SUBJECT: PURCHASE OF A 20-INCH RAW WATER PIPE INSPECTION
RECOMMENDATION: City Council to consider approval for the purchase of a 20-inch raw water
pipe inspection from Construction Product Marketing, LLC for the Public
Works Department.
FUNDING SOURCE: Funds are available in the Utility Enterprise Fund for a total amount not to
exceed $200,500.
BACKGROUND: This purchase is for the service of assessment and inspecting
approximately 4300 linear feet of 20 inch diameter steel bar -wrapped pipe
that provides raw water to the Water Treatment Plant. This line was
installed in 1984 and is the sole feed to the water plant. The proposed
assessment inserts a device that is run through the pipeline and will
detect areas of weakness to gauge the remaining life of the line. The
intent is identify areas to repair in order to avoid replacement of the entire
line, which is estimated to cost $5 million.
This purchase will be made in accordance with an existing interlocal
agreement with the Region VIII Education Service Center known as The
Interlocal Purchasing System (TIPS) in Texas as allowed by Texas Local
Government Code, Chapter 271 and Texas Government Code, Chapter
791.
Bids were taken by the cooperative and contracts were awarded to
Construction Product Marketing, LLC. The Public Works and Purchasing
staff reviewed the contract for departmental specification compliance and
pricing and determined that the contract would provide the best product
and pricing for meeting the needs of the City.
Staff recommends approval.
