The applicant is requesting to rezone approximately 67.667 acres from "LI" Light Industrial District and "PCD" Planned Commerce Development District to "R -MF" Multifamily District. The applicant is also requesting a conditional use permit to allow three story structures toward the back of the property in conjunction with a 714 unit multi -family development. On July 1, 2015, we moved into our new home at 4677 Taylor Ln., Grapevine. Having lived in Dallas County for 44 years and more specifically, Desoto for 43 of those years ... we can tell you that we are delighted to have moved to Grapevine. The Council will be presented a petition on 9/15/15 with regard to the placement of a closed emergency gate at Trevor Trail and Hwy 360. We gladly signed the petition after speaking with many of our new neighbors and attending a HOA Board meeting that addressed the concerns of our neighborhood. It is obvious that a great majority of the Association is in agreement that placement of this gate would be in the best interest of our members as well as the City of Grapevine Police and Fire Departments. Of course, placement of same will eliminate the continuing traffic that comes through our neighborhood streets to the nearby office building and to gain access to Hwy 360. In actuality, placement of this gate will lengthen the time it takes us to exit Stone Bridge Oaks but considering the benefit such placement will add ... we endorse it wholeheartedly. Having served as Treasurer and President of my HOA in Desoto for 10 years ... I can verify that having a gate of this type in Stone Bridge Oaks will be beneficial. We had an issue with traffic leaving Thorntree Country Club and exiting to Wintergreen by accessing our street, St. Andrews Place. Our Board and our residents voted to deny access to Wintergreen from St. Andrews Place. After this action - traffic issues were no longer a concern and individuals not having business within our Association was greatly reduced giving our residents much peace of mind. Many drivers cut through at high speeds, causing a safety issue, and it has resulted in damage to mailboxes and shrubs. The streets are not designed for public use as indicated by the design of the curbs and the landscaped island in the middle of the road. It is causing great concern as the streets are deteriorating faster than expected. Since they belong to the homeowners, we will be out significant expense for repair if we are not able to control this problem. We have also had multiple thefts that we believe is partially due to the fact that it is easy access to a major highway once they have taken someone's property and/or caused damage. I work from home a lot and sit in my front office many hours during the week and weekend. I have watched dozens of cars speed down my street, only to slam on their brakes and immediately head back towards our other entrance instead of going out the way they came in. I can only surmise that they are searching for a shortcut through to Hwy 360. There really is no other reason for them to be entering my street at 6:30 a.m. in the morning. I am writing to voice my support of closing the entrance/exit to Hwy 360. There are many reasons that I feel that it is needed. • The homeowners of Stonebridge own the streets. We will be responsible for the maintenance and upkeep of them. I was not informed of this fact when I purchased my house, but now that I know it, I am hopeful that we can cut down on any cut through traffic that we can prevent. • Many of the people cutting through are exceeding the speed limit and it is just a matter of time before someone gets hurt. In recent months, we have experienced several vehicle break-ins and thefts. The easy access to 360 out the back of our neighborhood just encourages those that would steal and run, because they could make a fast getaway before the police rslmml�� We have had lots of people coming to our doors asking for money. First, the fact that there is an immediate onramp to Highway 360 at this point creates a prime opportunity (read security risk), for a smash and grab type burglary or auto theft in our neighborhood. Second, the streets of our development are private roads, which the owners of our community have to maintain (and have liability for), and there is an inordinate amount of cut -through traffic through our neighborhood to a nearby office complex, and to Highway 360. 1 live on Trevor Trail very near where the gate would be, and daily get to witness and suffer through all the cut -through traffic, in what could and should be a quiet, private residential street. The City of Grapevine's recent traffic study confirms this cut -through traffic situation. Third, our recent HOA annual meeting concluded with a unanimous vote of the community members attending for a closed/emergency gate at Trevor Trail. One of the larger considerations was the centralized location to destinations we frequent for work, pleasure, and travel via DFW airport. We also liked the access to quickly leave and enter our neighborhood to major traffic arteries. Indeed we made our investment in our home in large part due to the design and intent of this development to allow for easy and quick access in and out from a centralized location. We, as most all buyers, were told this would be a fully gated community. A gated community implies access both ways through all portals via operational gates. We were not told that there was even a consideration to block/lock/close any of these portals. It is not reasonable to expect someone to think the primary definition of a gate, is a locked/closed gate with none of the original access intended and designed by the developer. As time passed, I came to feel comfortable with the idea of no gates (and still do). When some in our community initiated the idea of a gate at Trevor Trail and Hwy 360 due to safety issues associated with cut through traffic, I supported the idea of an operational gate at that