Citizen Comments Any person who is not scheduled on the agenda may address the Parks & Recreation Advisory Board under Citizen Comments or on any other agenda item by completing a Citizen Appearance Request form with the staff. A member of the public may address the Parks & Recreation Advisory Board regarding an item on the agenda either before or during the Board’s consideration of the item, upon being recognized by the Chairman or upon the consent of the Parks & Recreation Advisory Board in accordance with the Texas Open Meetings Act, the Parks & Recreation Advisory Board is restricted in discussing or taking action during Citizen Comments. IN ACCORDANCE WITH TEXAS GOVERNMENT CODE, CHAPTER 551.001 et seq, ACTS OF THE 1993 TEXAS LEGISLATURE, THE BOARD MEETING AGENDA, WAS PREPARED AND POSTED ON THIS 11th DAY OF NOVEMBER 2022 AT 5:00 P.M. _______ ______________________________ Chris Smith, Director of Parks & Recreation CITY OF GRAPEVINE COUNTY OF TARRANT STATE OF TEXAS The City of Grapevine Parks & Recreation Advisory Board met November 17 2022, at 6:00 p.m. at The VineArts & Events Center located at 225 W Worth Street, Grapevine, Texas with the following members present, to -wit: MEMBERS Christian Ross Morgan Nichols Kelley McDowell Roy Robertson Terry Musar Matthew White Rob Fenton ABSENT: Amon d Cowan s Lavon Light LIAISONS Paul Slechta — City Council (Absent) Aubrey Alexander — GCISD Student Liaison (Absent) Kathy Spradley— GCISD Board Liaison Constituting a quorum with the following members of City staff: Chris Smith, Director Trent Kelley, Deputy Director Kathy Nelson, Capital Improvement Projects Manager Lara Brown, Administrative Manager Christian Ross called the meeting to order at 5:59 p.m. A momentof silence was observed followed by the invocation led by Christian Ross. Approval of Minutes A motion was made to approve the October 20, 2022 meeting minutes. Motion: Robertson Second: White Ayes: Ross, Nichols, McDowell, Robertson, Musar, White;-!= h , Fenton Nays: None Absent: Cowans, Light Approved:--&-t-1- 0 Citizen Comments None New Business The updated background check policy was presented by Chris Smith and reviewed by the board. A motion was made to approve the new background check policy. Motion: Musar Second: White Ayes: Ross, Nichols, McDowell, Robertson, Musar, White, Light, Fenton Nays: None Absent: Cowans, Light Approved: 8-0 t. 0 Christian made a recommendation to cancel the December board meeting due to the holidays. A motion was made to cancel the December board meeting. Motion: Robertson Second: Nichols Ayes: Ross, Nichols, McDowell, Robertson, Musar, White, Light, Fenton Nays: None Absent: Cowans, Light Approved: 8-0 Presentations Kathy Nelson provided an update on current and future projects for Grapevine Parks & Recreation. GCISD Student Liaison Update Aubrey Alexander was not in attendance; therefore, no update was given. GCISC Board Liaison Kathy Spradley provided an update forGCISD. Updates included aVeteran's Day recap, the retirement of Dr. Robin Ryan, recent staff awards, GHS Cross Country taking home the State Championship, CHHS Volleyball competing in the State Championship, both high school football teams headed to playoffs, the November 30 job fair and holiday closures. Parks and Recreation Update. Trent provided an update which included the North Region TRAPS Conference where Kurt Hardin was the recipientof the TRAPS Recreational Professional of the Year Award. Other updates included the upcoming Club All -Access Christmas Production of Frozen and Active Adult Christmas Party. Chris Smith provided a Parks and Recreation update, which included the Jones Branch Park Ribbon Cutting recap, Carol of Lights, the Ice Rink at Peace Plaza, the Merry & Bright Drone Show, and staffing updates. City Council Paul Slechta was not in attendance; therefore, no council update was given.
