HomeMy WebLinkAboutItem 15 - Green Ribbon ProjectMEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: OCTOBER 18, 2022 SUBJECT: AWARD OF BID FOR STATE HIGHWAY 26/STATE HIGHWAY 121 LANDSCAPE ENHANCEMENTS PHASE VI AND VII AND ADOPT AN APPROPRIATION ORDINANCE RECOMMENDATION: City Council to consider the award of RFB 512-2022 for State Highways 26/SH121 Landscape Enhancements Phase VI and VII to Central North Construction, LLC for the Parks and Recreation Department and adopt an appropriation ordinance. FUNDING SOURCE: Upon approval of the attached appropriation ordinance, $1,900,000 will be available in the Grants fund. BACKGROUND: Phases I, II, III, IV and V of the Connector landscaping project are complete which creates approximately 2.8 miles of welcoming corridors into our community along State Highway 114, State Highway 121 and State Highway 360 and Farm to Market Road 2499. Phase VI and VII is located along State Highway 26 from Texan Trail to the State Highway 121 frontage road, a distance of 2.3 miles. This phase will enhance the entertainment district that includes Gaylord, Great Wolf Lodge and Grapevine Mills as well as strengthen Grapevine's streetscape identity within this important corridor by the use of landscape elements (flowering shrubs, ornamental grasses, and trees), irrigation, and planter pots at key points along the medians. The total cost of this phase is $1,900,000 of which Texas Department of Transportation (TxDOT) will provide funding in the amount of $700,000 through the Green Ribbon Program. Additional funding of $250,000 will be provided through the Governor Community Achievement Award plus $150,000 from the City's Tree Mitigation fund. The remaining balance of $800,000 will come from the Grants fund. The City of Grapevine has received approval for all seven phases. These projects are funded by the Federal Highway Administration (FHWA) and TxDOT Green Ribbon program. The Green Ribbon program provides no allowances for cost overruns; therefore, the City will cover any cost overruns that may arise. Bids were taken in accordance with Local Government Code Chapter 252, Subchapter B, Section 252.021 (a) and Section 252.041 (a). The bid was advertised in the Fort Worth Star -Telegram on June 29 and July 6, 2022. It was also posted on the Texas Electronic State Business Daily. There were 1087 vendors electronically notified of the bid through the eBid system. There were 11 vendors who viewed the bid and two submitted bids. The bids were opened publicly on July 28, 2022 at 2 pm. Based on the evaluation by Purchasing and the PARD staff, Central North Construction, LLC. is the lowest responsible and responsive bid. TxDOT concurs with this evaluation. Staff recommends approval. CS/LW ORDINANCE NO. 2022-069 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS APPROPRIATING $800,000 IN CAPITAL PROJECTS GENERAL FACILITIES FUND AND $150,000 IN THE SPECIAL REVENUE FUND; TRANSFERRING $800,000 FROM THE CAPITAL PROJECTS GENERAL FACILITIES FUND AND $150,000 FROM THE SPECIAL REVENUE FUND TO THE GRANTS FUND; INCREASE ESTIMATED RECEIPTS IN THE GRANTS FUND IN THE AMOUNT OF $950,000; AND APPROPRIATING $1,900,000.00 IN THE GRANTS FUND FOR THE STATE HIGHWAYS 26/121 LANDSCAPE ENHANCEMENTS PHASE VI AND VII PROJECT AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City Council of Grapevine desires to make landscape improvements along State Highway 26 from Texan Trail to the State Highway 121 frontage road terminating at the Farm to Market Road 2499 overpass; and WHEREAS, funding for this project has reimbursable portion through the approved Local Advance Funding Agreement with the Texas Department of Transportation; and WHEREAS, the City's portion of the project will come from the Capital Projects General Facilities Fund and Special Revenue Fund; and WHEREAS, the remaining funding of the project will be provided by the Texas Department of Transportation (TxDOT) and the Governor Community Achievement Award; and WHEREAS, approval of this ordinance will make funds available for the total State Highways 26/121 Phase VI and VI project in the amount of $1,900,000.00 in the Grants Fund; and WHEREAS, all constitutional and statutory prerequisites for the approval of the ordinance have been met, including but not limited to the Open Meetings Act; and WHEREAS, the City Council deems the adoption of this ordinance is in the best interests of the health, safety, and welfare of the public. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated herein above are true and correct and are incorporated herein by reference as if copied in their entirety. Section 2. That the City Council hereby appropriates $800,000 in the Capital Projects General Facilities Fund and $150,000 in the Special Revenue Fund. Section 3. That the City Council transfers $800,000 from the Capital Projects General Facilities and $150,000 from the Special Revenue Fund to the Grants Fund. Section 4. That the City Council increase estimated receipts in the Grants Fund in the amount of $950,000. Section 5. That the City Council appropriates $1,900,000.00 in the Grants Fund for the State Highways 26/121 Landscape Enhancements Phase VI & VII Project. Section 6. That this ordinance shall take effect immediately upon passage by the City Council of the City of Grapevine pending concurrence from the Texas Department of Transportation. Section 7. The fact that the present ordinances and regulations of the City of Grapevine, Texas are inadequate to properly safeguard the health, safety, morals, peace and general welfare of the public creates an emergency which requires that this ordinance become effective from and after the date of its passage, and it is accordingly so ordained.
