MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL

SUBJECT: APPROVAL OF A RESOLUTION FOR THE PURCHASE OF
PUMPS AT THE MINTERS CHAPEL LIFT STATION FROM
ENVIRONMENTAL IMPROVEMENTS INC AND CONSIDER
THEM A SOLE SOURCE
RECOMMENDATION:
City Council to consider approval of a resolution for the purchase of three Wilo lift station
pumps for use at the Minters Chapel Lift Station from a sole source vendor,
Environmental Improvements, Inc. The total cost of this purchase is not to exceed
$57,151.20.
FUNDING SOURCE:
Funding for this purchase is currently available iin account 200- 43370 -534 -0 (Utility
Enterprise Fund /Permanent Capital Maintenance /Waste Water Treatment Infrastructure
Maintenance) in the amount of $57,121.20.
BACKGROUND:
The Minters Chapel Lift Station has been in operation for over 20 years. The original
pumps at this station were Yeoman pumps which failed in 2001. These pumps
experienced problems at this lift station and were not considered for replacements. Staff
chose three manufacturers' pumps (Wilo, Tsurumi, Homa) to replace the three Yeoman
pumps and have evaluated the three pumps' operation since installation. The Tsurumi
and Hama pumps have each experienced problems that make them less desirable than
the Wilo pump.
The purchase of three Wilo pumps will replace the existing pumps at the Minters Chapel
Lift Station and allow the staff to maintain a backup pump for this station as well as the
Denton Creek Lift Station. The Denton Creek Lift Station has been in operation since
the mid 90s and currently has two Wilo pumps in operation with connections for two
additional pumps as the area around the mall develops.
An additional advantage of the Wilo pumps is that they utilize less horsepower than the
other brands. Replacement of these pumps is necessary to insure continued operation
of this Iliift station.
Replacing the pumps with Wilo pumps will not require any engineering services to insure
proper operation. Staff will be able to perform the replacement in -house with the
purchase of these pumps.
Environmental Improvements, Inc. is the only authorized distributor for Wilo pumps in
Texas.
Staff recommends approval.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, AUTHORIZING THE CITY MANAGER
OR THE CITY MANAGER'S DESIGNEE TO DECLARE
ENVIRONMENTAL IMPROVEMENTS, INC. A SOLE
SOURCE PROVIDER FOR WILO PUMPS AND PURCHASE
THREE PUMPS FOR THE MINTERS CHAPEL LIFT STATION
AND PROVIDING AN EFFECTIVE DATE
WHEREAS, the City of Grapevine, Texas (City) is a local government in the State of
Texas and as such is empowered by the Texas Local Government Code Chapter 252,
Subchapter B, Section 252.022 (a) (7) (A) to consider items available from only one
source as an exception to the bidding requirements of the State of Texas; and
WHEREAS, Environmental Improvements Inc. is the sole distributor of Wilo pumps
for the State of Texas; and
WHEREAS, the City's Wastewater Department has a need to replace three pumps.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS:
Section 1. That all matters stated in the above preamble are true and correct and
are incorporated herein as if copied in their entirety.
Section 2. That the City Manager, or his designee, is authorized to take all steps
necessary to declare Environmental Improvements, Inc. a sole source and purchase three
Wilo pumps in the total annual amount of $57,121.20.
Section 3. That this resolution shall take effect from and after the date of its
passage.

GRAPEVINE, TEXAS on this the 6th day of December, 2011.
