HomeMy WebLinkAboutItem 13 - Building Wall Waterproofing Construction ServicesMEMO TO: FROM: MEETING DATE: SUBJECT: RECOMMENDATION: 13 HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL BRUNO RUMBELOW, CITY MANAGER IV— JANUARY 15, 2013 APPROVAL OF A RESOLUTION FOR THE PURCHASE OF BUILDING WALL WATERPROOFING CONSTRUCTION SERVICES City Council to consider approval of a resolution for the purchase of building wall waterproofing construction services for the Library (new section) from Weatherproofing Technologies, Inc. through an established interlocal agreement with The Cooperative Purchasing Network (TCPN). FUNDING SOURCE: Funding for this purchase is currently available in account 174 - 74004 -005 (Library Repair & Maint.) in the amount not to exceed $64,150. BACKGROUND: This purchase will be made in accordance with an existing interlocal agreement with The Cooperative Purchasing Network (TCPN) as allowed by Texas Local Government Code, Section 271.102, Cooperative Purchasing Program. Council approved participation in the cooperative on May 16, 2000. Bids were taken by the cooperative and a contract was awarded to Weatherproofing Technologies, Inc. Facility Services staff reviewed the contract for specification compliance and pricing and determined that the contract would provide the best product and pricing for meeting the needs of the City. The interlocal agreement satisfies all bidding requirements under Texas Local Government Code. This request is for waterproofing services to refurbish the existing exterior EFIS walls of the newer area of the Library due to age and damage. These types of services are not uncommon for exterior walls that are 11 years old. Services will include power washing, repairing all cracks and holes and repaint surfaces with elastomeric coating per manufacturer's specifications. Weatherproofing Technologies, Inc has provided similar work to the City in the past with satisfactory results. January 10, 2013 (9:25:52 AM) Staff recommends approval. V A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, AUTHORIZING THE CITY MANAGER OR THE CITY MANAGER'S DESIGNEE TO PURCHASE BUILDING WALL WATERPROOFING SERVICES FOR THE LIBRARY (NEW SECTION) THROUGH AN ESTABLISHED INTERLOCAL AGREEMENT AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City of Grapevine, Texas is a local government in the State of Texas and as such is empowered by the Texas Local Government Code, Section 271.102 to enter into a cooperative purchasing program agreement with other qualified entities in the State of Texas; and WHEREAS, The Cooperative Purchasing Network (TCPN) is a qualified purchasing cooperative program as authorized by Section 271.102 of the Texas Local Government Code; and WHEREAS, the City of Grapevine, Texas, has established an Interlocal Agreement with The Cooperative Purchasing Network (TCPN) and wishes to utilize established contracts meeting all State of Texas bidding requirements; and WHEREAS, The Cooperative Purchasing Network (TCPN) has established a contract with Weatherproofing Technologies, Inc. TCPN contract R5101, Job Order Contract; and WHEREAS, the City Library walls (new section) need to be refurbished for waterproofing due to cracks and holes in walls. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated in the above preamble are true and correct and are incorporated herein as if copied in their entirety. Section 2. That the City Council of the City of Grapevine authorizes the purchase of library wall waterproofing services from Weatherproofing Technologies, Inc. in an amount not to exceed $64,150.00. Section 3. That the City Manager, or his designee, is authorized to take all steps necessary to consummate the purchase of said services. Section 4. That this resolution shall take effect from and after the date of its passage. PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS on this the 15th day of January, 2013.
