Dear Marium Zahir,
On behalf of the applicant, Morsco Supply, LLC, Bohler formally requests that the CUP/Site plan submittal
CU22-45 be withdrawn from consideration at this time and not be presented at the November 15, 2022
joint Planning & Zoning Commission and City Council public hearing agenda. The applicant is requesting
the withdrawal as the project-design team reconfigures operational design elements into the City
submittal package. The intent is to resubmit prior to the submittal deadline of 11/7 for consideration at
the December public hearing.

Because you are a property owner within 200 feet of the subject tract of land as
shown by the last City-approved tax rolls, you received this notice. If you cannot or
do not wish to attend the hearing, the attached form is provided for your
convenience. If owners of more than 20% of the property within 200 feet of the
subject tract object to the case, a 3/4 vote of the City Council is required to approve

Purpose of Request:
The public hearing is to consider an application submitted Morsco Supply, LLC for property

Park Addition. The applicant is requesting a conditional use permit specifically to allow
outdoor storage in conjunction with the development of a warehousing building for

5. Illuminated signage was included in the determination of the site illumination levels.

7. Proposed ground signage shall meet the minimum requirements of Section 60 of the
Zoning Ordinance and is contingent upon approval of a separate building permit with
Building Services.
8. All onsite electrical conductors associated with new construction shall be located
underground.
9. Uses shall conform in operation, location, and construction to the following
performance standards in Section 55 of the Zoning Ordinance: noise, smoke and
particulate matter, odorous matter, fire or explosive hazard material, toxic and noxious
matter, vibration, and/or other performance standards.
10. All requirements of the City of Grapevine soil erosion control ordinance shall be met
during the period of construction.

APPLICANT: Morsco Supply – Soy Thomas
PROPERTY LOCATION AND SIZE:
The subject property is located at 655 Westport
Parkway and proposed to be platted as Block A, Lot
1, Stone Myers Business District. The addition
contains approximately 1.929 acres and has
approximately 226 feet of frontage along Stone
Myers Parkway and approximately 196 feet of
frontage along Westport Parkway.
REQUESTED CONDITIONAL USE AND COMMENTS:
The applicant is requesting a conditional use permit to allow outdoor storage in conjunction
with a proposed 20,000 sq. ft. building.
The operator of Morsco Supply, intends to develop the subject 1.929-acre site and
construct a one-story, 32-foot tall, 20,000 sq. ft. building for warehousing of wholesale
building material. Morsco Supply’s use is classified as a warehousing within a completely
enclosed building in the City of Grapevine’s Zoning Ordinance, a use that are permitted by-
right in the “LI” Light Industrial District. The business will have materials stored onsite. The
placement of the business materials is considered outdoor storage and therefore,
Subsection 31.C.4 applies which requires approval of a conditional use permit, “Outside
storage in conjunction with permitted uses in Section 31.A. and conditional uses in Section
31.C., provided that such storage shall be screened in accordance with Section 50,
Alternates A or E.”

The business materials stored onsite will be fully screened from adjacent surrounding
properties to the north, south east and west with a six-foot wood screen fence. The on-site
materials will be located behind the proposed building. This area will feature two gates
across drive aisles with fully opaque gates and knox box equipment to allow for emergency
access.
Access to the site will be provided from the adjacent property to the west by an access
easement and by a proposed driveway on Stone Myers Parkway. Total required parking is
10 parking spaces; 20 parking spaces are provided.
PRESENT ZONING AND USE:
The property is currently zoned “LI” Light Industrial District and is undeveloped.
HISTORY OF TRACT AND SURROUNDING AREA:
The Stone property, including the subject site and sites to the north and west were not
zoned when it was a part of unincorporated Tarrant County. When the property was
annexed into the City on July 20, 1993 it was automatically zoned "R-20", Single Family
District.
• January 18, 2000, City Council approved zone change request Z99-10 (Ord. 2000-
03) to rezone the subject site from “R-20”, Single Family District to “BP,” Business
Park District.
• July 19, 2022, City Council approved zone change request Z22-03-10 (Ord. 2022-
049) to rezone the subject site from “BP,” Business Park District TO “LI”, Light
Industrial District.
SURROUNDING ZONING AND EXISTING LAND USE:
NORTH: “CC,” Community Commercial District – The Gatehouse
SOUTH: “LI,” Light Industrial District – Associated Aircraft Supply and
Pavestone
EAST: “LI,” Light Industrial District – Wiremasters
WEST: “CC,” Community Commercial District – Summit Climbing
AIRPORT IMPACT:
The subject tract is located within “Zone A” zone of minimal effect as defined on the
“Aircraft Sound Exposure: Dallas Fort Worth Regional Airport Environs” map. Few
activities will be affected by aircraft sounds in Zone A except for sound sensitive activities

such as auditoriums, churches, schools, hospitals, and theaters. The applicant’s proposal
is an appropriate use in this noise zone.
MASTER PLAN APPLICATION:
Map 2: Land Use Plan of the Comprehensive Master Plan designates the subject site as
Industrial/Commercial land use. The applicant’s request is compliant with the Master Plan.
THOROUGHFARE PLAN APPLICATION:
The City of Grapevine’s Thoroughfare Plan designates Westport Parkway as a Type D
Minor Arterial with a minimum 75-foot right-of-way developed as four lanes. Stone Myers
Parkway is designated as a Type D Minor Arterial with a minimum 75-foot right-of-way
developed as four lanes.

BACKGROUND:
Soy Thomas, on behalf of Morsco Supply, submitted a Conditional Use application for
property located at 3200 Stone Meyers Parkway to allow for outdoor storage in conjunction
with the development of a warehouse for wholesale building materials. At the October 18,
2022 meeting the applicant requested to table the request to the November 15 meeting to
allow for design changes. The applicant now requests to withdraw the request without
prejudice. The intent is to submit a new application with revised design elements for the
subject site. See the attached letter.
