the staff. Based on the size of the agenda, your application may be scheduled to a
later date.

Any changes to a site plan (no matter how minor or major) approved with a
conditional use or a special use permit can only be approved by city council
through the public hearing process.
Any application for a change in zoning or for an amendment to the zoning
ordinance shall have, from the date of submittal, a period of four months to
request and be scheduled on an agenda before the Planning and Zoning
Commission and City Council. If after said period of four months an application
has not been scheduled before the Commission and Council said application shall
be considered withdrawn, with forfeiture of all filing fees. The application, along
with the required filing fee may be resubmitted any time thereafter for
reconsideration. Delays in scheduling applications before the Planning and
Zoning Commission and City Council created by city staff shall not be considered
a part of the four month period.

On Tuesday evening, August 18, 2015 at 7:30 P.M. in the City Council Chambers, 2nd
Floor, 200 South Main Street, Grapevine, Texas, the City Council and Planning and Zoning
Commission of the City of Grapevine will hold a public hearing to consider the following
items:
CU15-29/SU15-03 — Round 1 — submitted by Round 1 for property located at 3000
Grapevine Mills Parkway and platted as Lot 1 R3, Block 1, Grapevine Mills. The applicant
is requesting a conditional use permit to amend the previously approved site plan for a
planned commercial center, specifically to allow the possession, storage, retail sales and
on -premise consumption of alcoholic beverages (mixed beverages, beer and wine) and a
special use permit to allow skill oriented games in excess of eight machines and eight
billiard tables in conjunction with a bowling alley entertainment complex. The property is
zoned "CC" Community Commercial District and is owned by Grapevine Mills Mall.
CU15-30 — A J's On Main — submitted by A J Gillinger for property located at 651 South
Main Street and platted as Lot 15R, Block 15, City of Grapevine. The applicant is
requesting a conditional use permit to amend the previously approved site plan with the
possession, storage, retail sales and on -premise consumption of alcoholic beverages
(mixed beverages, beer and wine), specifically to allow additional outside dining in
conjunction with a restaurant. The property is zoned "CBD" Central Business District and is
owned by A J Gillinger.
CU15-31 — Mesa Grill — submitted by Raul Reyes for property located at 1000 Texan Trail
#130 and platted as Lot 1, Block 1, Grapevine Corner. The applicant is requesting a
conditional use permit to amend the previously approved site plan with the possession,
storage, retail sale and on -premise consumption of alcoholic beverages (beer, wine and
mixed beverages) in conjunction with a restaurant, specifically to revise the floor plan, allow
outside dining and outdoor speakers. The property is zoned "CC" Community Commercial
District and is owned by Grapevine Station LLC.
CU15-33 — Bethel Center — submitted by Florida Bethel for property located at 1700 State
Highway 121 and platted as Lot 1, Block 1, Bethel Center. The applicant is requesting a
conditional use permit to amend the previously approved site plan for a planned
commercial center, specifically to subdivide the lot into two lots. The property is zoned "CC"
Community Commercial District and is owned by Florida Bethel.
CU15-34 — Gaylord Paradise Springs Pool Complex — submitted by RHP Property GT

LP for property located at 1000 Gaylord Trail and platted as Lot 1, Block 1, Opryland
Fourth Addition. The applicant is requesting a conditional use permit to amend the
previously approved site plan for a planned commercial center in conjunction with a hotel
convention center and pool/waterpark complex, with the possession, storage, retail sale
and on -premise consumption of alcoholic beverages (beer, wine and mixed beverages),
specifically to allow the addition of an additional pool, water slides, play structure, pool
deck and cabanas. The property is zoned "PCD" Planned Commerce Development District
and is owned by RHP Property GT LP.
CU15-35 — White Line Storage — submitted by Deotte, Inc. for property located at 2850
State Highway 121 and platted as Lot 2, Block 1, Northpoint Addition. The applicant is
requesting a conditional use permit to allow for the development of a 116,450 square foot
public storage facility and a 32 foot pole sign. The property is zoned "CC" Community
Commercial District and is owned by Weldon Jaynes.
CU15-36 — History Maker Homes — submitted by Bennett Benner Partners for property
located at 1038 Texan Trail and proposed to be platted as Lot 2A2, Block 2A, Grapevine
Station. The applicant is requesting a conditional use permit to amend the previously
approved site plan for a planned business park, specifically to allow for the development of
a 28,050 square foot office/showroom. The property is zoned "BP" Business Park District
and is owned by Irving Homes.
CU15-37 — Ferrari's — submitted by Accent Graphics for property located at 1200 William
D Tate Avenue and platted as Lot 3R, Block 1, Towne Center Addition. The applicant is
requesting a conditional use permit to amend the previously approved site plan to allow a
20 foot pole sign. The property is zoned "CC" Community Commercial District and is
owned by Secchi Brothers.
After all parties have been given an opportunity to speak, the public hearing will be closed
and the Commission and the City Council will deliberate the pending matters. Please

