HomeMy WebLinkAboutItem 01 - Township Boundary ExtensionMEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL
FROM: BRUNO RUMBELOW, CITY MANAGER
MEETING DATE: DECEMBER 6, 2011
SUBJECT: TOWNSHIP BOUNDARY EXTENSION:
FROM WOOD STREET BETWEEN EAST WALL AND
EAST WORTH STREETS TO THE D. E. BOX ADDITION
RECOMMENDATION:
The Convention & Visitors Bureau Historic Preservation staff recommends that the City
Council consider the proposed extension of the existing Township boundary from Wood
Street to the D. E. Box Addition, and take any necessary action.
BACKGROUND:
The City of Grapevine is committed to the preservation and protection of the City's
architecturally and historically significant structures and neighborhoods. It has previously
established the boundaries of the Original Township of the City of Grapevine and
designated it as the Historic Grapevine Township District. With this designation, certain
protections were institued for the District including design review for any properties
threatened with demolition.
In September 2011, the Council held a workshop on the proposal to designate the D. E.
Box Addition as a landmark historic district. At the workshop it was noted that between
the existing Township and the D. E. Box Addition, there is a half block area that would
be without protection from demolition offered by the Township and D. E. Box Historic
District ordinances. Staff was asked to bring forward a proposal to extend the existing
Township from Wood Street, between East Wall and East Worth, to the rear property
line of homes on Ruth Street in the Box Addition. Maps are attached with this memo
showing the existing Township boundary, Exhibit A: Properties to be added to the
boundary and Exhibit B: The new Township boundary.
At the November 15th meeting of the City Council, the Council tabled the proposed
extension of the existing Township boundary to the next meeting that would be held on
December 6, 2011. There are 14 properties in the area, two of which are condominium
buildings, one with 12 owners and the other with five owners. The result was that 29
property owners would be notified. This was done to fulfill Council's request at the
November 1t meeting that all property owners be notified of the proposed change to the
existing ordinance and that enough time be allowed for property owner response to be
received.
December 6, 2011
Letters were mailed to 29 property owners from Historic Preservation inviting them to
attend one of two public meetings that were held on November 15 and 17 to discuss the
matter and answer any questions. Property owners were phoned to remind them of the
meetings. In attendance were six property owners, including one that owned four
properties in the area. Property owners were generally in favor of the Township
Boundary Extension. Two letters of support were received, and no letters of protest were
received.
Staff recommends approval of the proposed extension of the Township boundary to help
protect historic properties within the historic Township area.
