Preservation Meeting at Convention and Visitors Bureau Conference Room at 1 p.m.:
The Historic Preservation Staff met with Michael and Katie Reeder to discuss the property at 722 West College Street
and the additions they want to make expanding the footprint of the house. The original Certificate of Appropriateness
(CA) #CA10-59 was submitted and approved in August of 2010, 13 years ago. Mr. Klempin said that the plans that were
approved were not complete plans and the Building Department would require a complete set of plans including
measurements that follow the current Building Guidelines.
A copy of the 2013 ordinance approved by the City Council was provided with highlighted areas of the Submittal
Requirements, Design Requirements and he reviewed the square footage limits with a maximum of 3,400 square feet.
Mr. Klempin said that to complete the CA, the Historic Preservation staff would need photos of all 4 sides of the current
house, a drawing of the front elevation of the house called a Street View Drawing, along with the neighboring houses to
the left and right and photos of all three properties from the street for the Commissioners to review. The HP staff will
work with the homeowners on the plans to come up with period appropriate designs that could be approved by the
Commission.
The property in the Township are limited to 3 structures; the house up to 3,400 square feet, a detached garage 500
square feet and a storage building 200 square feet. Ordinance excludes the underground out building and the original
garage. A new (larger than 500 sq. ft.) garage could be approved if they ask for a variance and take square footage from
the storage building.
The house could have a large covered porch and the square feed doesn't count towards the total square feet of the
house. The structures must be 10 feet from each other for fire safety, but they could connect the garage to the house
with a covered walkway. The total area of the 2nd floor must be less than 65% of the whole house. The yard was
discussed.
Katie Reeder said that she is upset. It does not make sense, she understands a small house on a small lot but they have
% of an acre. They have an approved CA and they have been following the rules. Mr. Klempin pointed out that the plans
that were approved 13 years ago did not have any dimensions, and were not plans meeting current codes.
Michael Reeder asked about basements and the square footage, how does that work. Mr. Klempin said that the
basement square footage does not count. He told them that Grapevine has a high-water table. They dug down 8 feet
at Nash Farm and hit water. There are a few basements in Grapevine; one house on East College was designed by
Architexas it has 1,800 square feet and the basement includes 2 bedrooms, a play room, 1 bathroom and an exterior
exit.
David Klempin said he was sorry about the situation and said the next step would be a Pre -Application meeting with the
Planning Department, Building Services Department, P&Z, HPC and other city departments that have an interest in this

project. They will have to start a new CA and the home owner can not get any permits for demolition until the plans are
approved by the HPC.
