SUBJECT: RENEWAL OF A CONTRACT AWARD FOR VEHICLE
DETECTION LOOP INSTALLATION
RECOMMENDATION:
City Council to consider renewal of an annual contract to Durable Specialties, Inc. for the
installation of vehicle detection loops on an as needed basis by the Traffic Division.
Purchases will be limited to the annual budgeted amount for this commodity. The bid
tabulation is attached for review.

BACKGROUND:
Bids were taken in accordance with Local Government Code Chapter 252, Subchapter
B, Section 252.021 (a) and Section '252.041 (a). The bid was advertised in the
Grapevine Sun on September 2, 2004 and September 9, 2004. Bids'were issued to five
vendors with three vendors responding.
The purpose of the bid was to establish fixed annual pricing for the installation of vehicle
detection loops on an as needed basis by the Traffic Division.
The specifications requested firm pricing for an estimated'6,000 Linear Feet of detection
loop installation. The original contract was awarded to Durable Specialties, Inc. as the
lowest bid that met all specifications. The pricing was to remain firm during the initial
twelve-month period.
Under the original bid specifications, a price re-determination' could be considered at,
each renewal period. Durable Specialties has agreed to renew the contract and has
requested a' price adjustment due to current' market conditions and increases in fuel
costs. The price increase request is still lower than the original prices from the other
vendors who submitted bids. This vendor has performed satisfactorily during the initial
contract period and during past work performed for the City.
Staff recommends renewal of an annual contract to Durable Specialties, Inc. for vehicle
detection (loop) installation services and approval of the requested price increase.
