SUBJECT: APPROVAL TO AWARD A CONTRACT FOR CONTROL PANEL
IMPROVEMENTS AT THE WASTEWATER TREATMENT
PLANT
RECOMMENDATION:
City Council to consider award of a contract to Facility Solutions Group for improvements
to the control panel at the Wastewater Treatment Plant in the total amount of$67,545.
FUNDING SOURCE:
Funds are available in account 200-43370-534-0 (Utility Enterprise Fund/Wastewater
Treatment Infrastructure Maintenance/Wastewater) in the amount of$68,500.
BACKGROUND:
Bids were taken in accordance with Local Government Code Chapter 252, Subchapter
B, Section 252.021 (a) and Section 252.041 (a). The bid was advertised in the Fort
Worth Star Telegram on January 8, 2009 and January 15, 2009 and was available for
download on the City's internet website.
This request is to establish a contract for improvements to the control panel at the
Wastewater Treatment Plant. The sand filter control panels have failed electronically on
numerous occasions. Contractors performing past work did not receive blue prints and
wired the panels only to complete a specified task. Over time, the filters have failed to
achieve to the required performance levels. The invitation to bid listed the necessary
specifications for a complete upgrade to the control panel which will provide an overall
performance standard that will last for several years and significantly improve operations
at the plant.
Invitations to bid were issued to 11 contractors with one contractor responding. As
stated previously, a copy of the bid was available for several weeks to download on the
City's internet website. A copy of the bid tabulation that lists all contractors that were
issued bids is attached for review.

Because the type of work involved requires specific skills, knowledge and proficiency,
there are few electrical contractors that can provide a response to this type of request.
Based on previous budget research, however, Staff believes the bid received is
competitive. The budget for the improvements was approved by Council for purchase
during this fiscal year.
Staff recommends approval of a contract to Facility Solutions Group in the total amount
of$67,545.