location. Even though traffic on Trevor Trail does not affect my safety due to my house location. It only affects a minority (25/90=28%) of homeowners that live on Trevor Trail. Ten homeowners have voted for an operational gate. Several, like myself who would prefer no gate, did so to respect the need of a minority of our community that said they had a need for a gate that live on a part of Trevor Trail occupied by 25 of 90 residents. In other words, we were willing to compromise for the good of the entire community, not just 25. Three more have said they do not want any gate. Based on the original intent of this community to provide 3 portals of access, both in and out, and the investment we have made based on that information, I would think it is reasonable to maintain that access with an operational gate. An operational gate satisfies a larger majority of the community with both safety and access. In a visit with the Fire Marshall, he said that operational gates were preferred by fire and EMS departments due to time savings of entry, that has an affect on limiting property loss and enhances medical outcomes. I am sure police departments would also agree that faster entries can enhance the property and physical safety of our community. A review of the traffic study performed July/August 2014 by the Traffic Department recommends a "single automatic gate.......... would insure that no pass-through traffic is possible, but would keep from completely isolating the neighborhood". Please the attached complete study. In summary, I see an operational gate as the best option to meet the needs of the most homeowners in our community and it's original intent, while also providing the highest level of safety to all our properties and all our physical well being. The portion of the subdivision that is currently constructed consists of townhouses, while the units under construction are primarily single-family detached houses. F"ago 4 Detached housing tends to have a higher number of occupants per unit because they more often include larger families or families with children, and as a result they generate more trips per unitthan multifamily properties. Townhouses tend to have fewer occupants because residents more often consist of single people or couples, as so they have lowertrip, generation rates. However, since the townhouses in this project are relatively high-end and have relatively high square footages per unit, it is reasonable to assume that they may exhibit trip generation characteristics closer to what is normal for detached housing. Therefore, forecasts for both land use types were shown. As shown in the table, the actual traffic volumes are substantially higher than would be expected for an area with only 25 occupied homes. However, no reliable prediction model is available to forecast how many additional trips should be expected to be generated by the 10 additional houses thatwere under construction. it is also unknown how many additional trips are being generated by sales - related activity, since there are existing vacant homes and the majority of the subdivision is still remaining to be developed. it was noted that the two streets connecting to Euless -Grapevine Rd, Carly Dr and Noble Oak Dr, both lend to have slightly higher volumes of westbound, or exiting traffic. The street connecting to the State Highway 36 service road, Trevor Trail, consistently had a higher volume of westbound, or entering traffic. Therefore, there is an overall east -to -west flow through the subdivision. As with the higher -than -forecast volumes, this does not necessarily mean that there is excessive pass-through traffic, but it does align with the expected east -to -west pass-through path that one might expect given the layout of the surrounding street network. CONCLUSIONS Overall, traffic volumes were higher than would be expected for the number of occupied homes in the subdivision, even by as much as three to four times what would be expected. However, it should be recognized that the total volumes are still very low, with less than 600 vehicles per day using all three streets combined. The effect of construction and sales traffic cannot be clearly accounted for, so the remaining volumes of pass-through traffic cannot be absolutely identified. However, the traffic volumes are high enough to indicate that some amount of pass-through is likely occurring. From a strictly traffic engineering perspective, given that the streets within the subdivision are privately maintained, the installation of a single automatic gate atthe Trevor Trail access on the east side of the subdivision would ensure that no pass-through traffic is possible, but would avoid completely isolating the neighborhood. Such a gate would have to allow resident access using a remote control from both the entering and exiting sides, in addition to being properly outfitted to meet Fire Department access requirements. It should also be noted that this particular subdivision has too few homes currently built out and too little traffic to use as the basis for establishing a broader standard or warrant for when gates could be cA)nsidered at other locations throughout the City in the -future. The following points explain our rationale. 40 A traffic flow study was completed over a year ago during the height of construction and sales activity for the development. With the development of new homes nearly complete, a new traffic study would show dramatically less traffic flow through the neighborhood. Excessive traffic using the development as a "short cut" was a selling point for the placement of gates. We believe a new study would not indicate abnormal traffic or support the placement of a permanent gate at Hwy 360 to stop "short cut" traffic. 