SUBJECT: CONSIDER APPROVAL OF A CHANGE ORDER FOR
LANDSCAPE MANAGEMENT SERVICES
RECOMMENDATION:
City Council to consider a change order to VMC Landscape Services for Landscape
Management Services to include lake parks.
FUNDING SOURCE:
Funds will come from account 119-44540-312-9 Lake Park Fund/Professional
Services/Lake Parks in the amount of$60,000.
BACKGROUND:
Due to various requirements over the past several years, the City had established two
contracts for landscape management services. One contract services all of the City
facilities, parks (other than lake parks) and roadways. As the City's landscape
requirements grew, another contract was awarded for lake parks.
The contract for City facilities, parks and roadways was last awarded by Council on
October 21, 2008 and currently has an additional one-year renewal after the current
contract year ends. The second contract for lake parks was awarded in 2004 and
expired on February 4, 2009. There are no renewals remaining on the lake parks
contract.
Staff believes that combining the two landscape management programs through a
change order to VMC would benefit the City administratively by allowing Staff to monitor
only one contractor and would provide improved competitive bidding opportunities when
the current contract expires by combining the landscape requirements.
Local Government Code Section 252.048 (d) allows a change order to the original
contract if the change is not increased by more than 25 percent.
The total contract price approved with VMC in October for facilities, parks and roadways
was $558,364.48. Adding the Lake Parks Management Program would be $59,156.15.
This would increase the current contract by 11% and will allow Staff to combine the two
contracts.
Staff recommends awarding a change order to VMC in the amount of$59,156.15.