Dear Mr. Stombaugh:
The undersigned are Co -Trustees of the Rebecca Abigail Rapoport 1959 Trust and the Emily
Palmer Rapoport 1959 Trust (the "Trusts"). This letter is sent regarding the Joint Public Hearing of
the Grapevine City Council & Planning and Zoning Commission to be held on June 16, 2015. The
Trusts own approximately 12 acres of land being a portion of Lot 1, Block 1, Northpoint Addition of
the City of Grapevine, which is adjacent to the proposed mini -storage warehouse project referred to
as White Line Storage (the "Storage Project"). Please see Exhibit A attached.
We object to the use proposed by the Storage Project, because it will have a substantial adverse
effect upon Trust property. The proposed conditional use will be constructed and arranged to
dominate the immediate vicinity= and interfere with the development and use of neighboring property.
The subject property has high visibility and will soon have improved access.
This property is one of the most prominent and visible gateways into Grapevine. This area,
while largely undeveloped at this time, possesses great potential. We feel the proposed use does
nothing to stimulate and attract projects to any of the adjacent undeveloped tracts. We envision, and
are working toward securing, regional retail and/or light industrial showroom/retail users for the Trust
property: We expect that the proposed mini -storage use would not be classified as either regional retail
or a light industrial showroom use and would likely discourage development of regional retail at this
location. We would hope that the planning and zoning commission and the City Council would look
to approve an initial use that would set an appropriate tone for future projects in this area.
The Trustees will be unable to attend the Joint Public Hearing. We have asked Mr. Bill
Martinelli, the real estate broker representing the Trusts, to attend the meeting as representative of the
Trusts. Bill is authorized to speak on behalf of the Trusts regarding this matter.

PROPERTY LOCATION AND SIZE:
The subject property is located at 2850 State
Highway 121 North, and is platted as Lot 2, Block 1,
Northpoint. The subject property contains 3.69 acres
and has approximately 591 feet of frontage along
State Highway 121 North.
REQUESTED CONDITIONAL USE AND COMMENTS:
The applicant is requesting a conditional use permit to allow for a two phase 116,450
square feet mini -warehouse facility and a 32 -foot pole sign.
At the request of the applicant, during the May 19, 2015 public hearing, the City Council
tabled the request to the June 16, 2015 hearing to allow the applicant additional time to
make changes to the site plan and elevations. The City Council, at the request of the
applicant, voted to withdraw the request without prejudice at the June 16, 2015 meeting.
With this request the applicant intends to develop a mini -warehouse facility on the subject
3.69 acre site with the first phase consisting of an 89,900 square foot, two story mini -
warehouse facility. A second phase calls for two, single -story mini -warehouse structures.
Access to the subject site is from the frontage road of State Highway 121 North. A 32 -foot,

PRESENT ZONING AND USE:
The property is currently zoned "CC" Community Commercial District and is undeveloped.
HISTORY OF TRACT AND SURROUNDING AREA:
The subject property and surrounding areas were rezoned in the 1984 City Rezoning from
1-1" Light Industrial District to "PID" Planned Industrial Development District. At the March
20, 2001 meeting the City Council approved zone change request Z01-02 (Ord. 2001-19)
from "PID" Planned Industrial Development District to "BP" Business Park District. At the
January 15, 2008 meeting the City Council approved zone change request Z07-15 (Ord.
2008-02) and Conditional use Permit CU07-39 (Ord.2008-02) for a planned commercial
center for a retail shopping center which never developed. At the February 17, 2009
meeting the City Council approved a one year extension to CU07-39.
On the site to the south Conditional Use Permit CU93-07 was approved on July 20, 1993
for a church in a Planned Industrial District under the standard development option with
deed restrictions. Construction on the project did not occur within the allotted time frame
and the conditional use permit expired. The site was rezoned (Z96-13) in June 1996 to
"CC" Community Commercial District as directed by Council. The GE Computer Services
property to the south was rezoned from 1-1" Light Industrial District to "LI" Light Industrial
District in the 1984 City Rezoning. Council approved special use request SU96-14
(Ordinance 96-103) at the December 17, 1996 joint public hearing allowing the Fellowship
of Las Colinas to develop a church with a height of 60.5 feet, exceeding the 50 foot
maximum height allowed in the "CC" Community Commercial District. The site was later
revised (SU97-08; Ordinance 97-109) to include an 87,300 square foot Phase 2, Children's
Education Center and to increase the number of fixed auditorium seating by 1,255 seats
for a total of 4,092 seats. At the February 17, 1998 meeting, Council approved (SU98-01) a
revision to the site plan allowing for an approximate 26,500 square foot temporary building
to be utilized as the church's preschool structure. This addition of a temporary building to
the site plan was approved with the stipulation that it would be removed within four years of
the issuance of a certificate of occupancy for the structure. Special Use Permit S000-01
was approved by Council at their January 16, 2001 meeting and allowed for a revision to
the previously approved creative communications building and the addition of an
atrium/food court. The Site Plan Review Committee, at their June 20, 2001 meeting
approved a slight amendment to the site plan associated with the Fellowship Church
specifically reducing the size of the Creative Communications building from 155,972
square feet to 144,100 square feet. Council approved at the May 21, 2002 meeting a
revision of the site plan for the Fellowship Church (SU02-02) specifically allowing a
modification to the west exterior elevation, the landscaping in the bookstore courtyard area
and allowing the addition of six flagpoles near the main entrance to the site. At the
December 12, 2002 meeting City Council approved SU02-05 (Ord. 2002-96) to eliminate

