liaisons between the property owners and newspapers to bring a resolution to the issue of
newsracks in the downtown area.

Council Member Lease stated there were property owners from Franklin Street, Worth
Street and Northwest Highway that were willing to allow bona fide newsracks on their
private properties.
Council Member Freed expressed concerns regarding the First Amendment and allowing
people access to information. She commented that the newspapers should be given an

ban.

Freedom of the Press. During the months of discussion regarding regulation of newsracks,
no one came forward to present any alternatives to the issue.
Mayor Pro Tern Wilbanks stated that if the ordinance is passed, the Council removes the
citizens' ability to obtain newspapers on Main Street.
