SUBJECT: DESIGN SERVICES CONTRACT FOR THE WATER TREATMENT
PLANT AND APPROPRIATE FUNDING
RECOMMENDATION: City Council to consider approving a contract with the Ardurra Group, Inc.
to perform preliminary design services for improvements at the Water
Treatment Plant (WTP) and an ordinance appropriating the funds.
FUNDING SOURCE: Upon approval of the above recommendation, funds will be available in
the Utility Enterprise Capital Fund in the estimated amount of $208,600.
BACKGROUND: The Water Treatment Plant consists of three treatment trains built in 1959,
1980, and 1989 as the plant capacity was expanded. All of these
treatment processes feed into seven sand filters located in the main
building. These filters are the last process before water leaves the plant.
We need to make improvements to the following treatment processes to
keep up with TCEQ permitting requirements. The project will be to provide
conceptual designs and recommendations on a path forward.
Staff will return to seek Council action on the final design packages
selected through this process. This work will include:
- Hydraulic analysis of the piping and flow from the clarifiers through the
filters process
- Provide recommendations for improvements to the one and two
treatment trains
- Provide preliminary design for expansion and improvements to the filter
process
- Provide preliminary design for upgrades to the filter piping gallery within
the building
- Provide preliminary design for relocation of the existing fluoride tank and
piping
- Provide preliminary design for improvements to the chemical feed
system
The engineering contract is $208,600.
This work is anticipated to take approximately six months and will run
parallel with the current space utilization study being performed by Freese
and Nichols, Inc.
The Ardurra Group, Inc. is very capable and has provided this type of
design service throughout Texas and other states. The principal engineer
has worked with the City of Grapevine in the past with very good results.
Staff recommends approval.
ORDINANCE NO. 2022-084
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, AUTHORIZING THE APPROPRIATION
OF $208,600 IN THE UTILITY ENTERPRISE CAPITAL
PROJECTS FUND; DECLARING AN EMERGENCY AND
PROVIDING AN EFFECTIVE DATE
WHEREAS, the City Council of the City of Grapevine desires to complete the study
and conceptual design for improvements at the Water Treatment Plant; and
WHEREAS, funding is available in the Utility Enterprise Capital Fund; and
WHEREAS, all constitutional and statutory prerequisites for the approval of this
ordinance have been met, including but not limited to the Open Meetings Act and Chapter
211 of the Local Government Code; and
WHEREAS, the City Council deems the adoption of this ordinance to be in the best
interests of the health, safety, and welfare of the public.
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS:
Section 1. That all matters stated hereinabove are found to be true and correct
and are incorporated herein by reference as if copied in their entirety.
Section 2. That the City Council hereby authorizes the appropriation of $208,600
in the Utility Enterprise Capital Fund for preliminary design services at the Water
Treatment Plant.
Section 3. That a copy of the revised FY 2022-2023 Capital Improvements Plan
budget document shall be kept on file in the office of the City Secretary.
Section 4. That the terms and provisions of this ordinance shall be deemed to be
severable, and that if the validity of any section, subsection, word, sentence or phrase
shall be held to be invalid, it shall not affect the remaining part of this ordinance.
Section 5. That the fact that the present ordinances and regulations of the City of
Grapevine, Texas, are inadequate to properly safeguard the health, safety, morals, peace
and general welfare of the inhabitants of the City of Grapevine, Texas, creates an
emergency for the immediate preservation of the public business, property, health, safety
and general welfare of the public which requires that this ordinance shall become effective
from and after the date of its final passage, and it is accordingly so ordained.
