VII. STATEMENT OF FINDINGS:
A. The City has determined that the right-of-way and easements required to be
dedicated for streets, utilities, drainage, access, sidewalks and other
municipal needs and services are consistent with the City's ordinances and
master plan, are reasonable and are connected to the proposed project in
the following manner:
® The right-of-way provides for future widening of public streets that will
serve the development of this site.
® The onsite utility easements provide for a utility network to serve the
development of this site.
® The onsite drainage easements provide for a drainage network to
serve the development of this site.
El The onsite access easements provide cross access capabilities to this
site and surrounding property.

B. The City further finds that the required dedication is related both in nature
and extent to the impact of the proposed development as follows:

consider the following motion: "Move that the City Council (Planning and
Zoning Commission)approve the Statement of Findings and the Preliminary
Plat of Lots 1 & 2, Block 1, Hartnett Addition".

126230,The Residences— 1, Dubai,UAE, (the"Principal") do hereby appoint Stephen Paul Hartnett(the
"Agent")to act in my name and place,to the fullest extent which I could act if I were personally present in
connection with the transaction described in Section 1 of this Power of Attorney.
Section 1. Delegation of Power. The Principal appoints the Agent to act for the Principal in the
sale or lease of the lands and premises, including the mineral rights,having an address of or identified as
3218 Rolling Hills Lane, Grapevine, TX, doing any and all actions that I might do if personally present
including,but not limited to the execution, modification and delivery of contracts, deeds,tax returns,tax
reports, affidavits, bill of sale, closing statements, notices, certificates and all other documents; the
acceptance of the closing funds and the deposit of those funds in my account identified to the Agent,which
my Agent shall deem necessary, appropriate or expedient for the purpose of closing the real estate
transactions described in this Power of Attorney.
Section 2. Term. This Power of Attorney shall become effective on the date the Principal signs
this instrument and shall expire and be of no further force and effect after June 15,2009. The expiration of
this Power of Attorney at the end of the specified term shall not affect the validity of any action taken by
the Agent pursuant to this power while this Power of Attorney was in effect.
Section 3. Durable Power of Attorney. This Power of Attorney shall not be affected by the
subsequent disability or incapacity of the Principal.
