CALL TO ORDER
1. City Attorney to conduct briefing of legal aspects of Building Board of
Appeals.
BRIEFING SESSION: Immediately Following the Workshop — Planning and Zoning
Commission Conference Room.
2. Building Board of Appeals to conduct a briefing session to discuss items
scheduled to be heard in the October 10, 2022 public hearing.
PUBLIC HEARING: Immediately Following the Briefing Session — City Council
Chambers

CITIZEN COMMENTS
7. Any person who is not scheduled on the agenda may address the
Commission under Citizen Comments or on any other agenda item by
completing a Citizen Appearance Request form with the staff. A member of
the public may address the Commission regarding an item on the agenda
either before or during the Commission's consideration of the item, upon
being recognized by the Chairman or upon the consent of the Commission.
In accordance with the Texas Open Meetings Act, the Commission is
restricted in discussing or taking action during Citizen Comments.
NEW BUSINESS
8. Building Board of Appeals to conduct a public hearing relative to Case
BBA22-03 for the consideration of the adoption of amendments to Chapter 11
of the Grapevine Code of Ordinances, Fire Protection and Prevention, the
2021 International Fire Code.
9. Building Board of Appeals to consider the 2023 Meeting Agenda Schedule,
and take any necessary action.
10. Building Board of Appeals to consider the minutes of the October 8, 2018
meeting and take any necessary action.

The Building Board of Appeals for the City of Grapevine, Texas, met on Monday
evening, October 10, 2022, at 6:00 P.M. in the Planning and Zoning Conference Room,
2nd Floor, 200 South Main Street, Grapevine, Texas, for a Dinner / Workshop and
Briefing Session with the following members present to wit:

Jerrold Sklar
Shea Kirkman
Denise Vianco
Gabe Griess
Robert Rainwater

Constituting a quorum. Also present was City Council Representative Leon Leal and

CALL TO ORDER:
Chairman Joe Lipscomb called the Workshop / Briefing Session of the Building Board
of Appeals to order at approximately 6:00 P.M.
1. Roll Call
2. Assistant City Attorney to conduct briefing of legal aspects of Building Board of
Appeals.
Assistant City Attorney, Matthew Butler briefed the Board of the legal aspects of
Building Board of Appeals.
BRIEFING SESSION: Immediately Following the Workshop — Planning and Zoning
Commission Conference Room.
3. Building Board of Appeals to conduct a briefing session to discuss items
scheduled to be heard in the October 10, 2022 public hearing.
Fire Marshal, Bryan Parker presented the recommendations of the 2021
International Fire Code Amendments including the 2021 International Building
Code, Section 406.27, relating to Electric Vehicle Charging Stations and
Systems for consideration to be forwarded to City Council.
ADJOURNMENT OF BRIEFING SESSION
With no further discussion, the meeting was adjourned at approximately 6:59 P.M.
PUBLIC HEARING: City Council Chambers.
Chairman Joe Lipscomb called the Public Hearing of the Building Board of Appeals to
order at approximately 7:05 P.M.

Connie Cook administered the Oath of Office to newly appointed Members,
Robert Rainwater and Gabe Griess.
6. Election of Officers
For office of Chairman, Jerrold Sklar nominated Joe Lipscomb. Robert Rainwater
seconded the motion which prevailed by the following vote:
Ayes: Sklar, Kirkman, Rainwater, Vianco, Griess, Kemp
Nays: None
Abstain: Lipscomb
Absent: None
Joe Lipscomb was re-elected as Chairman.
For office of Vice -Chairman, Shea Kirkman nominated Jerrold Sklar, Robert Rainwater
seconded the motion which prevailed by the following vote:
Ayes: Lipscomb, Kirkman, Rainwater, Vianco, Griess, Kemp
Nays: None
Abstain: Sklar
Absent: None
Jerrold Sklar was re-elected Vice -Chairman.

7. There was no one wishing to speak during citizen comments.
NEW BUSINESS
8. Building Board of Appeals to conduct a public hearing relative to Case BBA22-
03 for the consideration of the adoption of amendments to Chapter 11 of the
Grapevine Code of Ordinances, Fire Protection and Prevention, relating to the
adoption of the 2021 International Fire.
Fire Marshal Bryan Parker addressed the Board; he stated that they were requesting
the Board forward to City Council a recommendation for the adoption of amendments
to Chapter 11 of the Grapevine Code of Ordinances, Fire Protection and Prevention,
relating to the adoption of the 2021 International Fire Code including the 2021
International Building Code, Section 406.27, relating to Electric Vehicle Charging
Stations and Systems.
With no questions for Fire Marshal, Bryan Parker and no additional speakers, Gabe
Griess made a motion to close the public hearing. Jerrold Sklar seconded the motion
which prevailed by the following vote:
Ayes: Lipscomb, Sklar, Kirkman, Rainwater, Vianco, Griess, Kemp
Nays: None
Abstain: None
Absent: None
Gabe Griess made a motion to forward to the City Council a recommendation for the
adoption of amendments to Chapter 11 of the Grapevine Code of Ordinances, Fire
Protection and Prevention, relating to the adoption of the 2021 International Fire Code
including the 2021 International Building Code, Section 406.27, relating to Electric
Vehicle Charging Stations and Systems. Robert Rainwater seconded the motion, which
prevailed by the following vote:
Ayes: Lipscomb, Sklar, Kirkman, Rainwater, Vianco, Griess, Kemp
Nays: None
Abstain: None
Absent: None
9. Building Board of Appeals to consider the 2023 Meeting Agenda Schedule, and
take any necessary action.
Next the Building Board of Appeals considered the 2023 Meeting Agenda
Schedule.
Shea Kirkman made a motion to accept the 2023 Meeting Agenda Schedule. Robert
Rainwater seconded the motion which prevailed by the following vote:

Ayes: Lipscomb, Sklar, Kirkman, Rainwater, Vianco, Griess, Kemp
Nays: None
Abstain: None
Absent: None
10. Building Board of Appeals to consider the minutes of the October 8, 2018
meeting and take any necessary action.
Next the Building Board of Appeals to consider the minutes of the October 8,
2018 meeting.
Jerrold Sklar made a motion to accept the minutes of the October 8, 2018, Briefing
Session and Public Hearing. Shea Kirkman seconded the motion which prevailed by
the following vote:
Ayes: Lipscomb, Sklar, Kirkman, Rainwater, Vianco, Griess, Kemp
Nays: None
Abstain: None
Absent: None
ADJOURNMENT
With no further discussion, Robert Rainwater made a motion to adjourn. Shea Kirkman
seconded the motion, which prevailed by the following vote:
Ayes: Lipscomb, Sklar, Kirkman, Rainwater, Vianco, Griess, Kemp
Nays: None
Abstain: None
Absent: None
The meeting was adjourned at approximately 7:15 P.M.
