MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL
FROM: BRUNO RUMBELOW, CITY MANAGER
MEETING DATE: DECEMBER 20, 2011
SUBJECT: APPROVAL FOR THE PURCHASE OF A WASHER/
EXTRACTOR/ DRYER AND AN UPGRADED HEATER FOR
EXISTING DRYER FOR THE FIRE DEPARTMENT
RECOMMENDATION:
City Council to consider approval for the purchase of a washer /extractor and dryer for
Fire Station #5 and an upgrade of a heater on an existing dryer for the Fire Station #4
from Casco Industries. The total cost of this purchase is not to exceed $21,250.00.
FUNDING SOURCE:
Funding for this purchase is currently available in account 325- 42281 - 210 -12 (Capital
Equipment/ Machinery Purchase Fund/ Fire/ FY2012 Capital Acquisitions) in the amount
of $21,250.00.
BACKGROUND:
The Texas Fire Commission adopted National Fire Protection Association Standard
1851 which mandates firefighting gear be washed at a minimum of once a year (whether
necessary or not) and as needed or as exposed to chemicals from firefighting operations
throughout the year.
On August 17, 2010 Council approved the purchase of a washer /extractor and dryer for
the Fire Department through a grant from the Department of Homeland Security
Assistance to Firefighters grant program. At that time, Casco Industries submitted the
lowest quotation that met all of the specification requirements. For this purchase, formal
bids and advertisements are not required because the purchase is under $50,000 and
there is not a grant associated with it.
This request is to approve the purchase of a washer /extractor and dryer for Fire Station
#5 from Casco Industries that will match the existing dryer and also to upgrade the
heater on the existing dryer at Fire Station #4. The purchase of the bunker gear
washer /extractor and dryer has allowed the fire department personnel to wash and dry
the gear reducing the time they are without their gear and at a cost savings to the City.
Staff recommends approval.
