TRIPLETT, JR, PLANNER II DATE: MARCH 12, 2008 SUBJECT: CONDITIONAL USE REQUEST CU08-05; PROPOSED TO BE PLATTED AS LOT 1 R2, BLOCK 1 R, CLASSIC HUMMER ADDITION RECOMMENDATION Staff recommends the Site Plan Review Committee consider the proposed changes to Conditional Use Request CU03-34 (Ord. 2003-60) approved at the September 16, 2003 meeting for an automotive dealership with the sale and repair of new and used vehicles, specifically for the addition of a vehicle fueling station, and take any other action necessary. Conditional Use Request CU03-34, approved at the September 16, 2003 meeting allowed for the addition of an automotive reconditioning/detail shop to the existing Hummer dealership. The original conditional use permit (CU01-27) establishing the automotive dealership was approved by Council on June 19, 2001. A subsequent amendment occurred at the February 19, 2002 meeting (CU02-03) which allowed for an expansion of the Hummer dealership main structure and the relocation of the Classic Chevrolet used truck operation to the site. Another amendment to the site plan was approved by Council at their November 19, 2002 meeting (CU02-49) which allowed for a 5.3 acre addition to the site for a lube and tune center, a vehicle washing area, and an employee parking lot. The Site Plan Review Committee at their July 23, 2003 meeting (CU03-25) allowed an increase from 20 -feet to a height of a 30 -foot for a pole sign on the site for the Hummer dealership. The Site Plan Review Committee at their September 8, 2004 (CU04-30) approved the erection of shade structures over the bulk of the vehicle display area to reduce heat in the vehicles and protect the vehicles from hail damage. With this request the applicant proposes to construct an E-85 vehicle fueling station. The proposed vehicle fueling station will be open to the public but as an alternative fuel, will only be able to be used by vehicles whose engines have been modified to use the fuel. Please see the attached letter. The site plan also shows a proposed 10,000 square foot building which is not part of the current request, but is shown only as a conceptual building as it pertains to a proposed plat of the entire site. /at O:\ZC U\C U 08-05.4sprc March 12, 2008 Christopher Jones 8350 N Central Expwy #1000 Dallas, TX 75206 RE: GRAPEVINE FILE #CU08-05 Dear Mr. Jones: This letter is to verify that your request to amend the previously approved site plan of Conditional Use Request CU03-34 (Ord. 2003-60) for an automotive dealership with the sale and repair of new and used vehicles, specifically for the addition of a vehicle fueling station located at 2501 William D Tate Avenue and platted as Lot 1 R2, Block 1 R, Classic Hummer Addition was approved by the Site Plan Review Committee on March 12, 2008. KENNEDALE PKWY.info @ speedfab-crete.com KENNEDALE, TEXAS 76060 lot www.speedfab-crete.com Classic Chevrolet has been the leader in the nation for new car sales for the past two years. Now, Mr. Durant is taking the lead again by building the first privately owned E85 fueling station. E85 fuel is a blend of 85% ethanol and 15% gasoline. Ethanol is a mostly renewable fuel that can be made from biodegradable wastes and several plants, such as switchgrass, willow and corn. Because it reduces greenhouse gas emissions, E85 ethanol is an exciting new energy resource. Therefore, we are submitting for an amended conditional use permit to construct the new fueling station. The station will be open 24 hours a day and is unmanned. The only structure is the canopy. No changes to the landscaping are required. However, we are in the process of requesting additional width to the existing driveway from TxDot. I have not shown this on the site plan, but if approved, I will resubmit the site plan to the City. Thank you for your continued support of the Classic Chevrolet family of dealerships. We believe this facility will be a great addition to the City of Grapevine. Therefore, we respectfully request your approval of the amended conditional use permit. S' cerely, 14-1 / La74' Ronald A. Hamm Vice President P.S. The Conditional Use request is for a development that is to include a 10,000 SF Building with adjacent parking to serve as an expansion to the existing dealership. The proposed Conditional Use will not cause substantial harm to the value, use, or enjoyment of other property in the neighborhood, as it is an addition to the existing quality automotive dealership. The expansion is to be completed with the same quality and care as the existing dealership, and will therefore add to the appearance of the area rather than detract from it.
