HomeMy WebLinkAboutItem 16 - Green Ribbon ProjectMEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: OCTOBER 18, 2022 SUBJECT: LANDSCAPE MAINTENANCE AGREEMENT FOR STATE HIGHWAY 26/STATE HIGHWAY 121 LANDSCAPE ENHANCEMENTS PHASE VI AND VII RECOMMENDATION: City Council to consider adopting a resolution approving the Landscape Maintenance Agreement with Texas Department of Transportation (TxDOT) for maintenance of landscape improvements for State Highways 26/121 Green Ribbon Project - Phase VI and VII. FUNDING SOURCE: Approval of the agreement will have no affect on City funds at this time. BACKGROUND: A Municipal Maintenance Agreement between the City of Grapevine and TxDOT was adopted by Resolution No. 2017-019 on February 7, 2017 and the agreement specifies that the State will assist the City in the maintenance and operation of State Highways within and through the City. The City of Grapevine was awarded funding from the TxDOT Green Ribbon Program of $700,000 towards landscape improvements along State Highway 26 from Texan Trail to Grapevine Mills Mall. These improvements include trees, shrubs, grasses, irrigation systems and decorative planters. The Landscape Maintenance Agreement formally establishes a long-term commitment by the City of Grapevine to maintain these landscape improvements of State Highways 26/121 Green Ribbon Project - Phase VI and VII. Consideration is dependent upon City Council approving the appropriation of funds for SH 26/121 Green Ribbon Project - Phase VI and VII. Staff recommends approval. CS/KN RESOLUTION NO. 2022-015 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS APPROVING THE LANDSCAPE MAINTENANCE AGREEMENT WITH THE TEXAS DEPARTMENT OF TRANSPORTATION (TXDOT) FOR MAINTENANCE OF LANDSCAPE IMPROVEMENTS FOR THE STATE HIGHWAYS 26/121 GREEN RIBBON PROJECT - PHASE VI AND VII, AND PROVIDING AN EFFECTIVE DATE WHEREAS, a Municipal Maintenance Agreement between the City of Grapevine and TxDOT, (The State) was adopted by Resolution No. 2017-019 on February 7, 2017 and the agreement states that the State will assist the City in the maintenance and operation of State Highways within and through the City; and WHEREAS, the City of Grapevine was awarded funding from the TxDOT Green Ribbon Program of $700,000 towards landscape improvements along State Highway 26 from Texan Trail to Grapevine Mills Mall; and WHEREAS, the City Council is dedicated to the long-term maintenance of the landscape improvements; and WHEREAS, all constitutional and statutory prerequisites for the approval of this resolution have been met, including but not limited to the Open Meetings Act; and WHEREAS, the City Council deems the adoption of this resolution to be in the best interests of the health, safety, and welfare of the public. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated hereinabove are found to be true and correct and are incorporated herein by reference as if copied in their entirety. Section 2. That the City Council of the City of Grapevine approves entering into this Landscape Maintenance Agreement of landscape improvements of State Highway 26 Green Ribbon Project — Phase VI and VI I in the City of Grapevine. Section 3. That this resolution shall take effect from and after the date of its passage.
