Any application, for a change in zoning or for an amendment to the zoning

RECOMMENDATION
Staff recommends the Site Plan Review Committee consider the proposed changes to
Conditional Use Request CU02-52 (Ord. 02-98) approved at the December 17, 2002
meeting for an automotive dealership with sales and service of new and used vehicles
and two pole signs specifically to allow a 1,700 square foot expansion to the detail shop,
and take any other action necessary.
BACKGROUND INFORMATION
Originally, Conditional Use Request CU02-52 (Ord. 02-98) was approved at the
December 17, 2002 meeting for an automotive dealership with one 20 -foot 'and one 26 -
foot pole sign. The 20 -foot pylon sign with signage specific to the Cadillac dealership is
located at the northeast corner of the State Highway 114 serviceroad and Minters
Chapel Road. The 26 -foot pylon sign, specific to the Saab dealership, is located further
east of the intersection along State Highway 114.
On June 25, 2003, the Site Plan Review Committee approved Conditional Use Request
CU03-20, specifically to reconfigure the site plan relative to the changing of phase lines
between Phase I and 2 of the proposed Cadillac/Saab dealership and a future
dealership, relocation of the westernmost drive along the State Highway 114 further
east to comply with TXDOT requirements and also relocate the northernmost drive
along Minters Chapel Road to improve internal circulation. In addition a covered display
area was approved on the west side of the dealership.
At the April 28, 2004 meeting of the Site Plan Review Committee a request was made
to increase the size of the pole sign designated for the Cadillac dealership from 20 -feet
to 33 -feet. In addition, the applicant proposed to utilize an eight foot chainlink fence
along the northern and eastern boundaries of the secured inventory rather than the
ornamental wrought -iron style fence originally proposed. The Committee approved the
change in the fence material however the request to increase the height of the pole sign
was approved at 26 -feet rather than the 33 -feet the applicant requested.
At the December 22, 2004 meeting of the Site Plan Review Committee, Staff provided
new information regarding a review of automobile dealership signs in the immediate

To whom it may concern:
The purpose of the 1,700 square feet of additional space is to allow capacity for our increased
business at Sewell Cadillac/Saab in Grapevine. Our new car delivery needs have increased dramatically
since we originally opened the dealership therefore we need more space to better accommodate our
customers.
The benefit to Sewell Cadillac/Saab will be that it allows us to have more newly sold cars ready
for delivery to the customer, in a controlled environment where they will remain clean and ready for pick-
up.

This letter is to verify that your request for a conditional use permit to amend the previously
approved site plan of CU02-52 (Ord 02-98) for an automotive dealership with sales and
service of new and used vehicles and two pole signs, specifically to allow a 1,700 square

No Conditional Use Permit shall be valid for a period longer than one (1) year from the date
on which the City Council grants the Conditional Use, unless within such one (1) year
period: (1) a Building Permit is obtained and the erection or alteration of a structure is
started, or (2) an Occupancy Permit is obtained and a use commenced.

1. Please number the sheets in consecutive order, add case number
CU08-32, the case name and location to the signature block of each
sheet and provide a currently sealed set of plans.
2. The site and landscape plans must match including existing and all
of the previously approved changes such as: the relocated Cadillac
and Saab signs, the reconfigured vehicle display pad, and removal
of the two future pylon signs. Also show the minimum yard
requirements (building setbacks) as shown on the Amended Plat of
Lot 2R, Block 1, Wallcon Addition.
3. Please remove from the landscape and site plan the expansion/fire
lane and building expansion which is not included with the current
request and provide a dimension control site plan which indicates
the distance to the property lines for the proposed expansion.
4. Please add the following note to all sheets: Conditional use
request 0008-32 is a request to amend the previously approved
site plan of CU04-16, CU03-20 and CU02-52 (Ordinance 2002-98)
for an automotive dealership with sales and service of new and
used vehicles and a two pole signs, specifically to allow a 1,700
square foot expansion to the detail shop.
5. Please add the following adjacent zoning and land uses to the site
plan/landscape plan: north — "CC" Community Commercial (vacant),
east — "CC" Community Commercial" (Shell gasoline/restaurant),
south - State Highway 114, west — Minters Chapel Road (75 foot
right-of-way).
6. Please note the expansion will require sprinkling and a main gate
needs to be chosen for emergency access with an Opticom type
system installed on the chosen gate in addition to a key switch and
manual override device. All secondary gates/ security bars must
have Knox padlocks installed. Please contact Craig Reed at (817)
410-8100 concerning this requirement.
7. Please remove any clouding from the site plan which is not affected
by the current request.
8. Please label the following on the site plan: State Highway 114 access
road, customer parking, employee parking, display vehicle parking, and
the pylon signs adjacent to the Highway 114 access road.
9. Please provide the size and elevation of the existing pylon signs.

10. Please provide a site data chart that depicts the amount of required (i.e.
maximum and minimum requirements of the appropriate zoning district)
and the amount provided for the following categories: height of building,
total building area, total lot area, total open space (landscaped area), total
impervious area (paved area), total building and paved areas, total parking
spaces (display/inventory, customer, service and employee) calculation for
the percentage of existing and proposed masonry for all building
elevations and place those calculations on the respective building
elevation sheets.
11. The site data chart should include the number of parking spaces which will
be lost due to the proposed expansion.
12. Please provide within the site data table the proposed expansion square
footage of the detail shop.
13. The plumbing plan may be omitted from the revised site plan submittal.
14. Please provide a chart on the landscape plan sheet which details the
requirements found in Section 53 of the City of Grapevine Zoning
Ordinance regarding, interior, perimeter and non -vehicular open space
landscaping.
15. Please add the following notes the site plan: All requirements of the
Grapevine Soil Erosion Control Ordinance shall be met during the period
of construction and all on site electrical conductors associated with new
construction shall be located underground.
16. Please provide an internal traffic circulation plan and dimension a typical
parking space.
17. Please provide a brief letter which describes the purpose and the benefits
of the proposed changes to the site.
The above comments must be reflected in the revised submittal,
which is due by Tuesday, November 25th at 12:00 p.m. for the
December 16 joint public hearing. Please submit the revised
documents to the Department of Development Services at 200 South Main
Street.
The revised submittal shall include:
one (1) mylar of each sheet (minimum size 22" x 34")
one (1) colored version of landscape plan (without the text) of the
proposed improvements on 11" x 17" or a digital version of the same
two (2) folded blackline copies of each sheet, (minimum size 22" x 34")
forty (40) reduced sorted (collated sets) copies at 11" x 17" three hole
punched, stapled and z -folded (fold the right edge to the left edge
and then fold the right edge in half to form a z -fold).
