SUBJECT: LINKS TRAIL RESOLUTION & ENGINEERING DESIGN
SERVICES CONTRACT
RECOMMENDATION:
City Council to consider:
• adopting a resolution updating and consolidating its authorization and direction to
staff to participate in the development of the Links Trail project, and
• approving an engineering design services contract with BW2 Engineers, Inc. in an
amount of $24,000.00 for design services on the Ruth Wall Road to Gaylord Trail
segment of the Links Trail project
and take any necessary action.
FUNDING:
City funds are available from interest generated by the Grapevine Mills Mail Tax
Increment Finance District.
BACKGROUND:
The initial scope of the project extended from Ruth Wall Road to Grapevine Mills Mall
with an estimated cost of $2.2 Million. We received $432,904 in Surface Transportation
Program — Metropolitan Mobility (STP -MM) and State funds for this project. To
compensate for the funding shortfall, staff began planning for a scope reduction from
Gaylord Trail to Bass Pro Drive to utilize the Federal funds.
Subsequently, another call for projects was issued and the City submitted an application
for $934,795 in federal funding for the trail segment extending from Gaylord Trail to
Grapevine Mills Mail. We received these State Transportation Enhancement Program
(STEP) funds.

The STP -MM funds are now programmed for trail improvements between Ruth Wall
Road and Gaylord Trail and the STEP funds are programmed for trail improvements
between Gaylord Trail and Grapevine Mills Mall.
To clarify the final scope of the project and its two funding programs, staff has prepared
a resolution to confirm our agreement with State and Federal representatives.
Additionally, staff has requested a proposal from the engineering firm of BW2 Engineers,
Inc to prepare the design of the trail segment from Ruth Wall Rd to Gaylord Trail. BW2
is currently under contract with the City for the design the trail segment from Gaylord
Trail to Mills Mall.
BW2 will consolidate the two trail segments into one bidding package.
Staff recommends approval.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS AUTHORIZING AND DIRECTING
STAFF TO PARTICIPATE IN THE DEVELOPMENT OF
THE TRAIL LINKAGE BETWEEN RUTH WALL ROAD AND
GRAPEVINE MILLS MALL, INCLUDING CONNECTION TO
THE GAYLORD TEXAN RESORT AND CONVENTION
CENTER, WITH STATEWIDE TRANSPORTATION
ENHANCEMENT PROGRAM FUNDING AND SURFACE
TRANSPORTATION PROGRAM — METROPOLITAN
MOBILITY FUNDING; AND PROVIDING AN EFFECTIVE
DATE
WHEREAS, the City Council of the City of Grapevine adopted a Hike & Bike Trail
Master Plan on July 20, 2010; and
WHEREAS, the Hike & Bike Trail Master Plan identified a connecting trail system
along State Highway 26 from Ruth Wall Road to Grapevine Mills Mall; and
WHEREAS, the Statewide Transportation Enhancement Program (STEP) allows
for competitive funding of acceptable trail projects; and
WHEREAS, the Surface Transportation Program — Metropolitan Mobility (STP-
allows for competitive funding of acceptable trail projects; and
WHEREAS, Title 23 U.S.C. Section 134 establishes that Metropolitan Planning
Organizations and State Transportation Agencies develop transportation plans and
programs for urbanized areas of the State; and
WHEREAS, Title 23 U.S.C. Section 120 establishes that the Federal share of
funding will not exceed eighty percent (80 %) of the cost of the project.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated in the preamble are true and correct and are
incorporated herein as if copied in their entirety.
Section 2. That the City of Grapevine endorses the trail project described
above.
Section 3. That the City of Grapevine agrees to abide by the stipulations set
forth by the STEP and STP -MM programs and any agreements associated with the
development of the project.
Section 4. That the City Council directs and designates the City Manager or
his designated representative as the City's Chief Executive Officer and Authorized
Representative to act in all matters in connection with the Transportation Enhancement
Project described.above.
Section 5. That this resolution shall become effective from and after the date
of its passage.
