AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS AMENDING THE GRAPEVINE CODE
OF ORDINANCES, CHAPTER 16 PARKS AND
RECREATION, SECTION 16-01, PARKS AND RECREATION
MASTER PLAN RELATIVE TO ADOPTION OF THE 2011
PARKS, RECREATION AND OPEN SPACE MASTER PLAN
UPDATE; PROVIDING A SEVERABILITY CLAUSE;
DECLARING AN EMERGENCY AND PROVIDING AN
EFFECTIVE DATE.
WHEREAS, the City Council adopted the Comprehensive Parks and Recreation
Master Plan on April 20, 1982 upon passage of Ordinance No. 82-17; and
WHEREAS, the City Council amended Ordinance No. 82-17 by adoption of
Ordinance No. 90-35 on July 3, 1990 to incorporate the 1990 Comprehensive Parks and
Recreation Master Plan Update; and
WHEREAS,the City Council adopted the 1995 Parks, Recreation and Open Space
Master Plan on February 7, 1995 upon the passage of Ordinance No. 95-07; and
WHEREAS,the City Council adopted the 1998 Parks, Recreation and Open Space
Master Plan on June 16, 1998 upon the passage of Ordinance No. 98-73; and
WHEREAS,the City Council adopted the 1999 Parks, Recreation and Open Space
Master Plan on July 6, 1999 upon the passage of Ordinance No. 99-91; and
WHEREAS, the City Council desires to amend the 1999 Parks, Recreation, and
Open Space Master Plan by adopting a new Parks & Recreation Master Plan; and
WHEREAS, a current Parks& Recreation Space Master Plan is in the best interest
of the public and in support of the health, safety, morals and general welfare of the City.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS;
Section 1. That all the above premises are found to be true and correct and are
incorporated into the body of this ordinance as if copied in their entirety.
Section 2. That Chapter 16 Parks and Recreation, Section 16-01(a) is hereby
amended to read as follows:
"That the January 1999 Parks, Recreation, and Open Space Master Plan
hereinafter called the "Approved Plan", which is on file in the office of the City
Secretary, is hereby amended by the adoption of the 2011 Parks & Recreation
Master Plan Update."
Section 3. That if any section, article, paragraph, sentence, clause, phrase or
word in this ordinance, or application thereto any person or circumstance is held invalid or
unconstitutional by a Court of competent jurisdiction, such holding shall not affect the
validity of the remaining portions of this ordinance; and the City Council hereby declares it
would have passed such remaining portions of the ordinance despite such invalidity,which
remaining portions shall remain in full force and effect.
Section 4. That the fact that the present ordinances and regulations of the City of
Grapevine, Texas, are inadequate to properly safeguard the health, safety, morals, peace,
and general welfare of the public creates an emergency which requires that this ordinance
become effective from and after the date of its passage, and it is accordingly so ordained.

GRAPEVINE, TEXAS on this the 17th day of May, 2011.
