the conditions that all exterior doors, windows, siding, trim and
roofing materials and light fixtures be approved on a separate Certificate of
Appropriateness and that a building permit be obtained from the building department.
BACKGROUND:
At the March 27th 2013 meeting, the Historic Preservation Commission approved #HL13 -04 for the
property at 612 East Wall Street in the College Heights Addition. The owner Nick Walker had
purchased the property with the intent to renovate the existing house and construct a new period
appropriate addition to serve as his residence.
Certificate of Appropriateness application #CA13 -59 was submitted on May 7, 2013 by applicant
Michael Wright of M. J. Wright Architects to renovate the existing house and construct a new
addition to the house to include a new master bedroom with bath, a one -car attached garage on the
first floor and two bedrooms, a bath and media room on the second floor. A back stair was planned
for convenience of the owner and to serve as a fire escape route from the second floor. The
original project submission in May was incomplete and therefore was not brought to the
Commission's the May meeting. Since the CA for the project was submitted prior to City Council
approval of the Amendments to the Historic Preservation ordinance on June 4th, this design is not
required to follow the new amendments. Staff met with the Architects and owner regarding the
massing and scale of the original submission. The owner has redesigned the house to be in
compliance with the massing and scale guidelines of the new ordinance.
Staff recommends approval with conditions of Certificate of Appropriateness #CA13 -59 for the
renovation and addition to the existing house, as per the attached plans with the conditions that all
exterior doors, windows, siding, trim, roofing, paint colors and light fixtures be approved on a
separate Certificate of Appropriateness and that a building permit be obtained from the building
department.

This letter confirms on July 24, 2013, the Historic Preservation Commission
approved with conditions #CA13 -59 for the property addressed 612 East Wall
Street, legally described as Block 101 , Lot 3, College Heights Addition, Grapevine,
Texas. The following was approved on this Certificate of Appropriateness:
to renovate the existing house and construct a new addition to include a
master bedroom with bath and a one car garage on the first floor; and
two bedrooms, bath and a media room on the second floor
per the attached plans with the condition all exterior doors, windows, exterior light
fixtures, roofing and siding materials are approved on a separate Certificate of
Appropriateness;
An approved Certifi a of Appropriateness is not an approved Building
Permit and a permit is / is not required. Contact the City of Grapevine's