41 A reduction of property crime is stated as another reason for the permanent gate. Grapevine crime statistics do not suggest or support the idea that this neighborhood is subject to or in danger of experiencing an increase in property crime. One real estate website actually ranks the 360/Grapevine Main area as the third safest in Grapevine. Many residents believe the developer promised a gated community. We purchased our home over a year ago and a gated community was never promised or suggested. In short, we believe the placement of a permanent gate at the Hwy 360 access road unnecessarily restricts resident's access to Hwy 360 for reasons not supported by facts but rather by emotions and merely perceptions of additional security. I realize that the time it takes to use the front entrance/exit is not huge but there is also no compelling reason to permanently close off the 360 access. In my experience, cut -through traffic is a non -issue. I rarely encounter other cars °<-««v» or walking through this neighborhood. Street maintenance is by anyone not living in this community. As far as safety, it has been open for the 5 or 6 years that there have been houses here and crime has not been a problem. Only 25 homes were complete and 10 were under construction, including two that were having the foundations poured during the week of the study. The construction traffic alone can be quite heavy, with many workers and multiple cement trucks coming and going. The study concluded that the information was not sufficient to use to consider a gate and also stated that any gate at Trevor Trail on the east side would need to be operational to "avoid isolating the neighborhood." I walk my dog at least twice a day and drive in and out several times a day and rarely see another car. We are not a neighborhood full of small children playing and lots of safety concerns. I think that pass-through traffic is minimal. While I still prefer no gates at all, I see an operational gate at Highway 360 and Trevor Trail as a compromise. We bought our house with the idea that we would have easy access to both Euless -Grapevine Road and to Highway 360. The subject site is accessed by three private drives including Carly Drive and Noble Oak Drive which are located on the west side of the subdivision and which intersect with Euless -Grapevine Road and Trevor Trail which is located on the northeast side of the subject site and which intersects with the southbound State Highway 360 frontage road. At the request of property owners of the subject site, the City of Grapevine conducted traffic studies in 2011 and 2014. The traffic study included traffic counts from the three 0:/ZCU/PD015-04.4 1 September 8, 2015 (4:08PM) entrances to the subject site. The average 24-hour traffic counts for the Trevor Trail entrance for 2011 and 2014 respectively were 180 vehicles and 215 vehicles, an increase of 35 vehicles which could indicate the possibility of cut-thru traffic within the subject site. See the attached parking studies. PRESENT ZONING AND USE: The property is currently zoned "R-TH" Townhouse District and "R-5.0" Zero Lot Line District with a planned development overlay and is partially developed. HISTORY OF TRACT AND SURROUNDING AREA: The northern two-thirds of the subject property as well as the property to the north were rezoned in the 1984 City Rezoning from 1-1" Light Industrial District to "PCD", Planned Commerce Development District. The southern third of the subject site and the property to the south were rezoned from "C-2" Community Business District to "PCD" Planned Commerce Development District at that time. The property to the north remains undeveloped. The property to the south was rezoned from "PCD" Planned Commerce Development District to "CN" Neighborhood Commercial District in March 2000 (Z00-05, Ord. No. 00-37). A conditional use permit for a retirement community was approved at that time as well. The site plan for the retirement community has been amended several times since the original approval. The property to the west was zoned "R-7.5" Single Family District and "C-2" Community Business District prior to the 1984 City rezoning, at which time the area zoned for community business was rezoned "R-7.5" Single Family District. The site was subsequently developed with the Glade Woods subdivision. A zone change (Z02-06) was approved on the subject tract at Council's September 17, 2006 meeting rezoning the property from "PCD" Planned Commerce Development District to "R -MF -1' Multifamily District for a 124 -unit condominium project that was deed restricted to no more than six units per acre. The project never moved beyond the initial planning stages. At Council's May 16, 2006 meeting a zone change (Z06-03) and a planned development overlay (PD06-06) was approved on the subject property to allow for the development of 138 townhomes on 23.58 acres that had been previously zoned "R -MF -1" Multifamily District. A subsequent modification to the planned development overlay (PD07- 01) was approved by the Site Plan Review Committee at their March 28, 2007 meeting which allowed for the slight adjustment of the location of lots near the southeast corner of the site to preserve trees. The City Council considered at their April 20, 2010 meeting Planned Development Overlay PD10-02 on the subject property whereby the applicant proposed redeveloping the property to allow for 66 single family lots; the applicant later withdrew the request during the Commission's deliberation. The City Council at the July 20, 2010 meeting approved Z10-02 (Ord. 2010-32) to rezone a portion of the subject site from "R-TH" Townhouse District to "R-5.0" Zero Lot Line District and PD1 0-04 (Ord. 2010- 33) to allow deviation from the front, rear and side yard setback requirements and the 0:/ZCU/PD015-04.4 2 September 8, 2015 (4:08PM) building and impervious coverage requirements within the "R-5.0" Zero Lot Line District standards. Anne Yelken then spoke on behalf of the Transition Committee and explained that part of the plan was to create various sub committees (ex: Gate, Insurance Review, CC&Rs Review, Concrete, Legal and