SUBJECT: A RESOLUTION CREATING A CRIME CONTROL. AND
PREVENTION DISTRICT
RECOMMENDATION:
City Council to consider a resolution creating a Crime Control and Prevention District for
the City of Grapevine, Texas.
FUNDING SOURCE:
;Special purpose sales tax.
BACKGROUND:
This item is placed on your agenda in 'order to begin the process of calling a ;special
election to establish a Crime Control and Prevention District in Grapevine, The first step
in the process is for the City Council to approve a resolution which expresses an intent to
propose the district to our voters and which appoints a temporary board of directors of the
district.
Mate statute requires a seven member board for the district, all of whom must reside in the
district. The statute provides that the City;Council may appoint any individuals they choose
which live in the district or that they may appoint themselves as the temporary board, This
resolution has been prepared with the direction that Council desires to appoint themselves
as a temporary board. Following the successful election, Council may choose to continue
as a permanent board or appoint other members.
Following Council's approval of this resolution, several other steps are necessary prior to
calling the election. In brief, those are:
• The board must meet to elect officers and formulate a two year Crime Control Plan
and Budget Plan.
■ The budget must include the proposed tax rate (sales tax) for the district and
proposed projects for the use of the tax.
• A public hearing on the proposed plan and budget must be held.
• The proposed plan and budget must be approved by the board.
■ The board calls the election to be held November 7, 2006.
A detailed schedule for the above is attached.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, CREATING A CRIME CONTROL AND
PREVENTION DISTRICT BY A MUNICIPALITY LOCATED
WITHIN A COUNTY WITH A POPULATION OF MORE THAN
5,000 AND PROVIDING AN EFFECTIVE DATE
WHEREAS, Chapter 363 of the Texas Local Government Code (the "Code")
provides for the creation of a Crime Control and Prevention District by a municipality
located within a county with a population of more than 5,000; and
WHEREAS, the City of Grapevine, Texas, is located in Tarrant County, Texas, being
a county with a population of more than 5,000; and
WHEREAS, the Code requires that seven persons residing in a proposed Crime
Control District be appointed as temporary directors of a proposed district; and
WHEREAS, the City Council desires to initiate those steps required for the proposal
of a Crime Control District for the City of Grapevine, subject to a confirmation election as
may later be provided.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated herein above are true and correct and are
incorporated herein by reference, as if copied in their entirety.
Section 2. That a Crime Control and Prevention District composed of the entire
corporate limits of the City of Grapevine is hereby proposed. The following persons, all of
whom reside in the proposed district, are hereby appointed to serve as temporary directors
of such district:
William D. Tate Ted. R. Ware
Sharron Spencer C. Shane Wilbanks
Clydene Johnson Roy Stewart
Darlene Freed
Section 3. That this resolution shall take effect immediately upon passage by the
City Council.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS on this the 18th day of July, 2006.
