CALL TO ORDER
REGULAR MEETING
CITIZEN COMMENTS
1. Any person who is not scheduled on the agenda may address the Board of
Commissioners under Citizen Comments or on any other agenda item by
completing a Citizen Appearance Request form with the Executive Director. A
member of the public may address the Board of Commissioners regarding an item
on the agenda either before or during the Board's consideration of the item, upon
being recognized by the Chair of the Board or upon the consent of the Board. In
accordance with the Texas Open Meetings Act, the Board is restricted in
discussing or taking action during Citizen Comments.

3. Consideration of the minutes from the October 27, 2022 meeting and take any
necessary action.
4. Consideration and approval of Resolution No. 22-06 to accept the 2022 Operating
budget.
5. Consideration and approval of Resolution No. 22-07 approving the balance on the
uncollectable accounts to be a Write-off to Collection Losses
6. Consideration of Resolution No. 22-08 approving the changes to the Agency's
revised 2019 - 2022 Annual Plans.
7. Consideration and acceptance of the October 2022 monthly financial statements
and take necessary action.

The Board of Commissioners of the Grapevine Housing Authority met in Regular Session on this the 15th day of
December 2022, in the Conference Room of the Grapevine Housing Authority, 131 Starr Place, with the following
members present to wit:
Linda Troeger
Bonnie McHugh
Bettye Bratcher
Teri Rhodes -Cantu
Bruce Woodward
Chair
Vice Chair/Finance

Constituting a quorum, with the following also present:

REGULAR MEETING
Chairperson Troeger called the meeting to order at 4:00 p.m.
Item #1. Citizen Comments
No Citizen comments submitted
Item # 2 Reoort of the Executive Director (informational Only)
A. Rent Delinauencv and Information Sheet
The Executive Director reported to the Board on the rent delinquencies, number of empty units, work orders
and statistical information for the waiting list for Public Housing through December 12, 2022.
B. Caoital Funds Reoort and Work in Proaress
The Executive Director reported to the Board on the current Capital Funds and corresponding projects.
C. Reoort of Public Housing Activitv and Issues
The Executive Director reported to the Board over 4,000 waiting list letters went out to applicants on October
7, 2022 and Grapevine Housing Authority received 993 responses.
The Executive Director updated the Board on the annual UPCS inspection results.
Jody Miller, Grapevine Housing Authority's maintenance person is retiring after 21 years.

Item #3 - Consideration of the minutes from the October 27. 2022. meetina and take anv necessary action.
The Board was provided the minutes from the October 27, 2022, meeting for approval.
Commissioner Troeger noted a spelling error. Commissioner McHugh moved and Commissioner Bratcher seconded
to accept the amended October 27, 2022 minutes.
Ayes: Troeger, McHugh, Rhodes -Cantu, Woodward and Bratcher
Nays: None
Motion passed: 5-0
Item #4 - Consideration and aooroval of Resolution No. 22-06 to accent the 2023 Ooeratina budget.
The Board was presented with the proposed 2023 Operating Budget for the Low Rent program for approval.
Commissioner Rhodes -Cantu moved and Commissioner Woodward seconded to approve Resolution No 22 - 06 the
proposed 2023 Operating Budget for the Low Rent program.
Item #5 - Consideration and aooroval of Resolution No. 22-07 aoorovino the balance on the uncollectable accounts to
be a Write-off to Collection Losses.
The Board was presented with the uncollectible account receivable balance spreadsheet for 2022.
Commissioner McHugh moved and Commissioner Bratcher seconded to approve Resolution No. 22 — 07 authorizing
the Executive Director to direct Allen Cornell, CPA to write off the 2022 accounts receivable owing of $4,543,48.
Item #6 - Consideration of Resolution No. 22-08 aoorovina the chances to the Aaencv's revised 2019 — 2022 Annual,
Plans.
The Executive Director presented to the Board the revised 2019, 2020, 2021 and 2022 Annual Plans for their review
and approval.
Commissioner Rhodes -Cantu moved and Commissioner Woodward seconded to approve Resolution 22-08 to adopt
the agency's revised 2019 — 2022 Annual Plans.
Item #7 - Consideration and acceotance of the October 2022 monthly financial statement and take necessary action
The Executive Director presented the board with an electronic copy of the October 2022 financial statement.for their
review.
Commissioner Woodward inquired whether the Grapevine Housing Authority had implemented any energy
conservation efforts, especially with the water. Executive Director Everett updated the Board with plans to replace
the old irrigation controllers new Wi-Fi enabled controllers. Commissioner McHugh moved and Commissioner
Woodward seconded to approve the October 2022 financial statement.
Ayes: Troeger, McHugh, Rhodes -Cantu, Woodward and Bratcher
Nays: None
Motion passed: 5-0

Commissioner Rhodes -Cantu moved and Commissioner Bratcher seconded that the meeting be adjourned.
