BACKGROUND INFORMATION: This request is for consideration of a parking plan for three structures located on two lots. These structures were previously residences, and have been converted to offices by Mr. Ward Hayworth, the property owner and tenant. These properties have also been designated as Historic Landmark Subdistricts by the Historic Preservation Commission and received "H" overlays by City Council and Planning and Zoning Commission. Section 56, Off Street Parking Requirements requires five, plus one parking spaces for every 300 square feet of gross floor area for the three structures, resulting in a requirement of 15 parking spaces. Due to the "H" zoning overlay, Section 39, Historic Landmark Subdistrict regulations allows the Planning and Zoning Commission to consider requests for reduced parking. Mr. Hayworth is proposing to provide five parking spaces, which is ten less than required by the zoning ordinance. The parking areas will be gravel, which is permitted for properties with a designation as a Historic Landmark Subdistrict. Our goal is to restore and utilize the small houses, which total less than 2000 square feet, as offices for our family business. The basic requirement is to simply have three or four parking spaces and maintain an appearance consistent with its historical aesthetic. We plan to use the existing concrete driveway at 305 E. Wall and add gravel parking for three vehicles area as shown in the drawing. At 311 E. Wall, we plan to utilize the existing gravel driveway and create a gravel parking pad for two or three vehicles. Gravel parking areas such as these would have been common in the era when the houses were built. Similar gravel parking pads are in place in many areas of the City, including the properties that have been restored by the City for use as museums. Additionally, we plan to add sidewalks to connect the buildings. The general placement of the sidewalks was also sketched onto the drawings.
