SUBJECT: APPROVAL OF A RESOLUTION FOR THE PURCHASE OF A
2013 INTERNATIONAL 7400 CHASSIS AND VACTOR BODY
THROUGH AN INTERLOCAL PARTICIPATION AGREEMENT
WITH THE LOCAL GOVERNMENT PURCHASING
COOPERATIVE (BUYBOARD)
RECOMMENDATION:
City Council to consider approval of a resolution for the purchase of a 2013 International
7400 chassis with vactor body from Southwest International Trucks, Inc. through an
Interlocal Participation Agreement with the Local Government Purchasing Cooperative
(Buyboard). The total cost of this purchase is not to exceed $394,152.00.
FUNDING SOURCE:
Funding for this purchase is currently available in account 200 -48910 -531 -1 (Capital
Equipment/ Machinery Purchase Fund/ Motor Vehicles) in the amount of $314,152.00
BACKGROUND:
This purchase will be made in accordance with an existing Interlocal Participation
Agreement with the Local Government Purchasing Cooperative (Buyboard) as allowed
by Texas Local Government Code, Section 271.102. Cooperative Purchasing Program.
Bids were taken by the Cooperative and a contract was awarded to Southwest
International Trucks, Inc. under contract number 358 -10. The Interlocal Participation
Agreement satisfies all bidding requirements under the Local Government Code.
This purchase is for one 2013 International 7400 Chassis and Vactor Body. This
equipment is critical in the daily maintenance of City sewer lines and lift stations. In order
to meet the Water Department requirements, the specification for the Jet/Vac Body with
combined debris tank met budget by specifying an International chassis under the
Buyboard contract. The Public Works Water Department received approval to purchase
this new International Truck Chassis and Vactor Jet/Vac in the Vehicle and Equipment
Replacement List for FY2012 on September 13, 2011.
Staff recommends approval.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS AUTHORIZING THE CITY MANAGER
OR THE CITY MANAGER'S DESIGNEE TO PURCHASE A
2013 INTERNATIONAL 7400 CHASSIS AND VACTOR BODY
THROUGH AN ESTABLISHED INTERLOCAL AGREEMENT
AND PROVIDING AN EFFECTIVE DATE
WHEREAS, the City of Grapevine, Texas is a local government in the State of
Texas and as such is empowered by the Texas Local Government Code, Section 271.102
to enter into a Cooperative Purchasing Program Agreement with other qualified entities iin
the State of Texas; and
WHEREAS, the Local Government Purchasing Cooperative (Buyboard) is a
qualified purchasing cooperative program as authorized by Section 271.102 of the Texas
Local Government Code; and
WHEREAS, the City of Grapevine, Texas has established an Interlocal Participation
Agreement with the Local Government Purchasing Cooperative (Buyboard) and wishes to
use established contracts meeting all State of Texas bidding requirements; and
WHEREAS, the Local Government Purchasing Cooperative (Buyboard) has
established a contract with Southwest International Trucks, Inc., contract #358 -10, for
vehicles and heavy duty trucks; and
WHEREAS, the City of Grapevine has a need to purchase a 2013 International
7400 Chassis and Vactor body.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated in the above preamble are true and correct and
are incorporated herein as if copied in their entirety.
Section 2. That the City Council of the City of Grapevine authorizes the purchase
of a 2013 International 7400 Chassis and Vactor body from Southwest International
Trucks, Inc. through an Interlocal Agreement with the Local Government Purchasing
Cooperative (Buyboard) for $314,152.00.
Section 3. That the City Manager, or his designee, is authorized to take all steps
necessary to consummate the purchase of said products and services.
Section 4. That this resolution shall take effect from and after the date of its
passage.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS on this the 20th day of December, 2011.