General) to pull together a comprehensive plan for the future. She also said that a meeting would be set up between the various committees and Dean Eldridge soon. After speaking with representatives from the City of Grapevine, Ms. Yelken reported that the City was most likely to authorize the installation of one gate at the QUESTIONS AND ANSWERS A general discussion period was held with issues ranging from the need to paint the wrought iron fencing, sprinklers, drainage between homes and landscape maintenance scheduling. Traffic Study Results There have been two traffic studies completed on the property. The original study was completed prior to 50% build -out and showed excessive traffic in and out of the neighborhood. There was concern by the city that a lot of the traffic was due to construction, therefore, another study was conducted when the neighborhood was at almost 90% build -out. The results were that traffic is significantly more than expected for the number of resident in the community. This demonstrates that cut -through traffic is excessive and related to non-resident traffic. Many people from other neighborhoods use Trevor Trail as a cut through to Hwy. 360 and the neighboring office building. This has been confirmed by one of our neighbors taking a poll for several days during morning traffic hours. In addition to the extra traffic, many were traveling at excessive speeds as witnessed by many residents. The results of the traffic study are as follows: Actual Expected % over 829 562 147% 75 44 170% 95 57 166% Large amount of pass through traffic Stone Bridge Oaks is used by non- residents to create a short cut from surrounding residential neighborhoods to bypass traffic lights at 360 & Glade Road and 360 & Euless -Grapevine Road. In addition, there is an office park building facing 360 just outside the Stone Bridge Oaks property. Daily there are approximately 30 plus autos in their parking lot. Many get to that parking lot by cutting through Stone Bridge Oaks property causing excessive wear on our private roads. Easy access to Hwy 360 makes it an easy target for criminals. Traffic cutting through neighborhood is excessive at estimated speeds of 30-40mph. Since these are private streets, ipevine Police have indicated that they cannot make traffic stops to control speed. Privately Constructed streets Stone Bridge Oaks streets were designed and approve by City Council as private roads. These streets do not meet code for width, load, or curbing and will not withstand public traffic without constant repair in the near future. There are islands on the property that create confusion and have caused several mailboxes t be hit by cars. Our roads are getting excessive non - neighborhood traffic, causing damage to the roads. This cost will be the responsibility of the HOA. Poor Lighting and Nighttime Parking street lighting was installed by the property developer but has not proven to be sufficient lighting of he property. Because the lighting is inadequate we frequently have cars that enter into Stone Bridge yaks at night and park and turn off their lights. Sometimes a second car pulls up and turns off their ights. I attended the meeting at Linda's request. Randie, Gerald, and I met at 8:OOAM to go over the plans for the proposed gate and discuss the concerns and recommendations of the Fire Department regarding our application. In addition to the actual gate to be installed a number of ancillary issues were discussed as follows: 1. Fire Lane clearance - the red lines indicate the boundaries of the fire lane and any gate has to be behind those lines. All (3) types of gates originally proposed meet this criteria. 2. Drive Arounds -- Randie indicated based on his experience that we would need to insure that no one was able to "drive around" the gates through a homeowner's yard. This can be accommodated. 3. Truck Access if Permanent fixed gate is installed -- Gerald indicated that he had contacted the waste management company and that they did not have a problem with their trucks backing up the street during trash collection as they now do for the other two dead end streets in Stonebridge Oaks. If a permanent gate is installed it will also be necessary for FEDEX, UPS, etc., trucks to turn around in a drive or back up the street. This should not be a problem. 4. If powered gates are installed two types of locks will need to be installed that the Fire Department can open. A Knox lock and an Opticon keyswitch were mentioned by Randie. He can provide full information on these. If a manual, fixed gate is installed just the Knox lock would be required. 5. Randie was asked what type of gate he preferred for Fire Dept. use and in order he said: a. Electrical Sliding Gate b. Electrical Swinging Gate c. Manual Locked Swinging Gate r1A He also emphasized that any of the (3) gates were totally acceptable to the Fire Department as long as they met the regulations and that it was up to us to determine which option to install. 6. Additionally it was pointed out that each of the gates had their strengths and weaknesses. Electrical powered gates require considerable maintenance and upkeep while the fixed gate is the lowest cost option but may require monitoring to insure that the gate doesn't sag and drag in the middle. At the end of the meeting I told Randie that I would email him and asked that he send me a copy of the rules and regulations which I would then send on to Linda and Gerald although the Committee appears to have the most current version. CONCLUSIONS: As I am not a member of the Committee I can only offer my perspective as a homeowner: 1. All (3) gates originally considered meet Fire Department code and regulations if installed properly. 