see the north side of E. Wall Street’s future land use designation changed in the future from
Commercial (CO) to Low-Density Residential (RL); the “R-5.0”, Zero Lot Line District is not consistent
with the RL designation. Staff encourages the applicant to consider amending their rezoning
request to the “R-7.5”, Single-Family District and seek special exception approval from the Board of
Zoning Adjustment (BZA) for existing lot conditions that do not meet the “R-7.5” bulk, dimensional
and setback standards. Please let staff know by Wednesday, September 28 prior to notice of the
October 18 P&Z/Council public hearing items. Provide a letter detailing the requested rezone, it’s

PROPERTY LOCATION AND SIZE:
The subject property is addressed as 301 East Wall
Street and is proposed to be platted as Block 1, Lot
1, Kennimer Addition. The site contains
approximately 0.284 acre and has approximately 63
feet of frontage along East Wall Street.
REQUESTED ZONE CHANGE AND COMMENTS:
The applicant is requesting to rezone 0.284 acre from “HC,” Highway Commercial District
to “R-7.5,” Single-Family District to continue the use of the property as a single-family
residence and allow for future expansion. The existing 1,568 square foot single-family
residence was constructed in 1960.
If approved, this will be the first reading of an ordinance given the subject site requires
approval of a special exception and variance, due to the existing width of the property
and side yard setback adjacent to the east property line. These items will be heard before
the Board of Zoning Adjustments at their November 7, 2022 meeting. If approved by the
Board, the second reading will take place at Council’s November 15, 2022 meeting.

The property is currently zoned “HC,” Highway Commercial District and is developed with
a single-family residence, driveway and accessory structure. The property is also located
within the Historic Township Boundary.
HISTORY OF TRACT AND SURROUNDING AREA:
The subject and surrounding properties were zoned “C-2”, Community Business District
prior to the 1984 City-wide rezoning at which time the property as rezoned to “HC”,
Highway Commercial District.
SURROUNDING ZONING AND EXISTING LAND USE:
NORTH: “HC,” Highway Commercial District – undeveloped lot
SOUTH: “R-7.5,” Single-Family District – First Baptist Church of Grapevine

AIRPORT IMPACT:
The subject tract is located within “Zone A,” Zone of Minimal Effect as defined on the
"Aircraft Sound Exposure: Dallas/Fort Worth Regional Airport Environs" map. Few
activities will be affected by aircraft sounds in “Zone A” except for sound sensitive
activities such s auditoriums, churches, schools, hospitals, and theaters. The applicant’s
proposal is an appropriate use in this noise zone.
MASTER PLAN APPLICATION:
Map 2: Land Use Plan of the Comprehensive Master Plan designates the subject property
as Commercial (CO) land use. The request is not compliant with the Master Plan.
THOROUGHFARE PLAN APPLICATION:
East Wall Street is designated as a Type “F” Collector requiring 60 feet of right-of-way in
