SUBJECT: ANNUAL CONTRACT FOR COMPREHENSIVE HEALTH AND
WELLNESS FOR THE POLICE AND FIRE DEPARTMENT
RECOMMENDATION: City Council to consider approval of an annual contract for comprehensive
health and wellness services with Front Line Mobile Health for the Police
and Fire Departments.
FUNDING SOURCE: Funds are available in the General Fund (Police and Fire Departments)
for an annual estimated amount of $219,380.
BACKGROUND: The Grapevine Police and Fire Departments are committed to reducing
occupational morbidity, mortality, and obesity among their ranks. Both
Department's emphasize the importance of health and wellness. Healthy
Fire and Police Officers are able to operate in a more efficient manner,
thus increasing safety and effectiveness while performing their duties.
Front Line Mobile Health will set up its clinic at the Public Safety Building,
eliminating the need for personnel to travel to their brick -and -mortar
facility in South Fort Worth. While here, they will provide Standard NFPA-
1582 and Law Enforcement Annual assessments. Included in these
assessments are basic labs and urinalysis, full biometric assessment with
vision, hearing, and body composition, resting EKG, head to physical
exam, and provider consultation. Additionally, there will be a chest x-ray,
cancer labs, cancer ultrasounds, cardiopulmonary exercise test, a human
performance assessment, and a medical threat brief. They will also
provide data and analytics based upon research and systems analysis for
improving medical needs along with physical, behavioral, and operational
health with education, disease prevention, and operational optimization.
Purchases will be made as required and in accordance with an Interlocal
Agreement with City of Fort Worth, Texas as allowed by Texas Local
Government Code, Chapter 271 and Texas Government Code, Chapter
791.
The City of Fort Worth, Texas solicited bids for an Annual Contract for
Comprehensive Health and Wellness for Fire from which they awarded a
contract to Front Line Mobile Health on June 23, 2021 for providing the
best overall proposal and highest score. Front Line Mobile Health
currently provides these services throughout Texas including Georgetown,
Travis County and Williamson County. The contract was for an initial one-
year period with four, one-year renewal options. If approved, this will be
for the first renewal.
Staff recommends approval.
