HomeMy WebLinkAboutPZ Item 03 - Land Use PlanMEMO TO: PLANNING AND ZONING COMMISSION FROM: ERICA MAROHNIC, PLANNING SERVICES DIRECTOR MEETING DATE: SEPTEMBER 20, 2022 - BRIEFING SESSION SUBJECT: REPORT AND DISCUSSION REGARDING THE OUTCOME OF THE AUGUST 18, 2022 PLANNING AND ZONING COMMISSION WORKSHOP RECOMMENDATION: The Planning and Zoning Commission will receive a report and hold a discussion regarding the outcome of the August 18, 2022 P&Z workshop. The workshop centered around discrepancies between the City's official zoning map and Map 2: Land Use Plan, also known as the Future Land Use Map. BACKGROUND: On Thursday, August 18, 2022, at the Planning and Zoning Commission's workshop, the Commission engaged in an exercise to evaluate and analyze previously approved rezoning requests of affected properties against their underlying future land use designations, on the future land use map located in the central section of the City of Grapevine. The workshop consisted of evaluating 48 total discrepancies located between Northwest Highway to the north, State Highway 114 to the south and west, and Texan Trail to the east. Discrepancies were determined by staff utilizing the Future Land Use to Zoning Classification (MP17-01) table as criteria that were approved as part of an amendment to the Comprehensive Master Plan (Ord. No. 2017-05). The Future Land Use to Zoning Classification table groups each zoning district from the Zoning Ordinance to the future land use designations listed in the Comprehensive Master Plan and graphically depicted on Map 2: Land Use Plan. TALLY RESULTS: Largely, the Commission members attending the workshop were in consensus on whether or not to change a property or an area's future land use designation, except for several records where the individual tally sheet was left blank. Planning Services staff is requesting clarification on the following records as indicated on the attached, Combined Commissioner's Tally Tracking Summary and below from those commissioners who did not complete their tally sheet completely: M P22-01 Central — NE — 9 A proposed future land use designation is combined with a zoning district in two responses. Central — NE — 11 One response had multiple responses. Central — NE — 15 One response states "R" without low -density, medium -density, etc. Central — NW — 11 One response provided an "or' between Residential Low -Density (RL) or Residential Medium -Density (RM). Central — SE — 3 One response left blank. RELEVANT DISCUSSION: During the workshop, the Commission expressed a desire to consider re -designating the following areas: 1. The north side of East Wall Street between Jenkins Street and Eckley Street from Commercial (CO) to Residential Low Density (RL); and 2. The east and west sides of South Church Street between West Wall Street and West Franklin Street from Governmental Use (GU) and Central Business (CB) to Residential Low Density (RL) and other potential designations. During the general discussion, the Commission did not favor the use of the Governmental Use (GU) future land use designation for properties city-wide. The Governmental Use future land use designation is applied to city facilities such as public parking lots, parks, fire stations, other city buildings, private schools, and the local school district's schools and institutional buildings. In some instances, this future land use designation applies to multiple -use sites where there are co -located uses. Commissioners also discussed that they were unaware and unclear about the table used, Future Land Use to Zoning Classification (MP17-01), also known as Subsection E., Future Land Use, of Section IV., Land Use of the Comprehensive Master Plan, by staff to guide what discrepancies existed and what other future land use designations would be appropriate. Some commissioners verbalized that they did not believe all zoning districts grouped with future land use designations were suitable and that these groupings should be reevaluated. POST -AUGUST 18, 2022 COMMISSION WORKSHOP: On Wednesday, September 7, a subcommittee meeting of the Planning and Zoning Commission was held consisting of members: Larry Oliver, chairperson, Monica Hotelling, vice -chairperson; and Beth Tiggelaar, member. The purpose of this subcommittee meeting was to discuss and give staff direction regarding the zoning districts appropriate in each future land use designation, as currently organized in the Comprehensive Master Plan, and take any necessary action.
