AM Conditional Use and Special Use Applications are assumed to be complete when filed and
will be placed on the agenda for public hearing at the discretion of the staff. Based on the size
of the agenda, your application may be scheduled to a later date.
All public hearings will be opened and testimony given by applicants and Interested citizenry.
Public hearings may be continued to the next public hearing. Public hearings will not be
tabled.
Any changes to a site plan (no matter how minor or major) approved with a conditional use or
a special use permit can only be approved by city council through the public hearing process.
Any application for a change In zoning or for an amendment to the zoning ordinance shall
have, from the date of submittal, a period of four months to request and be scheduled on an
agenda before the Planning and Zoning Commission and City Council. If after sold period of
four months an application has not been scheduled before the Commission and Council said
application shall be considered withdrawn, with forfeiture of all tiling fees. The application,
along with the required filing fee may be resubmitted any time thereafter for reconsideration.
Delays In scheduling applications before the Planning and Zoning Commission and City
Council created by city staff shall not be considered a part of the four month period.

clip at the intersection of an east line of State Highway 121 (a variable width right-of-way) with the

1. Please add case number CU08-05 and label sheet numbers in
consecutive order on the lower right hand corner of all each sheets.
2. Please provide elevations of the proposed fueling station canopy
and if any signs are proposed for the canopy please provide sign
details.
3. Please provide dimensions of the proposed fueling canopy on the
site plan and dimension the distance of the canopy from the nearest
property line to the south.
4. All of the sheets submitted for review: engineering site plan,
landscape site plan, concept grading and drainage, concept water
and sewer, and erosion control plans must include the site of
proposed vehicle fueling station and label on all sheets the 10,000
square foot proposed building and vehicle display area as
conceptual.
5. Please provide a sealed drawing of the final revision of the site
plan.
6. Please show all proposed ingress and egress points. A drawing dated
January 17, 2008 from Petroleum Solutions Incorporated was submitted to
Public Works which shows a driveway which is not shown on the site plan
or any of the associated sheets. Any new entrance/departure driveway
must receive TX DOT approval and that approval must be forwarded to
Development Services.
7. Please provide and internal traffic circulation plan on the site plan
8. Please provide a revised landscape plan which includes the entire site and
label the proposed 10,000 square foot building and vehicle display parking
associated with phase IV as conceptual. The revised landscape needs to
include the proposed vehicle fueling station
9. Please add the following note to the site plan: all on-site electrical
conductors associated with new construction shall be located under
ground.
10. Please add a note to the site plan which list the hours of operation of the
vehicle fueling station and note that the station will be unmanned when the
dealership is closed.
11. Please provide a revised submittal letter which describes the purpose of
the vehicle fueling station, emphasizing the proposed 10,000 square foot
building and associated vehicle display area of phase IV as conceptual
only.
12. Please add the following note:
Conditional use request, CU08-05 is a request to amend a
previously approved site plan of CU04-30 SPRC and CU03-34
(Ord. 03-60) for an automotive dealership with the sale and repair
of new and used vehicles, specifically for the addition of a vehicle
fueling station.
The above comments must be reflected in the revised submittal,
which is due by Thursday, February 28 at 12:00 p.m. for the March 18
joint public hearing. Please submit the revised documents to the
Department of Development Services at 200 South Main Street.
The revised submittal shall include:
one (1) Mylar of each sheet (minimum size 22" x 34")
one (1) colored version of the landscape plan on 11" x 17" or a digital
version of the same
two (2) folded blackline copies of each sheet, (minimum size 22" x 34")
forty (40) reduced sorted (collated sets) copies at 11" x 17" three hole
punched, stapled and z -folded (fold the right edge to the left edge
and then fold the right edge in half to form a z -fold).
If these revisions are made and submitted at the correct time, you will be
scheduled for the next available agenda.

RECOMMENDATION
Staff recommends the Site Plan Review Committee consider the proposed changes to
Conditional Use Request CU03-34 (Ord. 2003-60) approved at the September 16, 2003
meeting for an automotive dealership with the sale and repair of new and used vehicles,
specifically for the addition of a vehicle fueling station, and take any other action
necessary.
Conditional Use Request CU03-34, approved at the September 16, 2003 meeting
allowed for the addition of an automotive reconditioning/detail shop to the existing
Hummer dealership. The original conditional use permit (CU01-27) establishing the
automotive dealership was approved by Council on June 19, 2001. A subsequent
amendment occurred at the February 19, 2002 meeting (CU02-03) which allowed for an
expansion of the Hummer dealership main structure and the relocation of the Classic
Chevrolet used truck operation to the site. Another amendment to the site plan was
approved by Council at their November 19, 2002 meeting (CU02-49) which allowed for
a 5.3 acre addition to the site for a lube and tune center, a vehicle washing area, and an
employee parking lot. The Site Plan Review Committee at their July 23, 2003 meeting
(CU03-25) allowed an increase from 20 -feet to a height of a 30 -foot for a pole sign on
the site for the Hummer dealership.
The Site Plan Review Committee at their September 8, 2004 (CU04-30) approved the
erection of shade structures over the bulk of the vehicle display area to reduce heat in
the vehicles and protect the vehicles from hail damage.
With this request the applicant proposes to construct an E-85 vehicle fueling station.
The proposed vehicle fueling station will be open to the public but as an alternative fuel,
will only be able to be used by vehicles whose engines have been modified to use the
fuel. Please see the attached letter. The site plan also shows a proposed 10,000
square foot building which is not part of the current request, but is shown only as a
conceptual building as it pertains to a proposed plat of the entire site.

process.
No Conditional Use Permit shall be valid for a period longer than one (1) year from the date on
which the City Council grants the Conditional Use, unless within such one (1) year period: (1) a
Building Permit is obtained and the erection or alteration of a structure is started, or (2) an
Occupancy Permit is obtained and a use commenced.

Classic Chevrolet has been the leader in the nation for new car sales for the past two years. Now,
Mr. Durant is taking the lead again by building the first privately owned E85 fueling station. E85
fuel is a blend of 85% ethanol and 15% gasoline. Ethanol is a mostly renewable fuel that can be
made from biodegradable wastes and several plants, such as switchgrass, willow and corn.
Because it reduces greenhouse gas emissions, E85 ethanol is an exciting new energy resource.
Therefore, we are submitting for an amended conditional use permit to construct the new fueling
station. The station will be open 24 hours a day and is unmanned. The only structure is the
canopy. No changes to the landscaping are required. However, we are in the process of
requesting additional width to the existing driveway from TxDot. I have not shown this on the
site plan, but if approved, I will resubmit the site plan to the City.

this facility will be a great addition to the City of Grapevine. Therefore, we respectfully request
