To Whom It May Concern,
This letter is to verify that your request for a conditional use permit located at 100 Great Wolf Drive
Highway and platted as Block 1 R, Lot 1 R, Great Wolf Addition to amend the previously approved
site plan CU 19-13/SU 19-01 (Ord. 2019-29) for a planned commercial center, specifically to allow the
possession, storage, retail sales of on- and off- premise consumption of alcoholic beverages (beer,
wine, and mixed beverages) in conjunction with an expansion of a hotel and water park with outdoor
speakers and a special use permit to relocate an existing arcade in excess of eight machines into
the proposed expansion area was approved by City Council on November 15, 2022. A copy of the
approved exhibits are enclosed.
Any changes to a site plan, landscape plan, building elevations, or any other sheets
approved with a conditional use or a special use (no matter how minor or major) can only be
approved by City Council through the public hearing process.
No Conditional Use Permit shall be valid for a period longer than one (1) year from the date on
which the City Council grants the Conditional Use unless within such one (1) year period: (1) a
Building Permit is obtained and the erection or alteration of a structure is started, or (2) an
Occupancy Permit is obtained and a use commenced.
The City Council may grant one additional extension not exceeding one (1) year, upon written
application, without notice or hearing. No additional extension shall be granted without complying
with the notice and hearing requirements for an initial application for a Conditional Use Permit.
Your next milestone in the development review process are to obtain Building Permit approval with
the Building Services Department. For questions related to these processes, please reach out to

Building Permit applications will be accepted at any point in the development review process but will
not be released until any associated zoning cases or site plans are approved, civil engineering plans
are approved, and any required plats are approved and filed.

The public hearing is to consider an application submitted by Great Wolf Lodge for property located
at 100 Great Wolf Drive, platted as Block 1R, Lot 1R, Great Wolf Addition. The applicant is
requesting a conditional use permit to amend the previously approved site plan CU19-13/SU19-01
(Ord. 2019-29) for a planned commercial center, this request is specifically to allow the possession,
storage, retail sales of on- and off- premise consumption of alcoholic beverages (beer, wine and
mixed beverages) in conjunction with an expansion of a hotel and water park and for outdoor
speakers. The applicant is also requesting a special use permit to relocate an existing arcade in
excess of eight machines into a proposed expansion area.

The property is currently zoned “CC”, Community Commercial District and owned by Great Wolf Resorts.

This is simply adding directional arrows. 14. Dimension and label the width of existing driveway connection to SH 26. 15. Add standard notes found here on all sheets. 16. Reformat the site data summary table to the standard provided. This can be expanded upon with additional rows and columns. a. It is difficult to follow the current format with multiple tables separated from one another. b. Parking requirements (e.g. required and provided) appears to be provided twice with one instance incomplete. c. Based on the request letter provided, there is an 11,000 sq. ft. first and second floor expansion for the arcade and a former outdoor second story outdoor patio, 750 sq. ft. Stairway, and 800 sq. ft. outdoor bar, totaling 12,550 sq. ft. - which is unclear in the current data table format. The information under “Lot 1-R Proposed Development” only

accounts for at the outdoor bar addition and its 15 sq. ft. less than mentioned in the request letter. Review all and correct. d. Previously approved site plan for CU and SU stated the total building areas as 623,022 sq. ft. And the proposed with this application is 689,346 sq. ft. This is a difference of 66, 234 sq. ft. Explain the difference as the addition proposed with this request is only 12,550 sq. ft. 17. Number the addition and expansion areas on the overall and detailed site plans.

1. Building and MEP permits are required. 2. Construction documents are required for permit issuance. 3. There is quite a bit of egress convergence in corridor between the indoor and outdoor water park, not really showing that the required egress width is shown. Clearly outline an egress path. The main existing exit coming out of the building and indoor water park can’t go into outdoor water park, isolation with outdoor fence. The life/safety sheet is not accounting for all of the egress convergence.

PROPERTY LOCATION AND SIZE:
The subject property is located at 100 Great Wolf
Drive, and is platted as Block 1R, Lot 1R, Great Wolf
Addition of Grapevine. The addition contains a total
of 51.275 acres and has approximately 1,633 feet of
frontage along State Highway 121, 528 feet of
frontage along Texan Trail, and 1,811 feet of
frontage along Coppell Road.
REQUESTED CONDITIONAL USE/SPECIAL USE AND COMMENTS:

west elevation with a total added area of approximately 732 square feet. The staircase
addition will replace the existing grand lobby staircase. Additionally, 142 square feet of
existing turf adjacent to the west elevation will be removed to accommodate the staircase
addition.

