An application was filed in the office of Historic Preservation requesting Historic
Preservation Commission approval for Certificate of Appropriateness #CA13 -61 on the
property addressed as 421 Smith Street.
The application was filed by the owner of 421 Smith Street for the Commission to hold a
public hearing relative to a request for Certificate of Appropriateness #CA13 -61 for
construction of a new home.
A public hearing regarding this application will be held by the Historic Preservation
Commission on Wednesday, July 24, 2013 at 6:00 PM, in the Grapevine Convention &
Visitors Bureau 2nd Floor Board Room, 636 South Main Street, Grapevine, Texas 76051.
Appendix G, Section 7.(C) of the Grapevine City Code requires that the Commission shall
deny, approve, or approve with conditions any Certificate of Appropriateness application
within 30 days of receipt of a completed application, determining whether the proposed
work is consistent with the regulations contained in this ordinance, in all applicable
ordinances, and in the zoning ordinance designating the Historic Landmark Districts. Upon
posted notice, and notification by regular mail at least five (5) days in advance to the
immediately adjacent property owners as that ownership appears on the last approved tax
roll, the Commission shall conduct a public hearing on the application, at which time an
opportunity is provided for proponents and opponents of the application to present their
views.
If you cannot or do not wish to attend the public hearing, the attached form is
provided for your convenience.

RECOMMENDATION:
Staff recommends the Historic Preservation Commission approve with conditions Certificate of
Appropriateness #CA13 -61 for the property located at 421 East Wall Street, legally described as
Block 101, Lot 3, College Heights Addition, City of Grapevine, to the Grapevine Historic
Preservation Ordinance 91 -73 (Appendix G — Grapevine Code of Ordinances), as amended for the
following items:
Renovate the existing house and construct a new addition to include new master bedroom
with bath, new kitchen and bathroom on the first floor; construct a new detached two -car
garage on the site of the carport and construct a detached storage shed;
as per attached plans with the conditions that the two -car garage be approved by the Board
of Zoning Appeals under hardship as the existing carport of 663 sq. ft. is greater than the
500 sq. ft. required by the Amendments to the Historic Preservation Ordinance and that a
building permit be obtained from the building department.
BACKGROUND:
Certificate of Appropriateness application #CA13 -61 was submitted on July 17, 2013 by the
applicant Michael Wright of M. J. Wright Architects to renovate the existing B. R. Wall house and
construct a new addition; construct a new detached two -car garage on the site of the carport and to
construct a new detached storage shed. This CA was submitted following the approval by City
Council of the Amendments to the Historic Preservation ordinance on June 4th, The design is
required to follow the new amendments. The new addition has been designed following the
amendments to the Historic Preservation ordinance.
The existing 668 sq. ft. carport would be replaced with a new two -car garage in the same footprint.
It is necessary to obtain approval from the Board of Zoning Appeals under a hardship since the
square footage of the carport exceeds the 500 sq. ft. maximum size for detached garage structures
under the Amended Preservation ordinance.
Staff recommends approval with conditions of Certificate of Appropriateness #CA13 -61 to renovate
the existing house, construct the new addition, construct a new detached two -car garage on the site
of the carport and construct a detached storage shed as per attached plans with the conditions that
the two -car garage be approved by the Board of Zoning Appeals under hardship for the existing
size of 663 sq. ft. is greater than the 500 sq. ft. required by the Amendments to the Historic
Preservation Ordinance and that a building permit be obtained from the building department.

This letter confirms on July 24, 2013, the Historic Preservation Commission
approved with conditions #CA13 -61 for the property addressed 421 Smith Street,
legally described as Block 33, Lot 12 & W20'11, Grapevine, City of, Grapevine,
Texas. The following was approved on this Certificate of Appropriateness:
1) to renovate the existing house and construct a new addition to include a
master bedroom with bath, a new kitchen and a bathroom on the first floor;
2) to enclose the existing carport for a two -car garage; and construct a
detached storage shed;
per the attached plans with the condition a permit is obtained from the Building
Department.
An approved Certificate of Appropriateness is not an approved Building
Permit and a permit q0 / is not required. Contact the City of Grapevine's
Building Department at 817 -410 -3165 for fees and information regarding
permits.
