TO: HONORABLE MAYOR, CITY COUNCIL MEMBERS AND THE PLANNING AND ZONING COMMISSION FROM: BRUNO RUMBELOW, CITY MANAGER ERICA MAROHNIC, DIRECTOR OF PLANNING SERVICES MEETING DATE: DECEMBER 20, 2022 SUBJECT: DEVELOPMENT SERVICES TECHNICAL REPORT OF CONDITIONAL USE APPLICATION CU22-55, MORSCO SUPPLY APPLICANT: Soy Thomas, Morsco Supply, LLC PROPERTY LOCATION AND SIZE: The subject property is located at 3200 Stone Myers Parkway and platted as Block A, Lot 1, Stone Myers Business District. The addition contains approximately 1.929 acres and has approximately 226 feet of frontage along Stone Myers Parkway and approximately 257 feet of frontage along Westport Parkway. REQUESTED CONDITIONAL USE AND COMMENTS: The applicant is requesting a conditional use permit to allow outdoor storage in conjunction with a proposed 20,000 sq. ft. building intended for warehouse use of wholesale building materials. On November 15, 2022, City Council approved a request to withdraw conditional use permit CU22-45 to allow outdoor storage in conjunction with a proposed 20,000 sq. ft building. The applicant stated intent was to submit a new application with revised design elements for the subject site. The operator of Morsco Supply, intends to develop the subject site and construct a one-story, 32-foot tall, 20,000 sq. ft. building for warehousing of wholesale building materials. Morsco Supply’s use is classified as a warehousing within a completely enclosed building in the City of Grapevine’s Zoning Ordinance, a use that is permitted by-right in the “LI”, Light Industrial District. The business will have materials stored onsite. The placement of the construction materials is considered outdoor storage and therefore, Subsection 31.C.4 O: ZCU/CU22-45.4 2 applies which requires approval of a conditional use permit, “Outside storage in conjunction with permitted uses in Section 31.A. and conditional uses in Section 31.C., provided that such storage shall be screened in accordance with Section 50, Alternates A or E.” The building materials stored onsite will be fully screened from adjacent surrounding properties to the north, south, east and west with a six-foot wood screen fence. The materials will be located behind the proposed building. The 2,800 square foot area will feature two gates across drive aisles with fully opaque gates and knox box equipment to allow for emergency access. Access to the site will be provided from the adjacent property to the west by an access easement and by a proposed driveway on Stone Myers Parkway. Ten parking spaces are required; 20 parking spaces are provided. PRESENT ZONING AND USE: The property is currently zoned “LI”, Light Industrial District and is undeveloped. HISTORY OF TRACT AND SURROUNDING AREA: This property was part of a larger family holding known as the Stone property. When the property was annexed into the City on July 20, 1993 and zoned "R-20", Single Family District. • January 18, 2000, City Council approved zone change request Z99-10 (Ord. 2000-03) to rezone the subject site from “R-20”, Single Family District to “BP,” Business Park District. • July 19, 2022, City Council approved zone change request Z22-03 (Ord. 2022-049) to rezone the subject site from “BP,” Business Park District to “LI”, Light Industrial District. SURROUNDING ZONING AND EXISTING LAND USE: NORTH: “CC,” Community Commercial District – The Gatehouse SOUTH: “LI,” Light Industrial District – Associated Aircraft Supply and Pavestone EAST: “LI,” Light Industrial District – Wiremasters WEST: “CC,” Community Commercial District – Summit Climbing AIRPORT IMPACT: O: ZCU/CU22-45.4 3 The subject tract is located within “Zone A” zone of minimal effect as defined on the “Aircraft Sound Exposure: Dallas Fort Worth Regional Airport Environs” map. Few activities will be affected by aircraft sounds in Zone A except for sound sensitive activities such as auditoriums, churches, schools, hospitals, and theaters. The applicant’s proposal is an appropriate use in this noise zone. MASTER PLAN APPLICATION: Map 2: Land Use Plan of the Comprehensive Master Plan designates the subject site as Industrial/Commercial (I/C) land use. The applicant’s request is compliant with the Master Plan. THOROUGHFARE PLAN APPLICATION: The City of Grapevine’s Thoroughfare Plan designates Westport Parkway as a Type D Minor Arterial with a minimum 75-foot right-of-way developed as four lanes.
