City Council to conduct a workshop relative to the 2013 -2014 budget and take any
necessary action.

Mayor Tate called the workshop to order at 6:35 p.m.

City Manager Bruno Rumbelow noted that the proposed Fiscal Year 2014 budget
continues to reflect the Council's priorities and represents the City's continued commitment
to meeting the objectives necessary to achieve the City's goals. He stated the proposed
budget was developed utilizing a proposed tax rate of $0.3425 and maintains a 20% fund
balance.
The FY2014 budget includes a proposed reduction in the ad valorem tax rate from
$0.345695 to $0.3425 per $100 valuation. He noted the proposed budget includes four
additional full-time positions, additional part-time staffing that equates to 2.99 full-time
equivalents (FTE), and the reclassification of one part-time position to full time. The total
increase represents 7.39 FTE. The budget proposal includes a recommended 3% merit
increase for general employees and a 5% step increase for public safety employees.
Administrative Services Director John McGrane reviewed the FY2014 budget proposal for
the following: General Fund, Convention & Visitors Bureau Fund, Stormwater Drainage
Fund, Crime Control and Prevention District Fund, Lake Parks Fund, 4B Economic
Development Fund, Debt Service Fund, Utility Enterprise Fund, Lake Enterprise (Golf)
Fund, PCMF/PSMF Fund, Quality of Life Fund and Capital Equipment Acquisitions Fund.

Administrative Services Director McGrane noted that the fund balances for the following
funds meet or exceed their fund balance requirements: General Fund, CVB, SDUS, Debt
Service and Utility. The CCPD, Lake Parks, 413, Court Technology, Capital/Street
Maintenance and Quality of Life funds have revenues that match or exceed expenditures.
The proposed budget incorporates cash funding for Permanent Capital Maintenance and
Permanent Street Maintenance, vehicle replacement, technology upgrades and capital
equipment.
The projected General Fund transfer to the Quality of Life Fund for FY2014 is
$3,000,000.00 with funding proposed for projects totaling $2,854,057.00. The FY2013-14
Quality of Life Fund proposed project list was reviewed.
Council expressed their appreciation to Staff for their work on the proposed FY2014
budget. There was no formal action taken by the City Council.

adjourn the workshop at 7:32 p.m. The motion prevailed by the following vote:

The second public hearing on the proposal to adopt an ad valorem tax rate of
$0.3425 per $100 valuation will be conducted on Tuesday, September 3, 2013 at
7:30 p.m. in the City Council Chambers, Second Floor, 200 South Main Street,
Grapevine, Texas 76051.

Mayor Tate called the special meeting to order at 7:37 p.m.
ITEM 1. CITIZEN COMMENTS
There were no Citizen Comments.
Mayor Tate declared the public hearing open.
Administrative Services Director John McGrane stated this was the first of two public
hearings being conducted to receive public comments on the proposal to adopt an ad
valorem tax rate of $0.3425 per $100 valuation which will be considered at the
September 10, 2013 Noon City Council meeting. The public hearings are required under
State law when the proposed tax rate goes over the effective rate.
Mayor Tate invited guests present to comment regarding the ad valorem tax rate proposal.
No one wished to speak and there was no correspondence to report. Mayor Tate then
announced the scheduling of a second public hearing to be conducted during the regular
City Council meeting on Tuesday, September 3, 2013 at 7:30 p.m. in the City Council
Chambers, Second Floor, 200 South Main Street, Grapevine, Texas 76051.

Council Member Freed, seconded by Council Member Coy, offered a motion to close the
public hearing. The motion prevailed by the following vote:
Ayes: Tate, Wilbanks, Spencer, Stewart, Freed, Lease & Coy
Nays: None
ADJOURNMENT
Council Member Lease, seconded by Mayor Pro Tern Wilbanks, offered a motion to
adjourn the special meeting at 7:39 p.m. The motion prevailed by the following vote:
Ayes: Tate, Wilbanks, Spencer, Stewart, Freed, Lease & Coy
Nays: None