A 10,939 square feet addition to the first and second floor adjacent to the existing water
park is also proposed to relocate and expand the existing arcade and for the addition of a
restaurant. Additionally, the existing patio and outdoor bar will be omitted with the arcade
and restaurant addition and will be replaced/relocated by a detached one-story building
east of the existing outdoor waterpark area that will serve as the bar. Outdoor seating and
outdoor speakers are proposed in conjunction with the outdoor bar. The total area of the
proposed outdoor bar is 945 square feet.
In addition, the applicant is proposing interior renovations to the public areas on the
existing first, second, and fourth floors. Specifically, the lobby, family entertainment areas,
and restaurants are included in the interior renovations and will encompass approximately
45,000 square feet of work area.
PRESENT ZONING AND USE:
The property is currently zoned “CC”, Community Commercial District and is developed as
the Great Wolf Lodge Resort.
HISTORY OF TRACT AND SURROUNDING AREA:
The subject site was zoned “I-1”, Light Industrial prior to the 1984 City-wide Rezoning at
which time the subject site was rezoned to “LI”, Light Industrial District.
• Prior to the 1984 City-wide Rezoning the subject site was developed as a
manufacturing/office building for Harris Graphics.
• On March 7, 1994, the Board of Zoning Adjustment approved BZA94-08 to allow
expansion of the existing building and a variance to the masonry requirements to
accommodate Trencor, Inc.
• On April 18, 1995, City Council approved CU95-11 (Ord. 1995-34) to allow for the
development of a 24,000 square foot concrete storage pad to the east of the
existing building.
• On January 20, 1998, City Council approved CU97-66 (Ord. 1998-04) to allow a
monument sign with changeable copy, concrete storage area, and testing pit.
• On February 21, 2006, City Council approved CU06-01/SU06-01/Z06-01 to allow for
the subject site to be rezoned from “LI”, Light Industrial District to “CC”, Community
Commercial District for the development of a 600-room hotel and water park, Great
Wolf Lodge Resort. Furthermore, the approval allowed for the development of a
planned commercial center, the possession, storage, retail sale and on-premise
consumption of alcoholic beverages (beer, wine, and mixed beverages) in
conjunction with a restaurant, and to exceed the maximum height requirement of
50-feet. In addition, the special use permit was to allow for video games in excess of
eight machines.
• On June 19, 2007, City Council approved CU07-14 (Ord. 2007-34) to allow for the
addition of 200 rooms, a 20,000 square foot meeting space expansion, a 35,000

square foot future expansion to the water park and the future addition of a miniature
golf course in conjunction with the previously approved Great Wolf Lodge Resort.
The water park expansion and minim gold course addition was never constructed.
• On January 15, 2008, City Council approved CU07-43 (Ord. 2008-04) to allow for
the addition of a miniature golf course and a revision to the entry porte-cochere in
conjunction with the previously approved Great Wolf Lodge Resort. The mini golf
course was never constructed.
• On September 16, 2008, City Council approved CU08-20 (Ord. 2008-50) to allow for
the addition of a 289 space parking lot and allow exterior elevation changes to
accommodate and elevator expansion in conjunction with the Great Wolf Lodge
Resort.
• On September 8, 2010, the Site Plan Review Committee approved CU10-21 to
allow for the addition of a 1,650 square foot accessory storage building in
conjunction with the existing Great Wolf Lodge Resort.
• On November 16, 2010, City Council approved CU10-29 (Ord. 2010-66) to allow for
the addition of an outdoor pavilion in conjunction with the Great Wolf Lodge Resort.
• On July 16, 2013, City Council approved CU13-14 (Ord. 2013-32) to allow for the
possession, storage, retail sales and on-premise consumption of alcoholic
beverages (beer, wine, and mixed beverage), outside dining, and outdoor speakers
in conjunction with a restaurant (Hungry as a Wolf located inside the existing Great
Wolf Lodge). Furthermore, the approval allowed for the conversion of an existing
Pizza Hut restaurant inside the existing hotel to another restaurant concept and the
conversion of an outdoor covered patio into a 179 seat dining area with eight
televisions exclusively for hotel patrons.
• On May 20, 2014, City Council approved CU14-18 (Ord. 2014-28) to allow for the
addition of an outdoor ropes course attraction in conjunction with the existing Great
Wolf Lodge Resort.
• On May 21, 2019, City Council approved CU19-13/SU19-01 (Ord. 2019-28) to allow
for the addition of a gated entry, security guard building, and to allow for paid
parking in the “CC”, Community Commercial District in conjunction with the existing
Great Wolf Lodge.
SURROUNDING ZONING AND EXISTING LAND USE:
NORTH: “GU”, Governmental Use District and “PCD” Planned Commerce
Development District – Corps of Engineers and undeveloped
property
SOUTH: “CC”, Community Commercial District – undeveloped property
EAST: D/FW International Airport
WEST: “CC”, Community Commercial District – Texaco gas station /Texas
Best Barbeque restaurant and Grapevine Station multi-tenant
building.

AIRPORT IMPACT:
The subject tract is located within "Zone B” Middle Zone of Effect as defined on the
“Aircraft Sound Exposure: Dallas/Fort Worth Regional Airport Environs” map. The
following types of uses may generally be considered without any special sound treatment:
agricultural uses, mining, fishing, wholesale commercial and some retail; industrial,
manufacturing, transportation, communication and utilities; and cemeteries. The
applicant’s proposal is an appropriate use in this noise zone.
MASTER PLAN APPLICATION:
Map 2: Land Use Plan of the Comprehensive Master Plan designates the subject property
as Commercial land use. The request is compliant with the Master Plan.
THOROUGHFARE PLAN APPLICATION:
The City of Grapevine Thoroughfare Plan designates Texan Trail and State Highway 26 as
a Type A, Major Arterial with a minimum 100-foot right-of-way developed as 6 lanes with a
median.
