SUBJECT: PARKING PLAN PP10-01 - 316 SOUTH BARTON STREET,
PROPOSED TO BE PLATTED AS LOT 24R BLOCK 1, ORIGINAL
TOWN OF GRAPEVINE
RECOMMENDATION:
Staff recommends the Planning and Zoning Commission consider Parking Plan Application
PP10-01, 316 South Barton Street, proposed to be platted as Lot 24R, Block 1, Original
Town of Grapevine and take any action necessary.
BACKGROUND INFORMATION:
This request is for consideration of a parking plan to accommodate a 2,198 square foot
expansion for a total of 3,638 square feet for the Ohlook Performing Arts Center, which upon
completion will have no available parking on-site. The parking plan consists of two
components; first, utilizing available public parking on streets and parking lots; and finally,
designating when parking demand for Ohlook is expected to be the greatest. The attached
parking exhibit and project information sheet respectfully, illustrates 200 off-site public
parking spaces within 300 -feet of the subject site and provides the times (weekends from
noon -lam) when the demand for parking is expected to be the greatest. The parking
demand is expected to peak on Friday and Saturday evenings from 6pm — lam, and

students, cast, patrons and volunteers) may be present resulting in a need for 42 parking
spaces based upon one parking space for every three seats for a place of public assembly.
An existing mini -storage building will remain on the subject property.

Parking Plan request PP10-01 was submitted by Steve Zobrist and considered by the
Planning and Zoning Commission at the March 16, 2010 meeting. The applicant requested
to table the request to the April 20, 2010 meeting to allow additional time to research the
availability of off-site parking in the area. Three sites, 210 West Wall Street, 1287 East
Texas Street and 115 East Worth Street, containing a total of 49 parking spaces have been
secured for use after normal business hours during the week and throughout the weekend.
Please see the attached letters.
This request is for consideration of a parking plan to accommodate a 2,198 square foot
expansion for a total of 3,638 square feet for the Ohlook Performing Arts Center, which upon
completion will have no available parking on-site. The parking plan consists of two
components; first, utilizing 49 private property off site parking spaces, ten spaces directly
adjacent to the subject site and utilization of available public parking on streets and pubic
parking lots; and finally, designating when parking demand for Ohlook is expected to be the
greatest. The attached parking exhibit and parking demand schedule, illustrates the location
of the secured private off site parking lots, 200 off-site public parking spaces within 300 -feet
of the subject site and provides the times when the demand for parking is expected to be the
greatest. The parking demand is expected to peak in June through mid-August when
classes and or performances are scheduled from 9:00 a.m. to 12:00 p.m. and when up to
177 persons may be present (including students, cast, patrons and volunteers), requiring 59
parking spaces based upon one parking space for every three seats for a place of public
assembly. The second highest demand is expected on Friday and Saturday evenings from
6:30 p.m. to 12:00 a.m. and Sunday from 1:30 p.m. to 6:00 p.m. when up to 126 persons
may be present resulting in a need for 42 parking spaces. An existing mini -storage building
will remain on the subject property.
