CALL TO ORDER
EXECUTIVE SESSION:
Commissioners to recess to the Housing Authority Conference Room to conduct a
closed session relative to consultation with and legal advice from the City Attorney
regarding pending investigation (Ivey v. Grapevine Housing Authority case number
06-21-0603-4), pursuant to Section 551.071, Texas Government Code.
Commissioners to reconvene in open session in the Housing Authority Conference
Room and take any necessary action relative to items discussed in Executive
Session.

CITIZEN COMMENTS
2. Any person who is not scheduled on the agenda may address the Board of
Commissioners under Citizen Comments or on any other agenda item by
completing a Citizen Appearance Request form with the Executive Director. A
member of the public may address the Board of Commissioners regarding an item
on the agenda either before or during the Board's consideration of the item, upon
being recognized by the Chair of the Board or upon the consent of the Board. In
accordance with the Texas Open Meetings Act, the Board is restricted in
discussing or taking action during Citizen Comments.

4. Consideration of the minutes from the September 22, 2022 meeting and take any
necessary action.
5. Consideration and approval of salary increases for the Grapevine Housing
Authority staff.
6. Consideration and acceptance of the August and September 2022 monthly
financial statements and take necessary action.
7. Report by the Ex Officio member of the Senior Citizens Advisory Board on the
October 4, 2022 meeting.
ADJOURNMENT
In accordance with the Open Meeting Law, Texas Government Code, Chapter 551, 1

The Board of Commissioners of the Grapevine Housing Authority met in Executive and Regular Session on this the
27th day of October 2022, in the Conference Room of the Grapevine Housing Authority, 131 Starr Place, with the
following members present to wit:
Linda Troeger
Chair
Bonnie McHugh
Vice Chair/Finance
Bettye Bratcher
Resident Commissioner
Teri Rhodes -Cantu
Commissioner
Bruce Woodward
Commissioner
Constituting a quorum, with the following also present:
Duff O'Dell City Council Liaison
Matthew Boyle Attorney
Jane Everett Executive Director
Chairperson Troeger called the meeting to order at 4:00 p.m.
Item #1 Executive Session
Chairperson Troeger announced the Board of Commissioners would recess to the Conference Room to conduct a
closed session regarding:
Consultation with and legal advice from the City Attorney regarding pending investigation (Ivey v. Grapevine Housing
Authority case number 06-21-0603-4), pursuant to Section 551.071, Texas Government Code.
The Board of Commissioners recessed to the Housing Authority Conference Room and began the closed session at
4:00 p.m. The closed session ended at 4:28 p.m.

Chairperson Troeger called the regular meeting to order at 4:28 p.m.

Item # 3 Reoort of the Executive Director !Informational Onlv1
A. Rent Delinauencv and Information Sheet
The Executive Director reported to the Board on the rent delinquencies, number of empty units, work orders
and statistical information for the waiting list for Public Housing through October 24, 2022.
B. Capital Funds Report and Work in Proaress
The Executive Director reported to the Board on the current Capital Funds and corresponding projects.
C. Reoort of Public Housing Activitv and Issues
The Executive Director reported to the Board on the status of the waiting list update letter mailing. In
addition, the Board was updated on the repair of the ceiling in 328 Worth.
D. Uodate from the Resident Advisory meetina held September 23. 2022.
The minutes from the September 23, 2022 Resident Advisory Board meeting were presented to the Board.
The residents discussed what they would like to do at the Christmas party.
E. Quarterly Investment Reoort for Quarter 3 2022
The Executive Director presented the Board with the Quarterly Investment Portfolio Report for Quarter 3
2022.
NEW BUSINESS
Item #4 - Consideration of the minutes from the Seotember 22. 2022 meeting and take anv necessary action.
The Board was provided the minutes from the September 22, 2022, meeting for approval.
Commissioner McHugh moved and Commissioner Rhodes -Cantu seconded to accept the September 22, 2022
minutes.
Ayes: Troeger, McHugh, Rhodes -Cantu, Woodward and Bratcher
Nays: None
Motion passed: 5-0
Item # 5 - Consideration and aooroval of the salary increase for the Graoevine Housina Authoritv staff
The Board was presented with percentage increases for the housing authority staff. The Board had a discussion on
the appropriate increase for the staff. The Board stated they appreciate the staffs hard work and decided to
compensate them by approving a dollar amount increase as opposed to a percentage increase.
Commissioner McHugh moved and Commissioner Rhodes -Cantu seconded that the Public Housing Coordinator's
salary be increased to $25 per hour and the Assistant Public Housing Coordinator be increased to $17 an hour
effective November 4, 2022.
Ayes: Troeger, McHugh, Rhodes -Cantu, Woodward and Bratcher
Nays: None
Motion passed: 5-0
Item #6 - Consideration and acceotance of the Auaust and Seotember 2022 monthly financial statements and take
necessary action.
The Executive Director presented the board with electronic copies of the August and September 2022 financial
statements.for review.
Commissioner McHugh moved and Commissioner Bratcher seconded to accept August and September 2022
financial statements.
Ayes: Troeger, McHugh, Rhodes -Cantu, Woodward and Bratcher
Nays: None
Motion passed: 5-0
Item #7 — Report by the Ex Officio member of the Senior Citizens Advisory Board on the October 4. 2022 meetino
Commissioner Rhodes- Cantu report the following from the October 4, 2022 meeting:
• Chris Smith is the permanent Parks and Rec Director
• The Senior Citizen Christmas party will be held December 12 at Austin Ranch
• The newest park located off Dove Road opened October 20, 2022
• The GRACE pantry has 70% more clients than last year.
No action taken
ADJOURNMENT
Commissioner Woodward moved and Commissioner Rhodes -Cantu seconded that the meeting be adjourned.
Ayes: Troeger, McHugh, Rhodes -Cantu, Woodward and Bratcher
Nays: None
Motion passed: 5-0