2. Maintenance costs of the (2) moving, electrical gates is much higher than the maintenance of a fixed manual gate. 3. As it is apparent that our HOA dues will increase in January; and that future increases will be needed to cover operating and reserve costs, I personally feel that the manual gate is the best, most cost effective option at this time. I have signed the petition to support this. 4. Grenadier is not going to be here forever. They hope to have the remaining units sold by year end and to complete the transition soon after. As they are willing to pay for the installation of the gate (but not the ongoing maintenance) we need to continue to press forward to get City Council approval and get a gate installed as soon as possible. The sooner the gate is installed, the sooner the "excess traffic" is eliminated reducing wear and tear on our streets, and increasing security by eliminating access to 360. Page 4 Detached housing tends to have a higher number of occupants per unit because they more often include larger families or families with children, and as a result they generate more trips per unit than multifamily properties. Townhouses tend to have fewer occupants because residents more often consist of single people or couples, and so they have lower trip generation rates. However, since the townhouses in this project are relatively high-end and have relatively high square footages per unit, it is reasonable to assume that they may exhibit trip generation characteristics closer to what is normal for detached housing. Therefore, forecasts for both land use types were shown. As shown in the table, the actual traffic volumes are substantially higher than would be expected for an area with only 25 occupied homes. However, no reliable prediction model is available to forecast how many additional trips should be expected to be generated by the 10 additional houses that were under construction. It is also unknown how many additional trips are being generated by sales - related activity, since there are existing vacant homes and the majority of the subdivision is still remaining to be developed. It was noted that the two streets connecting to Euless -Grapevine Rd, Carly Dr and Noble Oak Dr, both tend to have slightly higher volumes of westbound, or exiting traffic. The street connecting to the State Highway 36 service road, Trevor Trail, consistently had a higher volume of westbound, or entering traffic. Therefore, there is an overall east -to -west flow through the subdivision. As with the higher -than -forecast volumes, this does not necessarily mean that there is excessive pass-through traffic, but it does align with the expected east -to -west pass-through path that one might expect given the layout of the surrounding street network. CONCLUSIONS Overall, traffic volumes were higher than would be expected for the number of occupied homes in the subdivision; even by as much as three to four times what would be expected. However, it should be recognized that the total volumes are still very low, with less than 600 vehicles per day using all three streets combined. The effect of construction and sales traffic cannot be clearly accounted for, so the remaining volumes of pass-through traffic cannot be absolutely identified. However, the traffic volumes are high enough to indicate that some amount of pass-through is likely occurring. The pass-through traffic component of the total traffic in the neighborhood cannot be quantified due to the construction and sales activities underway in the neighborhood. Since the development is less than roughly 25% completed, it is unlikely that representative pass-through traffic volumes could be identified until the neighborhood is approaching build -out with a much higher percentage of occupancy. DATE: December 1, 2011 SUBJECT: Stonebridge Oaks Traffic Volumes The Traffic Operations Division was requested to collect traffic count data at the three entrances to the Stonebridge Oaks subdivision to support the consideration of a request from residents to install gates to restrict access to the neighborhood. Figure 1 illustrates the street layout of the subdivision. Figure 1. Stonebridge Oaks Overview Map Page 2 Traffic counts were collected using Automatic Traffic Recorders, commonly called tube counters, from Tuesday, October 11 through Friday, October 14, 2001, on the three access points into the subdivision: Carly Drive (Location A), Noble Oak Drive (Location B), and Trevor Trail (Location C). The distribution of traffic on each street connection to the surrounding roadway network is illustrated in Figure 2 for the average weekday during the study period. Weekday Average Traffic Volumes, October 11-14,2011 Given the relatively low overall volumes, it is difficult to draw solid conclusions from the differences between entering and exiting traffic volumes at each location because the actual differences between lines in the graph often amount to just a couple vehicles per hour. It can be seen from this graph that the total entering traffic and total exiting traffic generally track fairly closely over the course of the day. If the majority of traffic using these access points were coming from the residential properties, then one would expect the majority of traffic to be exiting in the morning and entering in the afternoon. Since the entering and exiting volumes are generally balanced throughout the day, it can be assumed that the majority of traffic is not associated with the residential uses. This could be indicative of pass-through traffic with no association with the neighborhood. However, it also should be noted that information provided by Development Services indicated that there were 25 occupied homes, 3 vacant homes, and 10 homes under construction around the time of the traffic counts. The approximate balance of entering and exiting traffic seen in the graph would also be closer to what might be expected in an area with construction, since deliveries, subcontractor vehicles, and individual workers may come and go from the job site throughout the course of the day, rather than peaking sharply in certain directions by time of day, as is the case with residential uses.
