SUBJECT: APPROVAL TO RENEW A CONTRACT FOR BID 328 -2010
AGGREGATE MATERIALS ASPHALT ROAD SURFACING
MATERIALS (HOT MIX)
RECOMMENDATION:
City Council to consider approval to renew a contract of Bid 328 -2010 for the purchase
of aggregate road surfacing materials (hot mix) for the Street Department from JLB
Contracting, Lane Construction, and Reynolds Asphalt and Construction. To be
purchased on an as- needed basis.
FUNDING SOURCE:
Funds for this purchase are available in account 174 - 43301- 090 -000 (Street
Maintenance /Capital Replacement/Transportation Infrastructure Maintenance) in the
amount of $500,000.
BACKGROUND:
Bids were taken in accordance with Local Government Code Chapter 252, Subchapter
B, Section 252.021 (a) and Section 252.041 (a). The contract was for an initial one -year
period with four, one -year renewal options. If renewed, this would be the second renewal
period. Bids were issued to four vendors with all four vendors responding.
The purpose of this bid was to establish fixed annual pricing for the purchase of asphalt
road surfacing products to be ordered and used by the Public Works Street Department.
Bids were submitted for four items. Of the vendors that met the specifications, Reynolds
Asphalt was lowest on two items. JLB Contracting and Lane Construction Corporation
were low on one item. To insure the availability of supply, Council awarded primary
contracts to the lowest bids received and secondary contracts to the second lowest bid
received. (See attached bid tabulation.)
The City has used Reynolds Asphalt, JLB Contracting, and Lane Construction
Corporation in the past with satisfactory results. All vendors agreed to renew the contract
with some increases in pricing due to the escalating cost of raw materials. (See attached
list.)
Staff recommends approval.