the four year time limit on the existing preschool building and allow for its permanent use
and to allow for the addition of another preschool building.
The Grapevine Mills property was rezoned from "HCO" Hotel Corporate Office to "CC"
Community Commercial (Z95-13) and received an initial conditional use permit (CU95-36)
for a planned commercial center in excess of 1,000,000 square feet of gross leasable area.
SURROUNDING ZONING AND EXISTING LAND USE:
NORTH: "CC" Community Commercial District - vacant
SOUTH: "CC" Community Commercial District — Fellowship Church
EAST: "CC" Community Commercial District and City of Coppell — vacant
WEST: "CC" Community Commercial District — Cracker Barrel Restaurant and
Grapevine Mills Mall
The subject tract is located within "Zone B" Middle Zone of Effect as defined on the
"Aircraft Sound Exposure: Dallas/Fort Worth Regional Airport Environs" map. In Zone B,
the following uses may be considered only if sound treatment is included in building design:
multi family apartments, motels, office buildings, movie theaters, restaurants, personal and
business services. Single Family residential and sound sensitive uses such as schools and
churches should avoid this zone. The applicant's proposal is an appropriate use in this
noise zone.
MASTER PLAN APPLICATION:
The Master Plan designates the subject property as a commercial land use. The proposed
development is in compliance with the Master Plan.

No Conditional Use Permit shall be valid for a period longer than one (1) year from the date on
which the City Council grants the Conditional Use, unless within such one (1) year period: (1) a
Building Permit is obtained and the erection or alteration of a structure is started, or (2) an
Occupancy Permit is obtained and a use commenced.
The City Council may grant one additional extension not exceeding one (1) year, upon written
application, without notice or hearing. No additional extension shall be granted without complying
with the notice and hearing requirements for an initial application for a Conditional Use Permit.

Use for Lot 2 Block 1 of Northpoint Addition for use of the property public storage.
White Line Storage is a climate -controlled personal storage facility. The project is
intended to be constructed in two phases, with the largest of the three buildings being
constructed with phase 1. The buildings have been designed to fit well with commercial
and retail uses in terms of materials and quality of building design. The facility will be a
well lit, secured facility with access controlled entry and monitored exit keypads.
Surveillance cameras will be installed throughout the premises and motion activated
doors at the loading areas to the building lobbies.
We believe that the allowance of this conditional use will not cause substantial harm to
the value, use, or enjoyment of other property nearby. We further believe that this
project will add value by bringing more visibility to the area.

I respectfully request to table our Conditional Use Application for Lot 2, Block 1 Northpoint
Addition for White Line Storage from the August 18, 2015 Public hearing.
There have been extensive changes made to the project since its original submission in April of
this year. The previous project was withdrawn when it was determined that the development
needed further improvements to the primary structure including the removal of external doors
and upgrading the fagade to 100% masonry. These changes made have a material effect on
the operation and business plan for the project which was not clear until information was
recently provided by the design build contractor.
The primary reason for this request is that we want to be absolutely certain, if approved, that the
project being presented is indeed financially viable with the significant changes included.
I understand the difficulty and challenges created by tabling or withdrawing the case, and do not
wish to intentionally make the process unnecessarily difficult. However, I have a responsibility
to ensure that the project is feasible as presented. I sincerely appreciate your consideration of
this request.
