HomeMy WebLinkAboutItem 18 - Meeting RecordingsMEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: OCTOBER 4, 2022 SUBJECT: MULTIMEDIA SERVICES FOR STREAMING AND ARCHIVING PUBLIC MEETINGS AND PURCHASE OF CLOSED CAPTIONING SOFTWARE RECOMMENDATION: City Council to consider the renewal of an annual sole source contract for multimedia services for streaming and archiving of public meetings and the purchase of closed captioning equipment and services with Swagit Productions, LLC for City Council and Planning and Zoning Commission meetings. FUNDING SOURCE: Funds are available in the General Fund (City Council) for an amount not to exceed $29,025 and the Special Revenue Fund (PEG Fees) for an amount not to exceed $65,214. BACKGROUND: Swagit Productions, LLC manages the cameras and live streaming of the meetings of the City Council, Planning and Zoning Commission, and Historic Preservation Commission. These meeting videos are archived and available on the City's website. Swagit Productions, LLC also records the audio of the Board of Zoning Adjustment and Building Board of Appeals meetings. This procurement of streaming and archive services was made as a sole source in accordance with Local Government Code Chapter 252, Subchapter B, § 252.022. General Exemptions (a)(7)(A). The contract was for an initial one-year period with optional, one-year renewals. If approved, this will be for the sixth renewal available. Through this contract, Swagit Productions, LLC will also provide closed captioning of the meetings for those who view the meetings online and in person. Additional hardware will need to be purchased to accommodate this service. Staff proposes utilizing Special Revenue Fund (PEG fees) for the purchase of the equipment and Professional Services Fund for first year of service. PEG fees are provided through the cable companies as a way to purchase capital equipment that enables accessibility of public meetings. Staff recommends approval.
