The next step in our pay plan upgrade strategy will be to include funding for a cost of
living pay scale adjustment and merit and step plan adjustments in the FY07 budget in
order to maintain a competitive position at the 50th percentile of the market. In addition,
existing non -probationary employee anniversary dates will be moved to October 1st with
the implementation of the FY07 budget.

ORDINANCE NO.
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS, AMENDING THE ADOPTED
BUDGET FOR THE CITY OF GRAPEVINE, TEXAS, FOR
THE FISCAL YEAR BEGINNING OCTOBER 1, 2005 AND
ENDING SEPTEMBER 30, 2006 WHICH WAS ADOPTED
BY ORDINANCE NO. 2005-70, BY ADOPTING A NEW
EMPLOYEE PAY PLAN; DECLARING AN EMERGENCY;
AND PROVIDING AN EFFECTIVE DATE
WHEREAS, the City Council of the City of Grapevine, Texas, ("City Council")
adopted the 2005-2006 Budget on September 13, 2005 (the "Budget"); and
WHEREAS, the City Council desires to amend the Budget by adopting a new
employee pay plan to go in effect on September 3, 2006 (the "New Pay Plan"), attached
hereto as Exhibit "A"; and, appropriating funds to pay added costs.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That the above findings are true and correct and are hereby
incorporated into this ordinance.
Section 2. That Ordinance No. 2005-70 is hereby amended to approve the
New Pay Plan that will go into effect on September 3, 2006.
Section 3. That sufficient funds are appropriated in all City operating funds to
pay the additional costs associated with implementation of the new pay plan for the
period September 3, 2006 through September 30, 2006.
Section 4. That all remaining provisions of Ordinance No. 2005-70 not hereby
amended shall remain in full force and effect.
Section 5. The fact that the present ordinances and regulations of the City of
Grapevine, Texas, are inadequate to properly safeguard the health, safety, morals,
peace, and general welfare of the public creates an emergency which requires that this
ordinance become effective from and after the date of its passage, and it is accordingly
so ordained.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, on this the 18th day of July, 2006.

Regular part-time and part-time employees receive pay plan adjustments on 1011 and anniversary date increases as approved by the City Council. Casual and temporary employees receive
Council -approved pay plan adjustments on 10/1.
Temporary employees who return for the following year will receive the same percentage increase upon return to the City that other merit plan employees received for their merit increase
during the Fiscal year.
Employees hired to work on a grant will be paid at the rate specified by the grant.

Casual and temporary employees receive Council -approved pay plan adjustments on 10/1.
For temporary jobs, applicants who have a comparable amount of previous experience performing the essential functions of a job may be hired above the
minimum of the range/step. For example, to be placed at "2nd year" pay, a Water Safety Instructor applicant would have to have completed 4 sessions in a
previous season.
Temporary employees who return for the following year will receive the same percentage increase upon return to the City that other merit plan employees
received for their merit increase during the fiscal year.
Employees hired to work on a grant will be paid at the rate specified by the grant.
Hourly rate of $6.45 will be paid to water safety instructors when not performing duties directly related to instructing (Le., employee training, orientation, pre
season work, etc.)
