Main Street, Grapevine, 'IX 76051 Re: Objection to Proposed Use: White L rte Storage Dear Mr. Stombaugh: The undersigned are Co -Trustees of the Rebecca Abigail Rapoport 1959 Trust and the Emily Palmer Rapoport 1959 Trust (the "Trusts"). This letter is sent regarding the Joint Public Hearing of the Grapevine City Council & Planning and Zoning Commission to be held on June 16, 2015. The Trusts own approximately 12 acres of land being a portion of Lot 1, Block 1, Northpoint Addition of the City of Grapevine, which is adjacent to the proposed mini -storage warehouse project referred to as White Line Storage (the "Storage Project"). Please see Exhibit A attached. We object to the use proposed by the Storage Project, because it will have a substantial adverse effect upon Trust property. The proposed conditional use will be constructed and arranged to dominate the immediate vicinity= and interfere with the development and use of neighboring property. The subject property has high visibility and will soon have improved access. This property is one of the most prominent and visible gateways into Grapevine. This area, while largely undeveloped at this time, possesses great potential. We feel the proposed use does nothing to stimulate and attract projects to any of the adjacent undeveloped tracts. We envision, and are working toward securing, regional retail and/or light industrial showroom/retail users for the Trust property: We expect that the proposed mini -storage use would not be classified as either regional retail or a light industrial showroom use and would likely discourage development of regional retail at this location. We would hope that the planning and zoning commission and the City Council would look to approve an initial use that would set an appropriate tone for future projects in this area. The Trustees will be unable to attend the Joint Public Hearing. The subject property contains 3.69 acres and has approximately 591 feet of frontage along State Highway 121 North. REQUESTED CONDITIONAL USE AND COMMENTS: The applicant is requesting a conditional use permit to allow for a two phase 116,450 square feet mini -warehouse facility and a 32 -foot pole sign. At the request of the applicant, during the May 19, 2015 public hearing, the City Council tabled the request to the June 16, 2015 hearing to allow the applicant additional time to make changes to the site plan and elevations. The City Council, at the request of the applicant, voted to withdraw the request without prejudice at the June 16, 2015 meeting. With this request the applicant intends to develop a mini -warehouse facility on the subject 3.69 acre site with the first phase consisting of an 89,900 square foot, two story mini - warehouse facility. A second phase calls for two, single -story mini -warehouse structures. Access to the subject site is from the frontage road of State Highway 121 North. A 32 -foot, 0:\ZCU\CU15-35.4 1 August 12, 2015 (3:16PM) road.80 square foot pole sign is proposed adjacent to the northbound State Highway 12'. service PRESENT ZONING AND USE: The property is currently zoned "CC" Community Commercial District and is undeveloped. HISTORY OF TRACT AND SURROUNDING AREA: The subject property and surrounding areas were rezoned in the 1984 City Rezoning from 1-1" Light Industrial District to "PID" Planned Industrial Development District. At the March 20, 2001 meeting the City Council approved zone change request Z01-02 (Ord. 2001-19) from "PID" Planned Industrial Development District to "BP" Business Park District. At the January 15, 2008 meeting the City Council approved zone change request Z07-15 (Ord. 2008-02) and Conditional use Permit CU07-39 (Ord.2008-02) for a planned commercial center for a retail shopping center which never developed. At the February 17, 2009 meeting the City Council approved a one year extension to CU07-39. On the site to the south Conditional Use Permit CU93-07 was approved on July 20, 1993 for a church in a Planned Industrial District under the standard development option with deed restrictions. Construction on the project did not occur within the allotted time frame and the conditional use permit expired. The site was rezoned (Z96-13) in June 1996 to "CC" Community Commercial District as directed by Council. The GE Computer Services property to the south was rezoned from 1-1" Light Industrial District to "LI" Light Industrial District in the 1984 City Rezoning. Council approved special use request SU96-14 (Ordinance 96-103) at the December 17, 1996 joint public hearing allowing the Fellowship of Las Colinas to develop a church with a height of 60.5 feet, exceeding the 50 foot maximum height allowed in the "CC" Community Commercial District. The site was later revised (SU97-08; Ordinance 97-109) to include an 87,300 square foot Phase 2, Children's Education Center and to increase the number of fixed auditorium seating by 1,255 seats for a total of 4,092 seats. At the February 17, 1998 meeting, Council approved (SU98-01) a revision to the site plan allowing for an approximate 26,500 square foot temporary building to be utilized as the church's preschool structure. This addition of a temporary building to the site plan was approved with the stipulation that it would be removed within four years of the issuance of a certificate of occupancy for the structure. Special Use Permit S000-01 was approved by Council at their January 16, 2001 meeting and allowed for a revision to the previously approved creative communications building and the addition of an atrium/food court. The Site Plan Review Committee, at their June 20, 2001 meeting approved a slight amendment to the site plan associated with the Fellowship Church specifically reducing the size of the Creative Communications building from 155,972 square feet to 144,100 square feet. Council approved at the May 21, 2002 meeting a revision of the site plan for the Fellowship Church (SU02-02) specifically allowing a modification to the west exterior elevation, the landscaping in the bookstore courtyard area and allowing the addition of six flagpoles near the main entrance to the site. At the December 12, 2002 meeting City Council approved SU02-05 (Ord. 2002-96) to eliminate 0:\ZCU\CU15-35.4 2 August 10, 2015 (4:57AM) the four year time limit on the existing preschool building and allow for its permanent use and to allow for the addition of another preschool building. The Grapevine Mills property was rezoned from "HCO" Hotel Corporate Office to "CC" Community Commercial (Z95-13) and received an initial conditional use permit (CU95-36) for a planned commercial center in excess of 1,000,000 square feet of gross leasable area.
