M. � / l DIRECTOIR OF PARKS AND RECREATION CITY OF GRAPEVINE COUNTY OFTARRANT STATE OF TEXAS The City of Grapevine Parks and Recreation Board met Thursday, November 16, 1995 at 7:00 p.m. at 307 W. Dallas Road, Room 104, Grapevine, Texas, with the following members present, to wit: Linda Dobbs Willis Denise Gasmire Larry Atchley Absent: John Fox Molly King Roland Johnson Marion Brekken The following City Staff were present: Joe Moore Roy Robertson Craig Neill Robert Brunson Doug McKelvey Don Florence Lisa Haines Shane Wilbanks The meeting was called to order at 7:02 p.m. Motion was made by Larry Atchley and seconded by Denise Gasmire to approve the minutes of the October 19, 1995 Parks and Recreation Board minutes. Motion passed unanimously. DISCUSSION ITEMS Motion was made by Robert Brunson and seconded by Larry Atchley to recommend to the City Council that approval be given for the Woods Neighborhood Assoc. to adopt Dooley Street from N.W. Hwy. to Silverlake Park (C.O.E.). It was approved unanimously. Doug Mckelvey announced that he is resigning from the Park Board because he has moved to Southlake. REPORTS 0 Mitchell Home Renovation - Bids will be presented to the November 21 City Council Meeting. The Facilities Committee will meet Monday, November 20 to review plans. If approved, the renovation will be completed by the end of January. 0 Bear Creek Park - RAD material will be brought in from TXDOT for parking lots. There was discussion regarding: (1) visiting with Swansons about signage, (2) culvert crossing to 4 acres, (3) play equipment and disc golf, (4) safety, letter to TXDOT referencing acceleration/deceleration lanes, (5) Fence in electrical tower with chainlink. • Oak Grove Baseball Lighting Project - The bid will go to council on December 19. • Casey's Clubhouse at Dove Park - A survey will be done before meeting with Halff & Associates to work on design concepts. • Grapevine Trail and SH26 - The bid letting for the Lake Grapevine Trail could be pushed back to May, 1996 due to the review process. On State Hwy. 26 a policy is being taken to the DART Board and the Park Board's presence is requested at the meeting when announced. • Community Activities Center - Construction is on schedule. There is a possibility for an extra shower in the future. In comparison to other Rec. facilities: Plano Center - 54,000 sq. ft. - 6 women/3 men toilets Grapevine - 47,000 sq. ft. - 9 women/5 men toilets Plano 5 years old and no problems - 4 women/5 men showers Grapevine - 2 women/6 men showers • December Meeting - A consensus to cancel the December Park Board meeting was agreed upon. The motion was made by Roy Robertson and seconded by Craig Neill to adjourn at 8:07 p.m. The motion passed unanimously. DIRECTO OF PARKS AND RECREATION CHAIRMAN OF THE PARK BOARD IV. DISCUSSION FOR POSSIBLE CONSIDERATION A. Dove Park Concept Plan Due to several improvements authorized at the park, (in-line hockey skating rink and expansion of wading pool) and additional proposed improvements such as the handicapped accessible play area and a walking/jogging trail, staff contracted with Halff and Associates to do a conceptual plan of the park and identify the improvements. Staff would like to receive comments from the Board on the plan. B. Consideration of a Matching Grant The concept of the handicapped accessible play area has been before the Parks and Recreation Advisory Board the last two previous meetings. The estimated cost to do this project is approximately $200,000. The funds to do this will come from private donations. This issue was discussed at the City Council Meeting on January 16, 1996 and staff will have the Council's comments and actions at the time of the Board meeting. If the concept of the handicapped accessible play area is adopted by the City Council, Debra Tridico and The Casey's Clubhouse Non -Profit Organization would like the Parks and Recreation Advisory Board to consider approving a grant for $5,000 to assist in the development of the play area. Staff recommends approval.
